A seventh referendum on the Compact of Free Association was held in Palau on 6 February 1990, after the previous six referendums had failed to achieve the 75% in favour necessary. Voters were asked whether they approved of the Compact of Free Association between Palau and the United States signed on 10 January 1986. Although it was approved by voters, the quorum of 75% in favour was not reached, resulting in the referendum failing. [1]

Background

American President George Bush approved a 50-year compact treaty in December 1989. It would result in the United States providing $1bn in aid to Palau. [1] Palauan President Ngiratkel Etpison campaigned strongly for a "yes" vote, and created a Council of Joint Leadership to support his position on 27 December 1989. [1]

Aftermath

Following the announcement of the results, Etpison blamed the failure for the proposal to pass on voters being tired of voting repeatedly on the same issue. Palau continued to be the last UN Trusteeship under American control until 1993; [1] a 1992 constitutional referendum resulted in the constitution being amended to lower the quorum to 50%, and an eighth referendum on the Compact of Free Association the following year saw the proposal passed.

  1. Whether they approved of the Compact of Free Association between Palau and the United States
  2. Whether they approved of an agreement which placed restrictions on the USA with regard to storing and using radioactive, chemical and biological materials in Palau
  3. What their preference for a future political status was if the Free Association was rejected. They were offered the choice of either "a relationship with the United States closer than Free Association" or independence.

A fourth referendum on the Compact of Free Association was held in Palau on 2 December 1986, after the previous three referendums had failed to achieve the 75% in favour necessary. Voters were asked whether they approved of the Compact of Free Association between Palau and the United States signed on 10 January 1986. It was approved by 66.0% of voters, with a turnout of 82.0%.

A fifth referendum on the Compact of Free Association was held in Palau on 30 June 1987, after the previous four referendums had failed to achieve the 75% in favour necessary. Voters were asked whether they approved of the Compact of Free Association between Palau and the United States signed on 10 January 1986. It was approved by 67.6% of voters, with a turnout of 76.1%. Following the fifth failure to achieve the necessary majority, a constitutional referendum was held in August, with the aim of reducing the majority needed.

A constitutional referendum was held in Palau on 4 August 1987. The changes to the constitution would lower the threshold of the majority required for approving the Compact of Free Association with the United States from 75%, after five previous referendums had approved the Compact, but not by the majority required.

An eighth referendum on the Compact of Free Association was held in Palau on 9 November 1993, after the previous seven referendums had failed to achieve the 75% in favour necessary. Voters were asked whether they approved of the Compact of Free Association between Palau and the United States signed on 10 January 1986. It was approved by 68.4% of voters, with a turnout of 64.4%. This time the referendum was passed, due to the constitutional amendment approved in a referendum the previous year that had lowered the threshold to a 50% majority.

A constitutional referendum was held in Palau on 4 November 1992 to lower the majority threshold requirement for approving the Compact of Free Association with the United States from 75% to 50%. Seven previous referendums had approved the Compact, but not by the majority required. A previous referendum had approved a lowering of the threshold, but was subsequently declared void by the Supreme Court.

A fifteen-part constitutional referendum was held in Colombia on 25 October 2003. Whilst all fifteen proposals were approved by voters, only one question had a sufficient numbers of votes to pass the 25% quorum requirement.

An independence referendum for Chuuk State to secede from the Federated States of Micronesia was originally scheduled to take place in March 2015. However, it has been delayed three times and it is uncertain if it will take place. The most populous of the four states within the FSM, Chuuk has high levels of unemployment and there are long-standing tensions over the distribution of funding within the FSM. Other concerns include political power within the federation and the preservation of cultural identity.

A referendum on the political status of Puerto Rico was held in Puerto Rico on June 11, 2017. The referendum had three options: becoming a state of the United States, independence/free association, or maintaining the current territorial status. Those who voted overwhelmingly chose statehood by 97%. This figure is attributed to a boycott led by the pro-status quo PPD party, which resulted in a 22.93% turnout.

A constitutional referendum was held in Liberia on 8 December 2020 alongside Senate elections and two by-elections to the House of Representatives. It had been planned for 13 October, but was postponed due to the COVID-19 pandemic. Voters were asked whether they approved of eight amendments to the constitution, voting separately on each one. Although a majority of valid votes were in favour for each proposal, the two-thirds quorum was not met for any proposal.

Palauan nationality law is regulated by the 1980 Constitution of Palau, as amended; the 1994 Palau Citizenship Act, and its revisions; and international agreements entered into by the Palauan government. These laws determine who is, or is eligible to be, a national of Palau. The legal means to acquire nationality, formal legal membership in a nation, differ from the domestic relationship of rights and obligations between a national and the nation, known as citizenship. Palauan nationality is typically obtained either on the principle of jus soli, i.e. by birth in Palau or under the rules of jus sanguinis, i.e. by birth abroad to parents with Palauan nationality. It can be granted to persons with an affiliation to the country through naturalization.
