Tropical Storm Lingling,known in the Philippines as Tropical Depression Huaning,was a weak tropical cyclone that impacted the Ryukyu Islands and western and southern Japan during mid to late-August 2025. The twelfth named storm of the annual typhoon season,Lingling originated from a disturbance located southeast of Kadena Air Base on Okinawa Island. Due to its formation within the Philippine Area of Responsibility (PAR),it was assigned the local name Huaning by the Philippine Atmospheric,Geophysical and Astronomical Services Administration (PAGASA) on August 18. The system continued to move northeastward,struggling to organize due to strong poleward outflow and a dry air environment. After passing the Ryukyu Islands,the depression shifted east-northeastward,where the Japan Meteorological Agency (JMA) named it Lingling as it was upgraded to a tropical storm. Afterwards,Lingling turned eastward before brushing over Hioki,Kagoshima on Kyushu and eventually,significantly weakening back into a depression after land interaction. Lingling then encountered very unfavorable conditions;as a result,it weakened into a tropical depression. The storm was further downgraded to a remnant low until it dissipated on August 23.
Lingling brought torrential rainfall to Kagoshima Prefecture,which triggered floods and mudslides throughout the area.
On August 16, the Joint Typhoon Warning Center (JTWC) began monitoring an area of convection located approximately 305 nautical miles (565 km) southeast of Kadena Air Base, noting that the disturbance was in an environment marginally favorable for tropical cyclogenesis. [1] The following day, the JMA classified the system as a tropical depression. [2] At 02:00 PHT on August 18 (18:00 UTC), the PAGASA followed suit, upgrading the low-pressure area to a tropical depression within the Philippine Area of Responsibility (PAR), and assigning it the local name Huaning. [3] On the same day, the JTWC issued a Tropical Cyclone Formation Alert (TCFA), citing infrared satellite imagery that revealed a partially exposed low-level circulation center (LLCC) consolidating within a reverse-oriented monsoon trough. [4] However, initial development was hampered by persistent southwesterly wind shear aloft and the presence of dry mid-level air along the western periphery of the system. [5] Despite these inhibiting factors, Huaning gradually organized, and at 06:00 UTC on August 19, the JTWC designated the system as Tropical Depression 18W. On August 20, the JTWC upgraded the system to a tropical storm. [6] At 01:10 UTC (10:10 JST) on August 21, the JMA likewise upgraded the system to a tropical storm and assigned it the international name Lingling.
Satellite imagery indicated that Lingling had reorganized, with convective banding wrapping around a compact LLCC. This development was attributed to increasingly favorable environmental conditions, including strong upper-level outflow, low to moderate vertical wind shear, and warm sea surface temperatures ranging from 29–30 °C (84–86 °F). [6] Animated radar data also revealed a well-defined eye feature located southeast of the Koshikishima Islands. [6]
Later that day, Lingling made landfall near Hioki, Kagoshima Prefecture at approximately 17:00 JST (08:00 UTC). [7] Afterwards, Lingling weakened into a tropical depression at 20:00 JST (11:00 UTC) as northeasterly wind shear, terrain interaction, and dry air environment hindered the development as the system moved east-northeastward. [6] The JTWC later issued its final warning as Lingling continued to weaken further over highly unfavorable conditions. [6] The JMA continued to monitor Lingling until they ceased issuing advisories at 21:00 JST (12:00 UTC) on August 23.
Shinkansen services in Kyushu were suspended due to heavy rains caused by Lingling. [8] 95 mm (3.74 in) of rain was observed in Minamikyūshū in Kagoshima Prefecture as the storm neared the city. [7] 300 mm (11.8 in) of rain was also recorded in Southern Kyushu in the morning of August 22. [9] A landslide warning was issued throughout the city, with at least five landslides reported through Ichikikushikino. Flood alerts were also issued at Minamisatsuma and Minamikyushu. [8] Residents from low-lying areas were forced to evacuate as Lingling made landfall over the area. Streets in affected regions quickly became waterlogged, while public transport services faced significant delays. [10]
Although the system did not directly impacted the Philippines, classes were suspended in parts of Cavite and Cebu due to heavy rains associated with the storm and the southwest monsoon. [11]
