All India Institute of Medical Sciences, Rishikesh (AIIMS Rishikesh) is a medical college and hospital based in Rishikesh, Uttarakhand, India. [2] [3] The institute operates autonomously under the Ministry of Health and Family Welfare. [4] Minister for Health and Family Welfare, serves as the president. [5] It is one of the Institutes of National Importance in India.
In 2004, Central government decided to set up new AIIMS at Rishikesh, Bhopal, Patna, Jodhpur, Bhubaneswar and Raipur[4] Though the announcement was made in 2003 during Atal Bihari Vajpayee's tenure,[12] the project was delayed owing to the power shift at the centre. The All India Institute of Medical Sciences (Amendment) Bill, 2012 was introduced in the Lok Sabha on 27 August 2012. This bill also replaced a recent Ordinance which allowed the six AIIMS institutes to become operational from September 2012. [6] Lok Sabha passed the AIIMS (Amendment) Bill on 30 August 2012. [7] The proposed measure will help the Centre change the status of its six new AIIMS institutes registered under the Indian Societies Registration Act to be an autonomous body corporated on the lines of the existing AIIMS in Delhi. The AIIMS (Amendment) Bill, 2012 was introduced in the Rajya Sabha on 3 September 2012. [8] [9] The Rajya Sabha passed the AIIMS (Amendment) Bill, 2012 on 4 September 2012. [10] [11] AIIMS started its academic sessions in August 2012. [12] A 200-bed hospital at AIIMS Rishikesh was inaugurated by then Union Health and Family Welfare Minister Ghulam Nabi Azad on 10 February 2014. [13]
As of 2019 [update] , AIIMS Rishikesh hospital has 960 beds, 25 functional modular operating theatres, 17 functional super speciality and 18 speciality functional. [14]
AIIMS started its MBBS course with 50 students and now has an intake capacity of 125 students per year from year 2020. Nursing College has an intake of 100 students per year. [15] [16]

The institute operates autonomously under the Ministry of Health and Family Welfare. Its foundation was laid by Bhairon Singh Shekhawat on 3 January 2004, during his tenure as vice-president. As of 2018, it became fully functional.

The Transgender Persons Act, 2019 is an act of the Parliament of India with the objective to provide for protection of rights of transgender people, their welfare, and other related matters. The act was introduced in the Lok Sabha, the lower house of the Parliament, on 19 July 2019 by the Minister of Social Justice and Empowerment, Thawar Chand Gehlot, in light of the lapse of the Transgender Persons Bill, 2018. The 2019 act and the immediately preceding 2018 bill, were both preceded by a 2016 version. They were met with protests and criticism by some transgender people, lawyers, and activists in India. The 2016 bill was sent to a standing committee which submitted its report in July 2017. Following this, the Lok Sabha tabled and passed a newer version of the bill in December 2018. However, it did not incorporate many of the committee's recommendations. Although members of the opposition criticised the 2019 act and assured activists that they would not vote in favour of it, it was passed by the Lok Sabha on 5 August 2019 and by the Rajya Sabha, the upper house of the Parliament, on 26 November 2019. The president assented to it on 5 December 2019, upon which the act was published in the Gazette of India. It has been in effect since 10 January 2020 following a notification of the same in the Gazette on the same day.

These institutes have been declared by an Act of Parliament as Institutes of National Importance. AIIMS New Delhi, the forerunner institute, was established in 1956 under administration of Jawaharlal Nehru. Since then, 24 more institutes were announced.
