Viktor Fyodorovich Yerin (Russian :ВикторФёдоровичЕрин;17 January 1944 –19 March 2018 [1] ) was a Russian politician and General of the Army who served as the country's first post-Soviet Minister of Internal Affairs (1992—1995). Hero of the Russian Federation (1993).
Viktor Yerin began his career in Soviet security forces (police). Working in Tatarstan police,he participated in investigating especially dangerous criminal bands. Since 1991 Yerin served as the first deputy minister of interior of the RSFSR. In January 1992,he became Russia's interior minister. In November 1992,he led an operative staff for re-establishing constitutional order in the Ossetian-Ingush conflict region. From December 1994 to January 1995 he was in charge of the activities of the Internal Troops of Russia in Chechnya. On 30 June 1995,after the failed operation to free hostages taken by Chechen terrorists in Budyonnovsk,Yerin had to resign (as did the then-FSB director Stepashin). On 5 July 1995,Yerin was assigned the position of deputy director of Russia's Foreign Intelligence Service.
In 1993,Viktor Yerin was awarded the title Hero of the Russian Federation for his part in quelling the anti-Yeltsin rebellion in October 1993. [2]
Viktor Stepanovich Chernomyrdin was a Soviet and Russian politician and businessman. He was the Minister of Gas Industry of the Soviet Union,after which he became first chairman of Gazprom energy company and the second-longest-serving Prime Minister of Russia (1992–1998) based on consecutive years. He was a key figure in Russian politics in the 1990s and a participant in the transition from a planned to a market economy. From 2001 to 2009,he was Russia's ambassador to Ukraine. In September and October 1993,a constitutional crisis arose in the Russian Federation from a conflict between the then Russian president Boris Yeltsin and the country's parliament. Yeltsin performed a self-coup,dissolving parliament and instituting a presidential rule by decree system. The crisis ended with Yeltsin using military force to attack Moscow's House of Soviets and arrest the lawmakers. In Russia,the events are known as the "October Coup" or "Black October".
Viktor Germanovich Kazantsev was an envoy of the Russian president to the Southern Federal District from 2000 to 2004. He performed primary negotiations between the Russian government and the Chechen opposition. Decorated with the Hero of the Russian Federation title,he was involved in coordinating the government responses to various violent actions in Chechnya. Kazanstev was also involved in coordinating the rescue attempt during the Moscow theatre hostage situation,which took place in October 2002.
