The economy of Hong Kong is a highly developed free-market economy. It is characterised by low taxation,almost free port trade and a well-established international financial market. Its currency,called the Hong Kong dollar,is legally issued by three major international commercial banks,and is pegged to the US dollar. Interest rates are determined by the individual banks in Hong Kong to ensure that they are market driven. There is no officially recognised central banking system,although the Hong Kong Monetary Authority functions as a financial regulatory authority.
Supplemental Security Income (SSI) is a means-tested program that provides cash payments to disabled children,disabled adults,and individuals aged 65 or older who are citizens or nationals of the United States. SSI was created by the Social Security Amendments of 1972 and is incorporated in Title 16 of the Social Security Act. The program is administered by the Social Security Administration (SSA) and began operations in 1974.
Welfare,or commonly social welfare,is a type of government support intended to ensure that members of a society can meet basic human needs such as food and shelter. Social security may either be synonymous with welfare,or refer specifically to social insurance programs which provide support only to those who have previously contributed,as opposed to social assistance programs which provide support on the basis of need alone. The International Labour Organization defines social security as covering support for those in old age,support for the maintenance of children,medical treatment,parental and sick leave,unemployment and disability benefits,and support for sufferers of occupational injury.
In the United States,the Supplemental Nutrition Assistance Program (SNAP),formerly known as the Food Stamp Program,is a federal government program that provides food-purchasing assistance for low- and no-income people to help them maintain adequate nutrition and health. It is a federal aid program administered by the U.S. Department of Agriculture (USDA) under the Food and Nutrition Service (FNS),though benefits are distributed by specific departments of U.S. states.
Temporary Assistance for Needy Families is a federal assistance program of the United States. It began on July 1,1997,and succeeded the Aid to Families with Dependent Children (AFDC) program,providing cash assistance to indigent American families through the United States Department of Health and Human Services. TANF is often simply referred to as welfare.
Human rights protection is enshrined in the Basic Law and its Bill of Rights Ordinance (Cap.383). By virtue of the Bill of Rights Ordinance and Basic Law Article 39,the International Covenant on Civil and Political Rights (ICCPR) is put into effect in Hong Kong. Any local legislation that is inconsistent with the Basic Law can be set aside by the courts. This does not apply to national legislation that applies to Hong Kong,such as the National Security Law,even if it is inconsistent with the Bills of Rights Ordinance,ICCPR,or the Basic Law.
Social welfare,assistance for the ill or otherwise disabled and the old,has long been provided in Japan by both the government and private companies. Beginning in the 1920s,the Japanese government enacted a series of welfare programs,based mainly on European models,to provide medical care and financial support. During the post-war period,a comprehensive system of social security was gradually established.
The Quality Migrant Admission Scheme ("QMAS") is a points-based immigration system in the Hong Kong Special Administrative Region of the People's Republic of China. It was first announced in February 2006,and began accepting applications in June of the same year;by May 2008,nearly 500 people had been admitted to residence in Hong Kong under the scheme.
Social security,in Australia,refers to a system of social welfare payments provided by Australian Government to eligible Australian citizens,permanent residents,and limited international visitors. These payments are almost always administered by Centrelink,a program of Services Australia. In Australia,most payments are means tested.
Hong Kong's medical infrastructure consists of a mixed medical economy,with 12 private hospitals and 43 public hospitals. Hong Kong has high standards of medical practice. It has contributed to the development of liver transplantation,being the first in the world to carry out an adult to adult live donor liver transplant in 1993. Both public and private hospitals in Hong Kong have partnered with the Australian Council on Healthcare Standards (ACHS) for international healthcare accreditation. There are also polyclinics that offer primary care services,including dentistry.
The visa policy of Hong Kong deals with the requirements in which a foreign national wishing to enter Hong Kong through one of the 15 immigration control points must meet to obtain an entry permit or Visa,which depending on the traveller's nationality,may be required to travel to,enter,and remain in the Hong Kong Special Administrative Region. Visitors from over 145 countries are permitted without Visa entry for periods ranging from 7 to 180 days,to the Hong Kong Special Administrative Region for tourism or certain business-related activities. All visitors must hold a passport valid for more than 1 month.
In the United States,federal and state social programs include cash assistance,health insurance,food assistance,housing subsidies,energy and utilities subsidies,and education and childcare assistance. Similar benefits are sometimes provided by the private sector either through policy mandates or on a voluntary basis. Employer-sponsored health insurance is an example of this.
Scheme $6,000 is a 2011 Hong Kong Government tax rebate program that gave out HK$6,000 to all adult holders of a Hong Kong permanent identity card,in a bid to "藏富於民".
Old Age Allowance,colloquially known as fruit money,is a Hong Kong government programme introduced in 1973 which provides monthly payments of $1,290 to elderly Hong Kong residents. There is no means test for the Higher Old Age Allowance given to recipients of age 70 or above. The Normal Old Age Allowance for elderly residents between the ages of 65 and 69 was only offered to people who fell below certain income and asset thresholds,but since 2013 such people are now covered by the similar but separate Old Age Living Allowance scheme instead.
Community Care Fund is a charitable trust fund which collects five billion dollars from the government and the business sector respectively. The purpose is to provide a wide variety of financial support which are excluded in Comprehensive Social Security Assistance for the poor.
Guangdong Scheme was launched on 1 October 2013. The purpose of the Scheme is to provide the Old Age Allowance,on a monthly basis,for eligible Hong Kong people aged 65 or above who choose to reside in Guangdong. The recipients can get a monthly cash allowance of $1,135 if they satisfy the minimum residence period of 60 days in Guangdong in a payment year,along with the other requirements.
The Social Welfare Department is a department of the Hong Kong Government responsible for providing welfare services to the community.
The administration of Carrie Lam as Chief Executive of Hong Kong,or Lam administration,officially referred to as "The 5th term Chief Executive of Hong Kong" relates to the period of governance of Hong Kong headed by Chief Executive Carrie Lam,between 1 July 2017 and 30 June 2022.
In Hong Kong,assisted-living facilities,referred to by the government as residential care homes,are available for those 65 or over.
