UFC 23: Ultimate Japan 2 was a mixed martial arts event held by the Ultimate Fighting Championship on November 19, 1999 at Tokyo Bay NK Hall in Tokyo, Japan.
UFC 23 was the second UFC event to take place in Tokyo, Japan, where the newly formed PRIDE Fighting Championships were enjoying massive success. UFC 23 was headlined by a Heavyweight Championship Title bout between Kevin Randleman and Pete Williams, held to determine the champion after Bas Rutten's retirement.
The event also featured a four-man "Japanese" tournament, held to crown the first ever UFC Japan Champion. The tournament was the first in the UFC since UFC 17, and the last one-night tournament held by the UFC (subsequent multiple-night tournaments have since taken place in 2003 at UFC 39 and UFC 41, and in 2012 at UFC on FX 2, UFC on FX 3, and UFC 152). SEG originally intended UFC Japan to be a separate company, run by local promoters, but due to mounting financial problems, a lack of cooperation from Japanese promoters, and the rise of the popular PRIDE and K-1 organizations, the idea was scrapped following UFC 25: Ultimate Japan 3.
UFC 23 was the first UFC event to not see a home video release, as SEG was nearing bankruptcy and struggling to keep the UFC alive through extremely limited pay per view in the US, as well as minor coverage in Brazil and Japan. UFC 23 has now been released as part of a DVD collection (UFC 21–30). It was also the first to feature James Werme who handled backstage interviews.
Bas Rutten announced at UFC 23 that he dropped his heavyweight championship title so he could drop down to middleweight to bring Frank Shamrock out of retirement to fight for the middleweight championship.

PRIDE Fighting Championships was a Japanese mixed martial arts promotion company. Its inaugural event was held at the Tokyo Dome on October 11, 1997. Pride held more than sixty mixed martial arts events, broadcast to about 40 countries worldwide. PRIDE was owned by the holding company Dream Stage Entertainment (DSE).
Wanderlei César da Silva is a Brazilian-American former mixed martial artist who competed in Japan's Pride Fighting Championships and the American-based Ultimate Fighting Championship (UFC). He holds the record for the most wins, knockouts, title defenses and longest winning streak in PRIDE history. He is the former PRIDE Middleweight Champion and the 2003 PRIDE Middleweight Grand Prix Tournament Champion. He most recently competed for Bellator MMA in the light heavyweight and heavyweight divisions.
Frank Shamrock is an American former professional mixed martial artist. Shamrock was the first to hold the UFC Middleweight Championship and retired a four-time defending undefeated champion. Shamrock was the No. 1 ranked pound for pound UFC fighter in the world during his reign as the UFC Middleweight Champion. Shamrock has won numerous titles in other martial arts organizations, including the interim King of Pancrase title, the WEC Light Heavyweight Championship and the Strikeforce Middleweight Championship. Shamrock is widely regarded as one of the greatest mixed martial artists of all time, as well as one of the first complete mixed martial artists, adapting his game from a grounded style of fighting to a more complete, well-rounded, and versatile style that included always improving striking to go along with his skilled ground game.
Hidehiko Yoshida is a Japanese gold-medalist judoka and retired mixed martial artist. He is a longtime veteran of Japan's PRIDE Fighting Championships, competing in the Middleweight (93kg) and Heavyweight divisions. He won gold at the 1992 Summer Olympic Games at 78 kg. Yoshida also had two famous fights with MMA pioneer Royce Gracie that resulted in a no-contest and a time-limit draw.
Sebastiaan "Bas" Rutten is a Dutch-American actor, former mixed martial artist, kickboxer and professional wrestler. He was a UFC Heavyweight Champion, a three-time King of Pancrase world champion, and finished his career on a 22 fight unbeaten streak. FightMetric wrote this when Rutten got inducted into the UFC Hall of Fame: "[We] ran the numbers on Rutten's career. They back up the Dutchman's inclusion into the UFC Hall of Fame and then some. In the 4-hours, 27-minutes and 8-seconds he spent as a pro fighter, Rutten scored 13 knockdowns without getting dropped himself, his significant strike accuracy was 70.6%, the highest FightMetric has ever recorded, attempted a record 53 submissions and successfully swept his opponents a record 46 times." From 2007 to 2016, Rutten was the co-host of Inside MMA on AXS TV. Rutten became a naturalized American citizen receiving citizenship in the late 1990s.
Heath Herring is an American professional mixed martial artist currently competing in the Heavyweight division of Rizin. While perhaps best known for competing in PRIDE, he has also formerly competed for the UFC and K-1.
Jeremy Graham Horn is an American mixed martial artist. Horn is best known for fighting in smaller American promotions, he has also competed in some of the premiere mixed martial arts organizations around the world, including the UFC, WEC, PRIDE, Bellator, Pancrase, the IFL, King of the Cage, and the International Fighting Championships (IFC). Horn is the former King of the Cage Light Heavyweight Champion and has also competed in the Heavyweight and Light Heavyweight divisions. He holds notable victories over Chuck Liddell, Forrest Griffin, Chael Sonnen (x3), and David Loiseau.
