Bihar State Power Holding Company Limited (BSPHCL), formerly Bihar State Electricity Board (BSEB) is a state-owned electricity regulation board operating within the state of Bihar in India. [2] [3] BSEB was established in 1958 as a statutory corporation under the Electricity (Supply) Act, 1948. As of November 2012, BSEB has nearly 1,700 officers and 14,850 employees. The derated capacity comes to just 530 MW. The BSEB was unbundled on 2 August 2011. [4] Power Finance Corporation was the main consultant for BSEB's restructuring. [5] [6]

The installed electricity generation capacity in Bihar was 6384.88 MW as of April 2020. There are newer projects under construction which will take total electricity generation capacity in Bihar to more than 12000 MW. [10]
On 17 April 2018, Bihar state cabinet, headed by chief minister Nitish Kumar, gave its nod to handing over of Barauni Thermal Power Station, Kanti Thermal Power Station and Nabinagar Super Thermal Power Project to National Thermal Power Corporation. [11]
The current installed capacity of this power plant is 470 MW and in future the plant will have a total capacity of 720 MW with projects of 250 MW under construction.
Unit No. 1, 2 & 3 of 15 MW each and Unit No. 4 & 5 of 50 MW each are retired as they are very old to be maintained and are retired. [12]
Unit 6 and 7 of 110 MW each were renovated by BHEL which also originally supplied equipments and are now operational. [13]
New Unit 8 of 250 MW was inaugurated in January 2018. Unit 9 of 250 MW is under construction and expected to be operational by 2020.
There is another ongoing plan for new capacity addition of 500 MW (2x250 MW) to this plant. In March 2013, Central Government assured to provide coal linkage to Barauni Thermal Power Plant. [14]
The current installed capacity of this power plant is 1320 MW and in future the plant will have a total capacity of 3300 MW with projects of 1980 MW under construction.
The project comprises two stages. The EPC contractor for State-1 of 1,980MW (3x660 MW) is Russian firm TPE, and for Stage-2 of 1,320MW (2x660 MW) is BHEL. Stage-1 being built with equipment from TPE is delayed as TPE is asking for more money. In November 2013, 660 MW unit 4 of Stage-2 being built by BHEL got synchronized with the grid. [15] Commercial operation started in November 2014 after resolving faults. Unit 5 of Stage-2 is also now operational.
This is an upcoming power plant with a planned capacity of 1320 MW. Larsen & Toubro Limited holds the contract for the construction, at an estimated cost of ₹7,490 crores. It is scheduled to open in 2023.
The current installed capacity of this power plant is 2340 MW and it is located in Kahalgaon, Bhagalpur, Bihar.

Units 1 & 2 of 110 MW, originally commissioned in 1985–86, went down in 2002–2003 and were renovated by Bharat Heavy Electricals who originally supplied equipment to these two units.
Units 3 & 4 are of 195 MW each. The plant is also known as George Fernandes Thermal Power Plant Station. [16] [17]

Nabinagar Power Generation Company Ltd (NPGCL), a 50:50 joint venture of NTPC Ltd and BSEB, is setting up the 4,380 MW (660 MW X 3), [18] which will start generating electricity from December 2017. The project's generation capacity initially was to be 3960 MW but in 2016, the production capacity was increased to 4380 MW. [19] Nabinagar Supercritical Thermal Power Project (STPP) in Nabinagar, Aurangabad, Bihar. [20] [21] [22] BHEL won a ₹ 2,854-crore contract for supply of the steam generator package for three coal-fired thermal units of 660 MW each with supercritical parameters. TRF Ltd, a Tata Group company, has won a ₹ 360.47-crore order from Nabinagar Power Generating Company Pvt. Ltd for designing, engineering, manufacturing, supplying, erecting, testing and commissioning of a coal handling plant for a 3 x 660MW coal-based super thermal power project coming up at Nabinagar. The coal handling plant will be designed to run at a capacity of 3,630 tons per hour. In March 2013, Alstom was awarded a contract worth approximately $115 million by BHEL, to supply components for three units of 660 MW supercritical boilers of NPGCL. Alstom India will supply transformers for NTPC's Supercritical Nabinagar Power Project, by winning a ₹105 crore order that covers design, engineering, manufacture, supply, testing, erection and commissioning of generator transformers and associated power transformers and shunt reactor. The Nabingar power transformer package is due to be delivered by October 2017. [23]
The current installed capacity of this power plant is 750 MW and in future the plant will have a total capacity of 1000 MW with projects of 250 MW under construction.
Koshi Hydel Power Station which has an installed capacity of 19.2 MW (4x4.8) has been handed over to Bihar State Hydel Power Corporation on 11 November 2003.
Bihar Grid Company Limited (BGCL) is a joint venture of Bihar State Power Holding Company Limited (BSPHCL) and Power Grid Corporation [24] to expand and strengthen electricity transmission in Bihar. [25] [26]
There are 45 power sub-stations. [28] [29] The eight grids supply around 500MW of power to the state capital. [30]

Bharat Heavy Electricals Limited (BHEL) is an Indian central public sector undertaking and the largest government-owned power generation equipment manufacturer. It is owned by the Government of India, with administrative control by the Ministry of Heavy Industries. Established in 1956 with the help of Soviet technology, BHEL is based in New Delhi.
NLC India Limited (NLC) is a central public sector undertaking under the administrative control of the Ministry of Coal, Government of India. It annually produces about 30 million tonnes of lignite from opencast mines at Neyveli in the state of Tamil Nadu in southern India and at Barsingsar in Bikaner district of Rajasthan state. The lignite is used at pithead thermal power stations of 3640 MW installed capacity to produce electricity. Its joint venture has a 1000 MW thermal power station using coal. Lately, it has diversified into renewable energy production and installed 1404 MW solar power plant to produce electricity from photovoltaic (PV) cells and 51 MW electricity from windmills.

Panki Thermal Power Station is located at Panki in Kanpur, Uttar Pradesh. Its first stage was commissioned in 1967 by the then Prime Minister, Indira Gandhi. NTPC Limited, formerly known as National Thermal Power Corporation, is an Indian central Public Sector Undertaking (PSU) under the ownership of the Ministry of Power and the Government of India, who is engaged in the generation of electricity and other activities. The headquarters of the PSU are situated at New Delhi. NTPC's core function is the generation and distribution of electricity to State Electricity Boards in India. NTPC Kanti also known as George Fernandes Thermal Power Plant Station is located in Kanti, Muzaffarpur, Bihar. George Fernandes was former Member of Parliament from Muzaffarpur constituency of Bihar. It is wholly owned subsidiary company of NTPC. The share of the company is 100% of the NTPC. The plant was not functional between 2003 and 2013; however, renovation of both older units paved the way for commercial production of electricity by the end of 2013.
Sagardighi Thermal Power Station is a thermal power plant located at Manigram, 13 km north of Sagardighi in the Indian state of West Bengal. The power plant is operated by the West Bengal Power Development Corporation Limited.
Barh Super Thermal Power Station or NTPC Barh is located in Barh in the Indian state of Bihar. NTPC Barh is located barely four kilometres (2.5 mi) east of the Barh sub-division on National Highway-31 in Patna district. NTPC, Barauni Or Barauni Thermal Power Station is an existing 500 megawatt coal-fired power station earlier owned by Bihar State Electricity Board (BSEB)and currently by NTPC Limited. The power station is located at Barauni in Begusarai district, Bihar, India. Barauni thermal power station in Bihar came into existence in association with the Russian collaboration and came into operation in the year 1962. Bihar Government was mulling over the idea to hand over Barauni Thermal Power Station to NTPC Limited. On 17 April 2018, Bihar state cabinet, headed by chief minister Nitish Kumar, gave its nod to handing over of Barauni Thermal Power Station to National Thermal Power Corporation. On 15 May 2018, Bihar Government signed a memorandum of understanding (MoU) to hand over the thermal plant to National Thermal Power Corporation for a 33- years lease. East Central Railway will provide uninterrupted supply of coal to thermal power station. NTPC completed the acquisition of 720 MW Barauni thermal power plant with effect from 15 December 2018. Unit-6 & 7 retired w.e.f. 31st March 2024. The units of Barauni power station will be progressively put under commercial operation.
Mauda Super Thermal Power Station or NTPC Mauda is located at Mauda a Tehsil in Ramtek subdivision of Nagpur district in Nagpur revenue Division in the Berar region in the state of Maharashtra, India. The power plant is one of the coal based power plants of National Thermal Power Corporation. 1000 MW Stage 1 was dedicated to nation by Prime Minister Narendra Modi on 21 August 2014.
Vallur Thermal Power Station is a power plant located in Vallur, Thiruvallur district, India. The power plant is operated by NTPC Tamil Nadu Energy Company Limited, a joint venture between NTPC Limited and TANGEDCO and has three units with 500 MW each.

Nabinagar Super Thermal Power Project is a coal-based thermal power plant located at Sivanpur village in Nabinagar taluk in Aurangabad district, Bihar. It was conceptualised in 1989 by the then Chief Minister of Bihar Satyendra Narayan Sinha who sent the proposal to set up a NTPC's super thermal power project at Nabinagar in Bihar's Aurangabad district to then Prime Minister of India Rajiv Gandhi; but the project went into limbo as the following state governments failed to follow it. In 2007, Manmohan Singh's government finally put a stamp of approval on it.
Darlipali Super Thermal Power Station at Darlipali village in Sundargarh district in Indian state of Odisha. The power plant is one of the coal based power plants of NTPC Limited. Coal will be obtained from Dulanga and Pakri Barwadih Coal Block and water supply will be sourced from the Hirakund Reservoir on the Mahanadi River through a pipeline at over a distance of about 30.0 km from project site. Plant is under construction by Bharat Heavy Electrical Limited (BHEL), L&T Power.
The Nabinagar Thermal Power Station Project (NTPS) of Bhartiya Rail Bijlee Company Limited is a wholly owned subsidiary of the Indian Railways, Ministry of Railways, Government of India. It installs a 4X 250 MW thermal power plant at Nabinagar in Aurangabad district, Bihar, India. Nearly 90 per cent of the electricity generated from the plant is supplied to the railways to meet nationwide requirements and remaining 10 per cent is given to Bihar.
Patratu Super Thermal Power Project is under-construction. It is 4000 MW, situated in Patratu, Ramgarh district, Jharkhand. It will use 1500 acres out of 6300 acres available with the existing Patratu Thermal Power Station.
Buxar Thermal Power Plant is a coal-based thermal power plant located at Chausa village in Buxar district, Bihar, India. It was conceptualized in 2013 when SJVN signed an MoU with Bihar State Power Holding Company Limited (BSPHCL) and Bihar Infrastructure Company (BPIC). Prime Minister Narendra Modi laid the foundation stone for this project in March 2019. Larsen & Toubro Limited holds the contract for the construction, at an estimated cost of Rs 7,000 crores. It is scheduled to open in 2023.
