The Speaker of the House of Representatives in Nepal is the presiding officer in the Nepal's lower house of parliament, the House of Representatives. The position of Speaker holds significant importance in the legislative process, presiding over the proceedings, maintaining order, and ensuring fair debate and discussion. The current speaker is Dev Raj Ghimire since 19 January 2023. [1]

Removal

The post of Speaker is vacated:-

(a) if he or she ceases to be a member of the House of Representatives, Provided that, in the event of dissolution of the House of Representatives, the Speaker and the Deputy Speaker of the House of Representatives holding their respective offices shall continue in office until the previous day of the filing of nominations for another election to the House of Representatives,

(b) if he or she tenders resignation in writing,

(c) if a resolution is passed by a majority of two-thirds of the total number of the then members of the House of Representatives that his or her conduct is not compatible with his or her office.

General elections were held in Nepal on 20 November 2022 to elect the 275 members of the House of Representatives. There were two ballots in the election; one to elect 165 members from single-member constituencies via FPTP, and the other to elect the remaining 110 members from a single nation-wide constituency via party-list proportional representation.

The 14th General Convention of the Nepali Congress, in which delegates of the Nepali Congress Party re-elected Sher Bahadur Deuba as chairman, was held 13–15 December 2021, at Bhrikuti Mandap, Kathmandu. Similarly, the convention of the six Province was held from 2–3 December. The convention of the Pradesh 2 was delayed and held after National Convention on 22–23 December 2021.

The 2023 Speaker of the Koshi Provincial Assembly election was held on January 12, 2023 to elect the speaker of the Koshi Provincial Assembly. However nominations have been fixed for the election from 3pm to 5pm and CPN, politician Baburam Gautam who had been nominated in accordance with the provisions of the Constitution, was the only candidate to file the nomination for the post.

Bishwa Prakash Sharma is a Nepali politician. He is one of the two general secretaries of the Nepali Congress. Sharma is currently serving as member of House of Representatives from Jhapa 1.

The first Koshi Provincial Assembly was elected by the 2017 provincial elections. 93 members were elected to the assembly, 56 of whom were elected through direct elections and 37 of whom were elected through the party list proportional representation system. The term of the assembly started on 5 February 2018 and ended in September 2022. Sher Dhan Rai and Bhim Acharya served as chief ministers from CPN and Rajendra Kumar Rai served as chief minister from CPN during the term of the assembly. Pradeep Kumar Bhandari served as the speaker of the assembly and Saraswati Pokharel served as deputy speaker.

The Second Federal Parliament of Nepal, was elected by the 2022 general elections on 20 November 2022. The elections elected 275 Members of Parliament (MPs), 165 for each constituency and 110 through the party list, to the House of Representatives. The parliament convened for the first time on 9 January 2023.

The 2nd Koshi Provincial Assembly was elected through the provincial elections held on 20 November 2022. The assembly has 56 constituency seats in which members are elected through direct elections and 36 proportional representation party list seats. The term of the assembly is 5 years unless dissolved earlier. The first session of the assembly commenced from 1 January 2023.

The 2nd Madhesh Provincial Assembly was elected through the provincial elections held on 20 November 2022. The assembly has 64 constituency seats in which members are elected through direct elections and 43 proportional representation party list seats.
