York Chow Yat-ngok (traditional Chinese :周一嶽; simplified Chinese :周一岳; pinyin :Zhōu Yīyuè;born 1947,Hong Kong),GBS,SBS,MBE,was the Secretary for Food and Health of Hong Kong and a member of the Executive Council. He was appointed as Secretary for Health,Welfare and Food in 2004. [1] The position has since been renamed to Secretary for Food and Health from reshuffling in 2007.
Chow is an orthopaedic surgeon by profession. He was appointed Hospital Chief Executive of Queen Mary Hospital in 2001. Chow was appointed a Vice-President of the International Paralympic Committee in 1997.
During his studies in the University of Hong Kong since 1967,he stayed in St. John's College and has served as the male sports captain in the academic years 1968–1969.
On 25 June 2011,a small protest was held by about ten mothers begging on the street for the attention of Chow regarding the mainland Chinese mothers birth tourism issues with hospital capacities. [2] These are families that have a mainland mother and a Hong Kong father. Chow did sympathise with these couples,but nothing was done after the protest. [3] The issue later expanded to the Early 2012 Hong Kong protests which was also triggered by Kong Qingdong's comment.

In January 2012,Peking University professor Kong Qingdong made televised remarks suggesting that many Hongkongers were disloyal to China and still harboured a colonial mentality. Kong Qingdong called Hongkongers "dogs" in response to an online video posted about a mainland Chinese child eating on the subway,which is prohibited by MTR regulations. Following his role in the Tiananmen Square protests of 1989,he served twenty-one years in prison on charges of counterrevolutionary propaganda,incitement,and subversion. Of all Chinese pro-democracy activists from 1989,Li spent the longest time in prison. On 6 June 2012,one year after his release from prison,and a few days after a television interview in which he continued to call for vindication of the Tiananmen Square protests,Li was found hanged in a hospital room. Shaoyang city authorities initially claimed suicide was the cause of death,but it was revised to 'accidental death' after the autopsy.

Amber Poon Hiu-wing,a 20-year-old pregnant woman from Hong Kong,was killed in Taipei on 17 February 2018 whilst on vacation with her boyfriend Chan Tong-kai,aged 19 at the time and from Shenzhen. Chan admitted to Hong Kong authorities that he killed his girlfriend in a hotel room in Taipei,stole her belongings,left her body in the bushes,and flew back to Hong Kong. As the murder happened in Taiwan where they had no jurisdiction,the authorities in Hong Kong could not charge Chan with murder,and could only sentence him on money laundering charges resulting from the killing. Chan could not be extradited to Taiwan either since there is no extradition treaty between Hong Kong and Taiwan.
