William Douglas Cullen,Baron Cullen of Whitekirk, KT , PC , FRSE , HonFREng [1] (born 18 November 1935) is a former senior member of the Scottish judiciary. He formerly served as Lord Justice General and Lord President of the Court of Session,and was an additional Lord of Appeal in the House of Lords prior to the transfer of its judicial functions to the Supreme Court.
William Douglas Cullen was educated at the High School of Dundee and the universities of St Andrews and Edinburgh. He was admitted to the Faculty of Advocates in 1962 and was Standing Junior Counsel to Her Majesty's Customs and Excise from 1970 to 1973. He was appointed Queen's Counsel in 1973 and served as an Advocate Depute from 1978 to 1981. [2] From 1984 to 1986 Cullen served as Chairperson of the influential Edinburgh conservationist group the Cockburn Association. [3]
Lord Cullen was a chairman of the Medical Appeal Tribunals from 1977 until his appointment as a judge in 1985. [2] He was appointed a Senator of the College of Justice,a judge of the High Court of Justiciary and Court of Session,as Lord Cullen. From 1988 to 1990 he conducted the Public Inquiry into the Piper Alpha disaster [4] and in 1996 he chaired the Public Inquiry into the shootings at Dunblane Primary School. [2] [5] In October 1999 he was appointed to chair the Ladbroke Grove Rail Inquiry. [2] He was Lord Justice Clerk and president of the Second Division of the Inner House from 1997 to 2002,when he was appointed Lord Justice General and Lord President of the Court of Session. [6]
In March 2002,Lord Cullen led the 5-judge tribunal at the Scottish Court in the Netherlands which heard the failed appeal of Abdelbaset al-Megrahi against his conviction for the 1988 Lockerbie bombing of Pan Am Flight 103. [7]
On 15 July 2005,Lord Cullen announced his intention to retire in November 2005. On 24 November the Scottish Executive announced that Arthur Hamilton,Lord Hamilton,a member of the Inner House of the Court of Session,would succeed him as the new Lord Justice General and Lord President of the Court of Session. On 17 June 2003,Cullen was created a life peer,as Baron Cullen of Whitekirk,of Whitekirk in East Lothian . [9] He sat as a crossbench member of the House of Lords until his retirement in 2019. [10] He was also one of five additional Lords of Appeal in the House of Lords. On 25 June 2005,he was elected president of the Saltire Society,replacing The Right Honourable The Lord Sutherland of Houndwood,K.T. [11] On 30 November 2007 it was announced that Lord Cullen would be appointed a Knight of the Thistle. [12] He was knighted by Queen Elizabeth II at a ceremony in Edinburgh on 2 July 2008. [13] On 4 September 2009 he was also formally installed as chancellor of Abertay University in Dundee,a position he held for a decade. [14] In 1995 he was elected an Honorary Fellow [1] of the Royal Academy of Engineering [1]
Cullen also received an Honorary Doctorate from Heriot-Watt University in 1995 [15]
He was sworn in as a Member of the Privy Council of the United Kingdom in 1997.

The Court of Session is the supreme civil court of Scotland and constitutes part of the College of Justice;the supreme criminal court of Scotland is the High Court of Justiciary. The Court of Session sits in Parliament House in Edinburgh and is both a trial court and a court of appeal. The court was established in 1532 by an Act of the Parliament of Scotland,and was initially presided over by the Lord Chancellor of Scotland and had equal numbers of clergy and laity. The judges were all appointed from the King's Council. As of May 2017,the Lord President was Lord Carloway,who was appointed on 19 December 2015,and the Lord Justice Clerk was Lady Dorrian,who was appointed on 13 April 2016.
The Lord Justice Clerk is the second most senior judge in Scotland,after the Lord President of the Court of Session. The current Lord Justice Clerk is Leeona Dorrian,Lady Dorrian,who was appointed to the position on 13 April 2016.
Colin Boyd,Baron Boyd of Duncansby,is a Scottish judge who has been a Senator of the College of Justice since June 2012. He was Lord Advocate for Scotland from 24 February 2000 until his resignation on 4 October 2006. On 11 April 2006,Downing Street announced that Colin Boyd would take a seat as a crossbench life peer;however,he took the Labour whip after resigning as Lord Advocate. He was formally introduced in the House of Lords on 3 July 2006. On the day SNP leader Alex Salmond was elected First Minister of Scotland,it was reported that Boyd was quitting the Scottish Bar to become a part-time consultant with public law solicitors,Dundas &Wilson. He told the Glasgow Herald,"This is a first. I don't think a Lord Advocate has ever done this—left the Bar and become a solicitor."

A fatal accident inquiry is a Scottish judicial process which investigates and determines the circumstances of some deaths occurring in Scotland. Until 2009,they did not apply to any deaths occurring in other jurisdictions,when the Coroners and Justice Act 2009 extended the Fatal Accidents and Sudden Deaths Inquiry (Scotland) Act 1976 to service personnel at the discretion of the Chief Coroner or the Secretary of State. The equivalent process in England and Wales is an inquest. A major review of the fatal accident inquiries was undertaken by Lord Cullen of Whitekirk,at the request of the Scottish Government,which resulted in the passing of the Inquiries into Fatal Accidents and Sudden Deaths etc. (Scotland) Act 2016.

An Act of Sederunt is secondary legislation made by the Court of Session,the supreme civil court of Scotland,to regulate the proceedings of Scottish courts and tribunals hearing civil matters. Originally made under an Act of the Parliament of Scotland of 1532,the modern power to make Acts of Sederunt is largely derived from the Courts Reform (Scotland) Act 2014. Since 2013,draft Acts have also been prepared by the Scottish Civil Justice Council and submitted to the Court of Session for approval.
