The Witzenberg Local Municipality consists of twenty-three members elected by mixed-member proportional representation. Twelve councillors are elected by first-past-the-post voting in twelve wards, while the remaining eleven are chosen from party lists so that the total number of party representatives is proportional to the number of votes received.
No party has ever received a majority at a local government election, with the African National Congress (ANC) receiving a plurality in 2006 and the Democratic Alliance (DA) in 2011, 2016 and 2021.

In terms of the Eighth Amendment of the Constitution and the judgment of the Constitutional Court in United Democratic Movement v President of the Republic of South Africa and Others , in the period from 8–22 October 2002 councillors had the opportunity to cross the floor to a different political party without losing their seats. In the Witzenberg council the Democratic Alliance (DA) lost seven councillors to the New National Party (NNP), which had formerly been part of the DA, and one councillor to the African National Congress (ANC). One councillor from the "Witzenberg Onafhanklike Vereniging" and one from the Pan Africanist Congress also crossed to the ANC. [2]

Another floor-crossing period occurred on 1–15 September 2004. Two ANC councillors, the remaining DA councillor and the remaining "Witzenberg Onafhanklike Vereniging" councillor all crossed to the Independent Democrats (ID). Five of the NNP councillors crossed to the ANC, and two to the DA. [3]

The final floor-crossing period occurred on 1–15 September 2007; floor-crossing was subsequently abolished in 2008 by the Fifteenth Amendment of the Constitution. In the Witzenberg council, one councillor crossed from the Independent Democrats (ID) to the new National People's Party, one crossed from the First Community Party to the ID, and one crossed from the African National Congress to the Democratic Alliance. The eleven councillors from the Democratic Alliance (DA) formed a coalition with the single councillor from the Congress of the People (COPE) to govern the municipality. [9] The local council sends three representatives to the council of the Cape Winelands District Municipality: two from the Democratic Alliance and one from the African National Congress. [9]

The Drakenstein Municipal Council is the elected unicameral legislature of the Drakenstein Local Municipality in Paarl, Western Cape, South Africa.
The council of the Matzikama Local Municipality in the Western Cape, South Africa is elected every five years by a system of mixed-member proportional representation. Eight councillors are elected by first-past-the-post voting in eight wards, while the remaining seven are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the election of 1 November 2021 the Democratic Alliance (DA) won a plurality of six seats on the council.
The Bergrivier Local Municipality council consists of thirteen members elected by mixed-member proportional representation. Seven councillors are elected by first-past-the-post voting in seven wards, while the remaining six are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the election of 1 November 2021 the Democratic Alliance (DA) obtained a majority of eight seats on the council.
The Theewaterskloof Local Municipality council consists of twenty-seven members elected by mixed-member proportional representation. Fourteen councillors are elected by first-past-the-post voting in fourteen wards, while the remaining thirteen are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the election of 1 November 2021, no party won a majority.
The Swellendam Local Municipality council consists of eleven members elected by mixed-member proportional representation. Six councillors are elected by first-past-the-post voting in six wards, while the remaining five are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the election of 1 November 2021, the Democratic Alliance (DA) retained its majority of six seats on the council.
The Stellenbosch Local Municipality council consists of forty-three members elected by mixed-member proportional representation. Twenty-two councillors are elected by first-past-the-post voting in twenty-two wards, while the remaining twenty-one are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the 2021 local government elections, the Democratic Alliance (DA) received a majority of twenty-eight seats on the council.
The Kannaland Local Municipality council consists of seven members elected by mixed-member proportional representation. Four councillors are elected by first-past-the-post voting in four wards, while the remaining three are chosen from party lists so that the total number of party representatives is proportional to the number of votes received.
The Laingsburg Local Municipality council consists of seven members elected by mixed-member proportional representation. Four councillors are elected by first-past-the-post voting in four wards, while the remaining three are chosen from party lists so that the total number of party representatives is proportional to the number of votes received.
The Breede Valley Local Municipality council consists of forty-one members elected by mixed-member proportional representation. Twenty-one councillors are elected by first-past-the-post voting in twenty-one wards, while the remaining twenty are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the election of 1 November 2021 the Democratic Alliance (DA) obtained a plurality of nineteen seats on the council.
The council of the Langeberg Local Municipality consists of twenty-three members elected by mixed-member proportional representation. Twelve councillors are elected by first-past-the-post voting in twelve wards, while the remaining eleven are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the election of 1 November 2021 the Democratic Alliance (DA) obtained a plurality of ten seats.
The Mossel Bay Local Municipality council consists of twenty-nine members elected by mixed-member proportional representation. Fifteen councillors are elected by first-past-the-post voting in fifteen wards, while the remaining fourteen are chosen from party lists so that the total number of party representatives is proportional to the number of votes received.
The George Local Municipality council consists of fifty-three members elected by mixed-member proportional representation. Twenty-seven councillors are elected by first-past-the-post voting in twenty-seven wards, while the remaining twenty-six are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the election of 1 November 2021 no party obtained a majority of seats on the council. The DA did, however, win the largest amount of seats.
The Knysna Local Municipality council consists of twenty-one members elected by mixed-member proportional representation. Eleven councillors are elected by first-past-the-post voting in eleven wards, while the remaining ten are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the election of 1 November 2021 no party obtained a majority of seats on the council.
The Oudtshoorn Local Municipality council consists of twenty-five members elected by mixed-member proportional representation. Thirteen councillors are elected by first-past-the-post voting in thirteen wards, while the remaining twelve are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the election of 1 November 2021, the African National Congress won a plurality of eight seats on the council.
The Bitou Local Municipality council consists of thirteen members elected by mixed-member proportional representation. Seven councillors are elected by first-past-the-post voting in seven wards, while the remaining six are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the election of 18 May 2011 no party obtained a majority; the Democratic Alliance (DA) and the African National Congress (ANC) won six seats each, with the remaining seat going to the Congress of the People (COPE). The DA and COPE formed a coalition to govern the municipality.
The Prince Albert Local Municipality council consists of seven members elected by mixed-member proportional representation. Four councillors are elected by first-past-the-post voting in four wards, while the remaining three are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the election of 1 November 2021 no party obtained a majority of seats.
The Beaufort West Local Municipality council consists of thirteen members elected by mixed-member proportional representation. Seven councillors are elected by first-past-the-post voting in seven wards, while the remaining six are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the election of 1 November 2021 no party obtained a majority of seats on the council.
The Blue Crane Route Local Municipality council consists of eleven members elected by mixed-member proportional representation. Six councillors are elected by first-past-the-post voting in six wards, while the remaining five are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the election of 1 November 2021 the African National Congress (ANC) won a reduced majority of six seats.
The council of the Camdeboo Local Municipality was elected in 2000, 2006 and 2011 by a system of mixed-member proportional representation. Half of the councillors were elected by first-past-the-post voting from individual wards, while the other half were appointed from party lists so that the total number of party representatives was proportional to the number of votes received.
The Kouga Local Municipality council consists of thirty members elected by mixed-member proportional representation. Fifteen councillors are elected by first-past-the-post voting in fifteen wards, while the remaining fifteen are chosen from party lists so that the total number of party representatives is proportional to the number of votes received.
