Local elections were held in the province of Pampanga on May 13, 2013, as part of the 2013 general election. Voters will select candidates for all local positions: a town mayor, vice mayor and town councilors, as well as members of the Sangguniang Panlalawigan, the vice-governor, governor and representatives for the four districts of Pampanga.
Parties are as stated in their certificate of candidacies.
Incumbent Governor Lilia Pineda is running for her reelection under to her local party KAMBILAN (a coalition composed of National Unity Party, Lakas–CMD, Nationalist People's Coalition and United Nationalist Alliance), her running mate is her son Dennis Pineda. Governor Lilia will face again former governor Ed Panlilio of Liberal Party, his running mate is lawyer Maria Amalia Tiglao.

Pampanga, officially the Province of Pampanga, is a province in Central Luzon in the Philippines. Lying on the northern shore of Manila Bay, Pampanga is bordered by Tarlac to the north, Nueva Ecija to the northeast, Bulacan to the east, Manila Bay to the central-south, Bataan to the southwest and Zambales to the west. Its capital is the City of San Fernando, the regional center of Central Luzon. Angeles City is the largest LGU, but while geographically within Pampanga, it is classified as a first-class, highly urbanized city and has been governed independently of the province since it received its charter in 1964.
Apalit, officially the Municipality of Apalit, is a municipality in the province of Pampanga, Philippines. According to the 2020 census, it has a population of 117,160 people.
Mabalacat, officially City of Mabalacat, is a component city in the province of Pampanga, Philippines. According to the 2020 census, it has a population of 293,244 people.
Guagua, officially the Municipality of Guagua, is a municipality in the province of Pampanga, Philippines. According to the 2020 census, it has a population of 128,893 people.
Macabebe, officially the Municipality of Macabebe, is a municipality in the province of Pampanga, Philippines. According to the 2020 census, it has a population of 78,151 people.

The Kapampangan people, Pampangueños or Pampangos, are the sixth largest ethnolinguistic group in the Philippines, numbering about 2,784,526 in 2010. They live mainly in the provinces of Pampanga, Bataan and Tarlac, as well as Bulacan, Nueva Ecija and Zambales.
The Archdiocese of San Fernando is the archdiocese of the Latin Church of the Catholic Church in Pampanga, Philippines which has territorial jurisdiction over the whole province of Pampanga and Angeles City. Don Honorio Ventura State University (DHVSU) is a state university in Bacolor, Pampanga, Philippines. It has six satellite campuses in Apalit, Candaba, Porac, Mexico, Santo Tomas and Lubao in the province of Pampanga. It is considered as the oldest vocational school in Far East Asia.

Jose Abad Santos Avenue (JASA), also known as the Olongapo–Gapan Road and the Gapan–San Fernando–Olongapo Road, is a two-to-thirteen-lane 118-kilometer (73 mi) major highway spanning the provinces of Bataan, Nueva Ecija, Pampanga, and Zambales in Central Luzon, Philippines. The highway is designated as National Route 3 (N3) of the Philippine highway network.

Until 1972, it encompassed the eastern Pampanga municipalities of Apalit, Arayat, Candaba, Mabalacat, Magalang, Mexico, Minalin, San Fernando, San Luis, San Simon, Santa Ana, and Santo Tomas. It is currently represented in the 19th Congress by Gloria Macapagal-Arroyo of the Lakas–CMD (Lakas).
Laguna's 4th congressional district is one of the seven congressional districts of the Philippines in the province of Laguna. It has been represented in the House of Representatives of the Philippines since 1987. The district consists of the capital municipality of Santa Cruz and the entire eastern Laguna municipalities of Cavinti, Famy, Kalayaan, Luisiana, Lumban, Mabitac, Magdalena, Majayjay, Paete, Pagsanjan, Pakil, Pangil, Pila, Santa Maria and Siniloan. It is currently represented in the 19th Congress by Jam Agarao of the Partido Federal ng Pilipinas (PFP).

Pampanga in the Philippine Revolution remained almost wholly loyal to Spanish suzerainty, with only few noble Kapampangan families defecting to the Katipunan. Kapampangan involvement in defending Spanish interests began when the Revolution broke out, with many freemen enlisting in Spanish forces. However, Tagalog rebels would eventually infiltrate the province and begin a campaign of terrorism. Once Spain lost the Battle of Manila Bay, Spanish forces in Pampanga retreated to Macabebe and awaited their return to Spain. Republican forces would raze and loot Kapampangan towns for their cooperation with Spanish forces. To avenge their losses, many Kapampangans would enlist with the Americans to defeat the Philippine Republic.
