Barbour County is a county in north central West Virginia, United States. At the 2020 census, the population was 15,465. The county seat is Philippi, which was chartered in 1844. Both county and city were named for Philip P. Barbour (1783–1841), a U.S. Congressman from Virginia and Associate Justice of the U.S. Supreme Court. The county was formed in 1843 when the region was still part of the state of Virginia. In 1871, a small part of Barbour County was transferred to Tucker County, West Virginia.
Portsmouth is an independent city in southeast Virginia, United States. It lies across the Elizabeth River from Norfolk. As of the 2020 census, the population was 97,915. It is the 9th-most populous city in Virginia and is part of the Hampton Roads metropolitan area.

He was head of University of Colorado Boulder from 1985 to 1990, of Ohio State University from 1990 to 1997, of Brown University from 1998 to 2000, of Vanderbilt University from 2000 to 2007, and of Ohio State University for a second time from 2007 to 2013. Time rated Gee one of the top 10 college presidents in the United States for 2010.

They coincided with Democrat Jimmy Carter's presidential election and the United States Bicentennial celebration. Although almost half of the seats decided in this election changed parties, Carter's narrow victory did not provide coattails for the Democratic Party.
