The Universal Declaration on Cultural Diversity is a declaration adopted unanimously by the General Conference of the United Nations Educational, Scientific and Cultural Organization (UNESCO) at its thirty-first session on 2 November 2001. [2] It calls on nations and institutions to work together for the preservation of culture in all its forms, and for policies that help to share ideas across cultures and inspire new forms of creativity. It interprets "culture" in a broad sense and connects the preservation of culture to central issues of human rights. It defines a role for UNESCO as a space in which different institutions can develop ideas on cultural diversity, which has been a theme of many of UNESCO's activities in the years since. The primary audience of the declaration includes UNESCO's member states as well as international and non-governmental bodies, but other organisations and individuals have also been inspired by it.
Writing of the declaration began in October 2000, at the request of the UNESCO's Executive Board. [3] The General Conference of 2 November 2001 which adopted the declaration was the first ministerial-level UNESCO meeting to take place after the September 11th attacks in the United States. [2] In the words of Director-General Kōichirō Matsuura, the declaration allowed states to react against the attacks, and fundamentalism in general, by affirming "that intercultural dialogue is the best guarantee of peace" and rejecting the idea of an inevitable clash of cultures. He named it as "one of the founding documents of the new ethics promoted by UNESCO". The declaration spells out general principles that member states are expected to implement, working with private and civil organisations. It was published with an outline action plan listing various ways to promote cultural diversity. [4]
The declaration was the first international instrument enshrining the value of cultural diversity and intercultural dialogue. As a declaration rather than a convention or a treaty, it is not legally binding on member states and does not require ratification by their own legislatures. Instead, it establishes norms and expectations for the 185 signatory member states to follow. [2]
The declaration defines "culture" as "the set of distinctive spiritual, material, intellectual and emotional features of society or a social group", noting that this includes lifestyles, value systems, traditions, and beliefs in addition to creative works. Earlier UNESCO documents had used "culture" to mean masterpieces; around the time of this declaration, UNESCO started using "culture" in a broader way that matches its use in anthropology. [5] The declaration contains twelve articles. [6]
The action plan connects cultural diversity to human rights more explicitly than the cautious language of the articles. It mentions linguistic diversity, free expression, the protection of indigenous languages and knowledge, and the free movement of people. [5]
The American lawyer Juliette Passer describes the declaration as "one of the most beautifully written international documents" whose text and action plan "can be an outstanding educational tool for developing a dialogue about diversity while humanizing globalization." [2]
Other UNESCO activities since 2001 continue the theme of protecting and promoting cultural diversity. These include the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions; the 2018 Recommendation concerning the Protection and Promotion of Museums and Collections, their Diversity and their Role in Society; and the designation of 2019 as the International Year of Indigenous Languages. [7] The 2005 convention builds on the 2001 declaration by naming linguistic diversity as a fundamental part of cultural diversity and stating that cultural diversity depends on the free flow of ideas. [8] UNESCO made a submission to a 2002 UN report on Human Rights and Cultural Diversity, quoting part of the declaration to emphasise that cultural diversity must not be used to infringe the rights of minorities and that cultural diversity requires the protection of individual freedoms. [9] In September 2002, the Johannesburg Declaration identified "our rich diversity" as a strength that should be used to achieve sustainable development. [3] A 2003 United Nations resolution named 21 May as the World Day for Cultural Diversity for Dialogue and Development, which continues to be celebrated, [10] and 2021 was designated the International Year of Creative Economy for Sustainable Development. [11]
To celebrate the tenth anniversary of the declaration in 2011, the then UNESCO Director-General Irina Bokova called a special session of the General Conference to discuss progress and announced "Open UNESCO", a permanent interactive exhibition at the organisation's headquarters in Paris. [12] [13] For the declaration's 20th anniversary, an official book was published by the Khalili Foundation, featuring essays on cultural diversity by artists, intellectuals, and leaders. UNESCO Assistant Director-General Ernesto Ottone called for the international community to "create or strengthen social protection of artists, cultural professionals and heritage practitioners as core actors creating and safeguarding [...] cultural diversity around the world." [7] Organisations whose leaders said they were influenced by the declaration included the Commonwealth of Nations, the International Labour Organization, the Caribbean Community, Europeana, and the Prince's Trust. [14] [15] [16] [17] [18] UNESCO also scheduled a World Conference on Cultural Policies and Sustainable Development for September 2022 in Mexico. [7] [19]
The composer and conductor Daniel Barenboim is one of the public figures who identifies the declaration as an inspiration: "Each and every one of us has his or her own responsibility to foster these values in his of her area of action." Barenboim leads the West–Eastern Divan Orchestra — composed of musicians from Israel, the Palestinian territories and Arab countries — which has been designated a UN Global Advocate for Cultural Understanding. [20] Sumi Jo, the South Korean soprano and UNESCO Artist for Peace, says she was inspired by UNESCO's commitment to cultural diversity to use her singing to bring together different cultures. [21]
The Universal Declaration of Human Rights (UDHR) is an international document adopted by the United Nations General Assembly that enshrines the rights and freedoms of all human beings. Drafted by a UN committee chaired by Eleanor Roosevelt, it was accepted by the General Assembly as Resolution 217 during its third session on 10 December 1948 at the Palais de Chaillot in Paris, France. Of the 58 members of the United Nations at the time, 48 voted in favour, none against, eight abstained, and two did not vote.
Cultural diversity is the quality of diverse or different cultures, as opposed to monoculture. It has a variety of meanings in different contexts, sometimes applying to cultural products like art works in museums or entertainment available online, and sometimes applying to the variety of human cultures or traditions in a specific region, or in the world as a whole. It can also refer to the inclusion of different cultural perspectives in an organization or society.
Artistic freedom can be defined as "the freedom to imagine, create and distribute diverse cultural expressions free of governmental censorship, political interference or the pressures of non-state actors." Generally, artistic freedom describes the extent of independence artists obtain to create art freely. Moreover, artistic freedom concerns "the rights of citizens to access artistic expressions and take part in cultural life—and thus [represents] one of the key issues for democracy." The extent of freedom indispensable to create art freely differs regarding the existence or nonexistence of national instruments established to protect, to promote, to control or to censor artists and their creative expressions. This is why universal, regional and national legal provisions have been installed to guarantee the right to freedom of expression in general and of artistic expression in particular. In 2013, Ms Farida Shaheed, United Nations special rapporteur to the Human Rights Council, presented her "Report in the field of cultural rights: The right to freedom of expression and creativity" providing a comprehensive study of the status quo of, and specifically the limitations and challenges to, artistic freedom worldwide. In this study, artistic freedom "was put forward as a basic human right that went beyond the 'right to create' or the 'right to participate in cultural life'." It stresses the range of fundamental freedoms indispensable for artistic expression and creativity, e.g. the freedoms of movement and association. "The State of Artistic Freedom" is an integral report published by arts censorship monitor Freemuse on an annual basis.
The Universal Declaration of Linguistic Rights is a document signed by the International PEN Club, and several non-governmental organizations in 1996 to support linguistic rights, especially those of endangered languages. The document was adopted at the conclusion of the World Conference on Linguistic Rights held 6–9 June 1996 in Barcelona, Spain. It was also presented to the UNESCO Director General in 1996 but the Declaration has not gained formal approval from UNESCO.
Ethnocide is the extermination or destruction of ethnic identities. Bartolomé Clavero differentiates ethnocide from genocide by stating that "Genocide kills people while ethnocide kills social cultures through the killing of individual souls". According to Martin Shaw, ethnocide is a core part of physically violent genocide. Some substitute cultural genocide for ethnocide, and other argue the distinction between ethnicity and culture. Cultural genocide and ethnocide have been used in different contexts. While the term "ethnocide" and "ethnic cleansing" are similar, the intentions of their use vary. The term "ethnic cleansing" has been criticized as a euphemism for genocide denial, while "ethnocide" tries to facilitate the opposite.
The Proclamation of Masterpieces of the Oral and Intangible Heritage of Humanity was made by the Director-General of UNESCO starting in 2001 to raise awareness of intangible cultural heritage and encourage local communities to protect them and the local people who sustain these forms of cultural expressions. Several manifestations of intangible heritage around the world were awarded the title of Masterpieces to recognize the value of the non-material component of culture, as well as entail the commitment of states to promote and safeguard the Masterpieces. Further proclamations occurred biennially. In 2008, the 90 previously proclaimed Masterpieces were incorporated into the new Representative List of the Intangible Cultural Heritage of Humanity as its first entries.
Economic, social and cultural rights (ESCR) are socio-economic human rights, such as the right to education, right to housing, right to an adequate standard of living, right to health, victims' rights and the right to science and culture. Economic, social and cultural rights are recognised and protected in international and regional human rights instruments. Member states have a legal obligation to respect, protect and fulfil economic, social and cultural rights and are expected to take "progressive action" towards their fulfilment.
Peace education is the process of acquiring values, knowledge, attitudes, skills, and behaviors to live in harmony with oneself, others, and the natural environment.
The Convention on the Protection and Promotion of the Diversity of Cultural Expressions is an international treaty adopted in October 2005 in Paris during the 33rd session of the General Conference of the United Nations Educational, Scientific and Cultural Organization (UNESCO). In response to the fears that globalization would lead to an increasingly uniform global culture, it allows states to protect cultural diversity and cultural expressions by promoting and defending their own cultural industries. It also establishes international co-operation to help protect the cultural industries of developing countries, including the creation of the International Fund for Cultural Diversity. It reaffirms many of the principles of the 2001 UNESCO Universal Declaration on Cultural Diversity but, unlike that declaration, it is legally binding and requires legal ratification by member states. The convention is the first international treaty to give cultural goods a special status, having cultural as well as economic value.
Former Iranian president Mohammad Khatami introduced the idea of Dialogue Among Civilizations as a response to Samuel P. Huntington's theory of a Clash of Civilizations. The term was initially used by Austrian philosopher Hans Köchler who in 1972, in a letter to UNESCO, had suggested the idea of an international conference on the "dialogue between different civilizations" and had organized, in 1974, a first international conference on the role of intercultural dialogue with the support and under the auspices of Senegalese President Léopold Sédar Senghor.
The right to education has been recognized as a human right in a number of international conventions, including the International Covenant on Economic, Social and Cultural Rights which recognizes a right to free, primary education for all, an obligation to develop secondary education accessible to all with the progressive introduction of free secondary education, as well as an obligation to develop equitable access to higher education, ideally by the progressive introduction of free higher education. In 2021, 171 states were parties to the Covenant.
Sir Nasser David Khalili KCSS is a British scholar, collector, and philanthropist based in London. Born in Iran and educated at Queens College, City University of New York and the School of Oriental and African Studies in London, he is a naturalised British citizen.
The United Nations Educational, Scientific and Cultural Organization is a specialized agency of the United Nations (UN) with the aim of promoting world peace and security through international cooperation in education, arts, sciences and culture. It has 194 member states and 12 associate members, as well as partners in the non-governmental, intergovernmental and private sector. Headquartered in Paris, France, UNESCO has 53 regional field offices and 199 national commissions.
Irina Georgieva Bokova is a Bulgarian politician and a former Director-General of UNESCO (2009–2017). During her political and diplomatic career in Bulgaria, she served, among others, two terms as a member of the National parliament, and deputy minister of foreign affairs and minister of foreign affairs ad interim under Prime Minister Zhan Videnov. She also served as Bulgaria's ambassador to France and to Monaco, and was Bulgaria's Permanent Delegate to UNESCO. Bokova was also the personal representative of Bulgaria's president to the Organisation internationale de la Francophonie (2005–2009).
The World Day for Cultural Diversity for Dialogue and Development, sometimes abbreviated World Day for Cultural Diversity, is a United Nations sanctioned observance day for the promotion of diversity and intercultural dialogue. Begun in 2002, it is celebrated on 21 May.
Common heritage of humanity is a principle of international law that holds the defined territorial areas and elements of humanity's common heritage should be held in trust for future generations and be protected from exploitation by individual nation states or corporations.
The Declaration of Human Duties and Responsibilities (DHDR) was written for reinforcing the implementation of human rights under the auspices of the UNESCO and the interest of the Office of the United Nations High Commissioner for Human Rights and was proclaimed in 1998 "to commemorate the 50th anniversary of the Universal Declaration of Human Rights (UDHR)" in the city of Valencia. Therefore, it is also known as the Valencia Declaration.
The right to science and culture is one of the economic, social and cultural rights claimed in the Universal Declaration of Human Rights and related documents of international human rights law. It recognizes that everyone has a right to freely participate in culture, to freely share in science and technology, and to protection of authorship.
The Khalili Foundation is a UK-based charity promoting interfaith and intercultural understanding through art, culture and education. Its founder and chairman is the London-based philanthropist, art collector and scholar Sir David Khalili. A Persian Jew who grew up in Iran, he is notable for having the world's largest private collection of Islamic art. Established in 1995, the foundation has created interfaith and intercultural links through "cultural, academic, sporting and educational programmes".
The Convention for the Safeguarding of the Intangible Cultural Heritage is a UNESCO treaty adopted by the UNESCO General Conference on 17 October 2003.
