The 2022 Organization of Turkic States summit, officially the Meeting of the Council of Heads of State of the Organization of Turkic States summit, was a meeting between the leaders of the Organization of Turkic States in Samarkand, Uzbekistan, on 11 November 2022. [1]

Background

It was the first summit after the transformation of the Turkic Council into the Organization of Turkic States. [2]

Prior to the summit, two separate meetings were held in Uzbekistan by the ministers of economy and ministers of foreign affairs [1]

Summit

The summit adopted the organization's strategic action plan for the next five years. The main agenda topics among others were the decisions and signing of the protocol on amendments to the Nakhchivan Agreement, the Trade Facilitation Strategy of the Organization of Turkic States, the Agreement on Establishment of Simplified Customs Corridor, the Agreement on International Combined Freight Transport, Transport Connectivity Program, the Memorandum of Understanding Between Relevant Institutions of the Member States of the Organization of Turkic States About Digital Human Resources Systems, and the Trade Facilitation Strategy of the Organization of Turkic States. [3] During the meeting, the leaders also discussed recent regional and international developments. [4]

One of the key decisions of the Summit was the establishment of the Turkic Investment Fund which aims to provide the necessary resources for the economies of member states and observer states and help build a more integrated Turkic financial system. [3]

During the summit, Turkish President Recep Tayyip Erdoğan and former Turkmen President Gurbanguly Berdimuhamedow were awarded with the Supreme Order of Turkic World. [5]

Northern Cyprus was granted the status of observer. [6]

Northern Cyprus is recognised only by Turkey, a country which facilitates many of its contacts with the international community. After it was occupied by Turkey, Northern Cyprus' relations with the rest of the world were further complicated by a series of United Nations resolutions which declared its independence legally invalid. A 2004 UN Referendum on settling the Cyprus dispute was accepted by the Turkish Cypriots but rejected by the Greek Cypriots. After that, the European Union declared its intentions to assist in reducing the economic isolation of Northern Cyprus and began giving aid to the territory. However, due to pressure from Greece and the Republic of Cyprus, this aid coming from EU funds cannot be used on Greek Cypriot land and property nor on public bodies. As a result, these funds can be used only on 29 percent of people on the island of Cyprus.

It is an intergovernmental organization whose overarching aim is promoting comprehensive cooperation among Turkic-speaking states. First proposed by Kazakh President Nursultan Nazarbayev in 2006, it was founded on 3 October 2009, in Nakhchivan. The General Secretariat is in Istanbul.
