Corazon "Cora" Toroba Nuñez-Malanyaon was a Filipina politician, lawyer, and accountant. She served as the representative of Davao Oriental's 1st district twice, from 2001 to 2007 and again from 2016 to 2022. She also served twice as the governor of Davao Oriental: from 2007 to 2016 and from 2022 until she died in 2023. She started her political career as a member of the Davao City Council from 1986 to 1987 and 1988 to 1992.

The Davao Death Squad (DDS) is a death squad group in Davao City, Philippines. The group is alleged to have conducted summary executions of street children and individuals suspected of petty crimes and drug dealing. It has been estimated that the group is responsible for the killing or disappearance of between 1,020 and 1,040 people between 1998 and 2008. A 2009 report by the Philippine Commission on Human Rights (CHR) noted stonewalling by local police under the mayorship of Rodrigo Duterte while a leaked cable observed a lack of public outrage among Davao residents.

Prospero Rafael Castillo Nograles also called "Boy Nogie Nograles," was a Filipino politician who served as the speaker of the House of Representatives from 2008 to 2010. He was the first speaker from Mindanao in a hundred years of Philippine legislative history. From 1989 to 2010, he was elected to five non-consecutive terms as a member of the House of Representatives, representing Davao City's 1st district.

The 2016 presidential campaign of Rodrigo Duterte was announced on November 21, 2015. Rodrigo Duterte, who was then serving as Mayor of Davao City, had refused to run and turned down other presidential and vice-presidential aspirants' offers to be his running mate, including that of Jejomar Binay, Miriam Defensor-Santiago and Bongbong Marcos. He was eventually elected President of the Philippines. Duterte's positions was seen to have resonated with older, working class Filipinos, particularly his promise to eliminate the wide-scale drug menace of the country and his harsh stances on crime in Davao City, which he served for more than 22 years, and corruption.
