Parliamentary elections were held in Syria on 7 July 1947, with a second round in some constituencies on 18 July. [1] They were the first elections since official independence in 1946.

Electoral system

A new electoral law was approved by Parliament in May 1947. This introduced a two-round system, with members elected from single-member constituencies by universal male suffrage. Any candidate that received more than 10% of the vote was allowed to contest the second round if no candidate had received an absolute majority. Ten seats were reserved for Bedouins, one of which was for the Jabal Druze. The electoral law also required voting to be extended by a day if first round turnout in a constituency was less than 60%. Campaign

Prior to the elections, the National Bloc split into two factions. The National Party of President Shukri al-Quwatli was formed in early 1947, with a group of Aleppo-based opponents of al-Quwatli forming another faction. Al-Quwatli's opponents and members of the newly formed Ba'ath Party contested the elections together under the Liberal Party (Hizb al-Ahrar) name. [2]

Neither the National Party or its opponents produced a lengthy manifesto. The National Party was largely interested in protecting wealthy residents of Damascus, while the Aleppo-based opposition published a short manifesto proposing reforms in rural areas to raise the standard of living. [2]

Aftermath

Following the elections, Fares al-Khoury was elected Speaker and incumbent Prime Minister Jamil Mardam Bey was appointed to form a government by al-Quwatli. In 1948 the non-Baath Party opposition members formed the People's Party. [2]

Part of the reason for this discrepancy was that the slight surge in support for Mara's Alliance in the Indo-Fijian community, from 14 percent to 16 percent, was not sufficient to translate into seats in Fiji's communal electoral system, and did not therefore off-set losses among the ethnic Fijian community, particularly in the west of the country. The Western United Front of Osea Gavidi won only two seats, but split the vote, allowing the National Federation Party (NFP), with which it tactically allied itself, to gain seven seats for a total of 22. The NFP, which had split into two factions before the previous elections, had been reunited.

Shukri al-Quwatli was the first president of post-independence Syria, in 1943. He began his career as a dissident working towards the independence and unity of the Ottoman Empire's Arab territories and was consequently imprisoned and tortured for his activism. When the Kingdom of Syria was established, Quwatli became a government official, though he was disillusioned with monarchism and co-founded the republican Independence Party. Quwatli was immediately sentenced to death by the French who took control over Syria in 1920. Afterward, he based himself in Cairo where he served as the chief ambassador of the Syrian-Palestinian Congress, cultivating particularly strong ties with Saudi Arabia. He used these connections to help finance the Great Syrian Revolt (1925–1927). In 1930, the French authorities pardoned Quwatli and thereafter, he returned to Syria, where he gradually became a principal leader of the National Bloc. He was elected president of Syria in 1943 and oversaw the country's independence three years later.

Parliamentary elections were held in Hungary on 9 April 2006, with a second round of voting in 110 of the 176 single-member constituencies on 23 April. The Hungarian Socialist Party (MSZP) emerged as the largest party in the National Assembly with 186 of the 386 seats, and continued the coalition government with the Alliance of Free Democrats (SZDSZ). It marked the first time a government had been re-elected since the end of Communist rule. To date, this is the most recent national election in Hungary not won by Fidesz-KDNP, and the last in which the victorious party did not win a two-thirds supermajority in parliament.

The Italian electoral law of 2017, colloquially known by the nickname Rosatellum bis or simply Rosatellum after Ettore Rosato, the Democratic Party (PD) leader in the Chamber of Deputies who first proposed the new law, is a parallel voting system, which acts as a mixed electoral system, with 37% of seats allocated using a first-past-the-post electoral system and 63% using a proportional method, with one round of voting. The Chamber and Senate of the Republic did not differ in the way they allocated the proportional seats, both using the largest remainder method of allocating seats.

General elections were held in Fiji on 14 November 2018. The result was a victory for the ruling FijiFirst party of Prime Minister Frank Bainimarama, which received just over 50% of the vote and 27 of the 51 seats in Parliament, a loss of five seats. The main opposition party, Social Democratic Liberal Party, gained six seats, whilst the National Federation Party retained its three seats.

Parliamentary elections were scheduled to be held in Syria on 13 April 2020 to elect members of the People's Council of Syria. However, on 14 March they were postponed to 20 May due to the coronavirus pandemic. On 7 May it was decided to postpone the elections until 19 July. Syria's parliamentary elections occur every four years, with the last held in 2016.

Rushdi al-Kikhya was a Syrian political leader who founded the People's party in 1948. Kikhya was elected as a Speaker of the Parliament of Syria between 1949 and 1951, and he was elected five terms as a member of the Syrian Parliament (MP). Kikhiya also served as minister of interior in 1949.

Rashad Barmada was a Syrian politician between the 1940s and early 1960s. Barmada served as a deputy prime minister, minister of defense for three terms, minister of interior for two terms, and minister of education for three terms, and was elected as a member of the Syrian Parliament for three terms. He was the President of the Aleppo Lawyers Syndicate in 1949.
