Throughout history, and in the present day, there have been various restrictions on entering the Temple Mount (known to Muslims as Al-Aqsa), which is a holy place for Muslims, Jews, and Christians. At present, the Government of Israel controls access to the Temple Mount, which is under the management of the Jordan-based Jerusalem Islamic Waqf. [1] [2] The government of Israel restricts entry for Jewish and Christian visitors. The Israeli government often also prohibits Palestinian Muslims under the age of 55 from entering Al-Aqsa, which makes 95% of Palestinians ineligible. [3]

For centuries an absolute ban on non-Muslim access to the Haram al-Sharif/Temple Mount existed. The situation was relatively free of tensions as Jews acquiesced in the exercise of Muslim authority over the site. [4] In 1839, following the Tanzimat reforms in the Ottoman establishment and legislation, non-Muslims were permitted to enter Temple Mount, but in order to do so they had to obtain special permit from the governor. [5] Jews who managed to obtain permission to visit the site at that time, such as Moses Montefiore and Baron Rothschild, had themselves carried across the site by Muslims, in order not to violate the rabbinic prohibition against Jews setting foot on the holy ground of the area. [6]
Article 13 of the Mandatory Charter conferred on Britain by the League of Nations explicitly denied its governing body the right to either interfere with the site or the administration of purely Muslim holy places. [4] Jewish requests for access to their holy places during the period of British rule of Palestine were focused on the Western Wall, not on the Temple Mount, which was, in any case, off-limits according to the Jewish prohibition against entering the latter. The struggle between Muslims and Jews was concentrated on the latter's desire to secure regulated access to the wall on the mount's western side. [4] As early as 1920, rabbi Avraham Yitzhak ha-Kohen Kook stated that though in other hands, the Temple Mount would eventually come into Jewish possession, a declaration which was interpreted by the mufti Amin al-Husseini as evidence of a political plot to wrest control of the Haram itself. In the ensuing period, the Temple Mount became something of a "state within a state" which the British authorities would not enter even when it became the centre for the Arab Revolt, until the mufti fled the site. [4] The King's Order-in-Council issued by the government authorities of Mandatory Palestine in 1934 regulated the legal situation of the site by confirming the religious status quo regarding sovereignty reigning from Ottoman times. [7]
At the conclusion of the 1948 Arab–Israeli War, the Haram al-Sharif lay behind the lines held by the Jordanian Legion, [8] and the Jordanian government established the Jerusalem Islamic Waqf to administer the site. [9] From 1948 until Israel captured the site in 1967 during the Six-Day War, Israeli Muslims were unable to enter East Jerusalem and access the Haram al-Sharif, [8] a restriction at times imposed by the Israeli government. [10]
After Israel occupied the Old City of Jerusalem during the Six-Day War of June 1967, the site remained under the control of the Jordan-based Jerusalem Islamic Waqf, though control over access to the site passed to Israel. [10] The Israeli government took several measures regarding the Temple Mount designed to reassure the world that it had no intention of making the issue of where the Temple Mount's sovereignty lay until this could be determined in final status negotiations, [7] despite some frustration from within Jewish community over both the humiliating conditions imposed on prior worship at the remnant of the Temple, and a certain desire for revenge, according to Meron Benvenisti. [4] Israel prohibited the flying of an Israeli flag over the site, and refrained from extending a number of Israeli laws, including those governing Holy Places, to the Haram al-Sharif. [7]
Uzi Narkis (then chief of the IDF's Central Command) described the arrangements at the time as follows: [11]
The IDF will clear the Temple Mount platform and will redeploy outside it. The Israeli administration will be responsible for general security, but will not interfere with the internal guarding and the internal inspection of the running of the Mount.
Currently eleven gates are open to the Muslim public. Non-Muslims are permitted to enter only through the Moors' Gate. [12] [13] [14]
After Israel captured the site in 1967, the Chief Rabbinate of Israel announced that entering the Temple Mount was forbidden to Jews, in accordance with a halakhic prohibition against temei ha'met (impurity by contacting the dead, cemeteries etc.). The ancient ban on Jews, other than a high priest, entering the zone of the Holy of Holies was confirmed, with the consideration also that, since the exact location of the Second Temple was unknown, any Jew walking through the site would be at grave risk of inadvertently treading on the ground of the Holy of Holies in error.
According to Maimonides, all must still show the same respect (fear) for the Temple which it commanded before its destruction. He added that, "[n]o one may enter it except the places that one is permitted to enter." [15] There is an ongoing ideological and halakhic debate whether it is permissible or forbidden to enter the Temple Mount. On one side stand those (mainly Haredi) who prohibit the entry to all persons in all areas of the Mount, in fear that a visitor might enter the Temple location. On the other side, there are those who do not see, based on the same halakha, any wrongdoing in Jews entering the Temple Mount while observing the halakhic purity laws, and getting only to certain areas of the Mount. Additionally there are others (mainly Religious Zionists) who even see visiting the site as a Mitzvah, meaning prayer there should be considered a religious duty. [16]
The Israeli government has imposed restrictions on all three religious groups – Jews, Christians and Muslims – on entry to Temple Mount (known to Muslims as Al-Aqsa).
As of 2024, the Israeli government had prohibits Palestinian Muslims under the age of 55 from entering Al-Aqsa during the month of Ramadan, which makes 95% of Palestinians ineligible. [3] There are no such restrictions on Jews or tourists, who can enter regardless of their age. [17]
Entry restrictions were frequently imposed during the 2015–2016 wave of violence in the Israeli-Palestinian conflict. Some examples:
The Israeli NOG Emek Shaveh claimed in a report in June 2015 that Israel's entrance restrictions amounted to changing the "status quo" of the Mount: [22]
Christians and Jews may only visit the site as tourists and only for four hours per day five days per week. [23] [24] Israel also restricts the number of religious Jews that can visit at a time. Until 2003, it was limited to five; in 2003 it was increased to 10; in 2010 it was increased to 20 and in 2011 it was again increased to 50 at a time. [25]
The Temple Mount, also known as The Noble Sanctuary, al-Aqsa Mosque compound, or simply al-Aqsa, and sometimes as Jerusalem's holyesplanade, is a hill in the Old City of Jerusalem that has been venerated as a holy site for thousands of years, including in Judaism, Christianity and Islam.
The Aqsa Mosque, also known as the Qibli Mosque or Qibli Chapel, is the main congregational mosque or prayer hall in the Al-Aqsa mosque compound in the Old City of Jerusalem. In some sources the building is also named al-Masjid al-Aqṣā, but this name primarily applies to the whole compound in which the building sits, which is itself also known as "Al-Aqsa Mosque". The wider compound is known as Al-Aqsa or Al-Aqsa mosque compound, also known as al-Ḥaram al-Sharīf.
The Mughrabi Quarter, also known as the Maghrebi Quarter, was a neighbourhood in the southeast corner of the Old City of Jerusalem, established in the late 12th century. It bordered the western wall of the Temple Mount on the east, the Old City walls on the south and the Jewish Quarter to the west. It was an extension of the Muslim Quarter to the north, and was founded as an endowed Islamic waqf or religious property by a son of Saladin.
Al-Aqsa mosque compound, also known as al-Masjid al-Aqṣā, is a religious site in Jerusalem located on the area of land known as both the Temple Mount and Haram al-Sharif by Jews and Muslims respectively.
The Temple Mount, a holy site in the Old City of Jerusalem, also known as the al-Ḥaram al-Sharīf or Al-Aqsa, contains twelve gates. One of the gates, Bab as-Sarai, is currently closed to the public but was open under Ottoman rule. There are also six other sealed gates. This does not include the Gates of the Old City of Jerusalem which circumscribe the external walls except on the east side.

The 1990 Temple Mount killings, or the Al Aqsa Massacre, also known as Black Monday, took place in the Al-Aqsa compound on the Temple Mount, Jerusalem at 10:30 am on Monday, October 8, 1990, before Zuhr prayer during the third year of the First Intifada. Following a decision by the Temple Mount Faithful to lay the cornerstone for the Temple, mass riots erupted, In the ensuing clashes, 17 Palestinians died, more than 150 Palestinians were wounded by Israeli security forces, and more than 20 Israeli civilians and police were wounded by Palestinians. United Nations Security Council Resolution 672, which was rejected by Israel, "condemned especially the acts of violence committed by the Israeli security forces" and United Nations Security Council Resolution 673 urged that Israel reconsider its refusal to allow United Nations Secretary-General Javier Pérez de Cuéllar to carry out an investigation.
The Jerusalem Waqf and Al-Aqsa Mosque Affairs Department, also known as the Jerusalem Waqf, the Jordanian Waqf or simply the Waqf, is the Jordanian-appointed organization responsible for controlling and managing the current Islamic edifices on the Al-Aqsa mosque compound in the Old City of Jerusalem, known to Jews as the Temple Mount, which includes the Dome of the Rock.
Temple denial is the claim that the successive Temples in Jerusalem either did not exist or they did exist but were not constructed on the site of the Temple Mount, a claim which has been advanced by Islamic political leaders, religious figures, intellectuals, and authors.
In 2009, clashes between Muslim Palestinians and Israeli police erupted on September 27, 2009, and continued to late October. Violence spread through East Jerusalem and parts of the West Bank, and included throwing of Molotov cocktails and stones at Israeli security forces and civilians. Israeli police responded with arrests of rioters and sporadic age-based restriction of access to the Temple Mount. Several dozen rioters, police and Israeli civilians have been injured.
The Islamization of Jerusalem refers to the process through which Jerusalem and its Old City acquired an Islamic character and, eventually, a significant Muslim presence. The foundation for Jerusalem's Islamization was laid by the Muslim conquest of the Levant, and began shortly after the city was besieged and captured in 638 CE by the Rashidun Caliphate under Umar ibn al-Khattab, the second Rashidun caliph. The second wave of Islamization occurred after the fall of the Kingdom of Jerusalem, a Christian state that was established after the First Crusade, at the Battle of Hattin in 1187. The eventual fall of the Crusader states by 1291 led to a period of almost-uninterrupted Muslim rule that lasted for seven centuries, and a dominant Islamic culture was consolidated in the region during the Ayyubid, Mamluk and early Ottoman periods. Beginning in the late Ottoman era, Jerusalem’s demographics turned increasingly multicultural, and regained a Jewish-majority character during the late-19th and early-20th centuries that had not been seen since the Roman period, which largely ended the Jewish presence in the region.
Murabitat is an Islamist political movement of Muslim women, funded by the northern branch of the Islamic Movement in Israel. The group organises classes at al-Masjid al-Aqsa on Arabic literacy and qira'at and tajweed in Qur'anic recitation.
On 3 October 2015, a Palestinian resident of al-Bireh attacked the Benita family near the Lions' Gate in Jerusalem, as they were on their way to the Western Wall to pray. The attacker murdered Aaron Benita, the father of the family, and injured the mother Adele and their 2-year-old son Matan. Nehemia Lavi, a resident who heard screams and came to help was also murdered and his gun taken by the assailant. The attacker, 19 year old Muhanad Shafeq Halabi was shot and killed by police as he was firing on pedestrians.
On 14 July 2017, three Arab-Israeli men left the Temple Mount, and opened fire on Israeli border police officers stationed near the Gate of the Tribes which is close to the Lions' Gate. Two Israeli border police officers were killed and two more were injured in the attack. All three attackers were shot and killed by Israeli police after fleeing back into the complex.
Hashemite custodianship refers to the Jordanian royal family's role in tending Muslim and Christian holy sites in the city of Jerusalem. The legacy traces back to 1924 when the Supreme Muslim Council, the highest Muslim body in charge of Muslim community affairs in Mandatory Palestine, chose Hussein bin Ali as custodian of Al-Aqsa. The custodianship became a Hashemite legacy administered by consecutive Jordanian kings.
On 15 April 2022, clashes erupted between Palestinians and Israeli Security Forces on the Al-Aqsa compound in the Old City of Jerusalem. According to the United Nations Special Coordinator for the Middle East Peace Process, the clashes began when Palestinians threw stones, firecrackers, and other heavy objects at Israeli police officers. The policemen used tear gas shells, stun grenades and police batons against the Palestinians. Some Palestinians afterwards barricaded themselves inside the Al-Aqsa Mosque and proceeded to throw stones at the officers. In response, police raided the mosque, arresting those who had barricaded themselves inside. In addition, some damage was done to the mosque's structure.
Al-Aqsa or al-Masjid al-Aqṣā is the compound of Islamic religious buildings that sit atop the Temple Mount, also known as the Haram al-Sharif, in the Old City of Jerusalem, including the Dome of the Rock, many mosques and prayer halls, madrasas, zawiyas, khalwas and other domes and religious structures, as well as the four encircling minarets. It is considered the third holiest site in Islam. The compound's main congregational mosque or prayer hall is variously known as Al-Aqsa Mosque, Qibli Mosque or al-Jāmiʿ al-Aqṣā, while in some sources it is also known as al-Masjid al-Aqṣā; the wider compound is sometimes known as Al-Aqsa Mosque compound in order to avoid confusion.
The Al-Aqsa mosque fire was an arson attack on Jerusalem's al-Aqsa Mosque, the primary prayer hall within the Al-Aqsa compound, on 21 August 1969. The attack was carried out by Australian citizen Denis Michael Rohan, who initially set fire to the pulpit.
Al-Aqsa has been the site of frequent clashes between Palestinian Arab visitors and both Israeli security forces and Israeli groups, beginning with the 1990 Temple Mount killings, or Al-Aqsa Massacre, and most recently culminating in the 2023 Al-Aqsa clashes.
In June 1967, Israel's Muslim citizens were able to access al-Haram al-Sharif after a 19-year period of exclusion during Jordanian rule in East Jerusalem.
