The Director General of Project Seabird (DG Seabird) is a senior appointment in the Indian Navy with the rank of Vice Admiral. The DG heads the Seabird Project with a charter to oversee the largest defence infrastructure project progressing at the Karwar Naval Base.
In the early 1980s, then Chief of the Naval Staff Admiral Admiral Oscar Stanley Dawson conceived of a naval base sandwiched between the hills of the Western Ghats and the Arabian Sea near Karwar in Karnataka state. Located south of the naval bases in Mumbai and Goa and north of Kochi, the location had advantages as being very close to the world's busiest shipping route between the Persian Gulf and east Asia and out of range of most strike aircraft from neighbouring countries. It offered a natural deep-water harbour and significant land area for expansion, allowing larger aircraft carriers to berth. However, due to a variety of reasons, including the 1991 economic crisis, development was delayed. [1]
In 1999, following Pokhran-II, then Defence Minister George Fernandes approved Project Seabird to pursue the construction of the new naval base at Karwar. Larsen & Toubro was the lead contractor for the marine works on the harbour, in partnership with Hochtief, Ballast Nadem Dredging of the Netherlands, Radisson of Australia and Nedeco of The Netherlands. Over five km (3.1 mi) of breakwater was constructed using over 4.4 million cubic metres of rock to protect the harbour. [2] The Binaga Bay was dredged and its rock outcrops blasted to allow even large aircraft carriers to turn inside the bay. Anjadip Island is one of the two islands to which the breakwaters are linked for reinforcement. A second channel will be added to the base to allow warships to simultaneously enter and exit the port . [3]
INS Kadamba or Naval Base Karwar or Project Seabird is an Indian Navy base located near Karwar in Karnataka. The first phase of construction of the base, code-named Project Seabird, was completed in 2005 and the base was commissioned on 31 May 2005. Development of Phase II commenced in 2011. INS Kadamba is currently the third largest Indian naval base, and is expected to become the largest naval base in the eastern hemisphere after completion of expansion Phase IIB. The construction of Naval Base covers an area of 11,169 acres in Phase I.
The Western Naval Command is one of the three command–level formations of the Indian Navy. It is headquartered in Mumbai, Maharashtra. As the senior–most of the three formations, the command is responsible for the all naval forces in the Arabian Sea and western parts of the Indian Ocean and the naval establishments on the west coast of India.
The Southern Naval Command is one of the three, command-level formations of the Indian Navy. Southern Naval Command is the largest naval command in India and it has its headquarters in Kochi, Kerala at INS Venduruthy. It is the Training Command of the Indian Navy.
Vice Admiral Gulab Mohanlal Hiranandani, PVSM, AVSM, NM was a former flag officer in the Indian Navy. He served as the Vice Chief of the Naval Staff from 1987 to 1989. Prior to that, he served as the Flag Officer Commanding-in-Chief Southern Naval Command. He was the Commissioning Commanding Officer of the INS Rajput (D51), the lead vessel of the Rajput class destroyers. He was awarded the Nausena Medal for gallantry during the Indo-Pakistan War of 1971.
AdmiralKarambir Singh, PVSM, AVSM, ADC, is a former flag officer of Indian Navy, who served as the 24th Chief of the Naval Staff (CNS). The "Grey Eagle" of the Navy, he replaced Admiral Sunil Lanba as the CNS after his retirement on 31 May 2019. Prior to his ascension, Admiral Singh served as the Vice Chief of the Naval Staff and Flag Officer Commanding-in-Chief, Eastern Naval Command.
Vice Admiral Ajit Kumar PVSM, AVSM, VSM, ADC is a retired Indian Navy Admiral. He served as Flag Officer Commanding-in-Chief (FOC-in-C) Western Naval Command. He assumed the position on 31 January 2019 after Vice Admiral Girish Luthra's retirement and superannuated on 28 February 2021. Prior to this appointment, he served as Vice Chief of Naval Staff.
Vice Admiral Sanjay Mahindru, PVSM, AVSM, NM is a former flag officer in the Indian Navy. He last served as the Deputy Chief of the Naval Staff, from 31 Mar 2022 to 30 September 2023. Prior to this, he served as the Flag Officer Commanding Maharashtra Naval Area (FOMA), having been appointed on 17 October 2016. He earlier served as Flag Officer Submarines from 2015 to 2016.
Admiral Radhakrishnan Hari Kumar is retired flag officer in the Indian Navy. He served as 25th Chief of the Naval Staff (CNS). Previously, he served as the Flag Officer Commanding-in-Chief, Western Naval Command. In his prior appointments, he served as the Chief of Integrated Defence Staff, Chief of Personnel, Controller Personnel Services, the Flag Officer Commanding Western Fleet, Flag Officer Sea Training and the Chief of the Staff of the Western Naval Command. He was the Commandant of the Naval War College, Goa and served as a naval advisor to the government of Seychelles. He is an alumnus of National Defence Academy, the Naval War College, the Army War College, Mhow and the Royal College of Defence Studies.
Vice Admiral Murlidhar Sadashiv Pawar, PVSM, AVSM, VSM is a retired officer of the Indian Navy. He served as the Deputy Chief of the Naval Staff. He assumed office from Vice Admiral G Ashok Kumar on 30 January 2019 and served till 31 May 2021 till his retirement. He is succeeded by Vice Admiral Ravneet Singh. Prior to this appointment, he served as chief of staff, Eastern Naval Command.
The Commandant of the Indian Naval Academy is the head and in-charge of all the functioning of the Indian Naval Academy. The commandant of the academy is a three-star rank officer holding the rank of vice admiral. He is supported by the deputy commandant, a two-star appointment and the heads of the Academic Wing, Training Wing and the Admin wing. The current Commandant is Vice Admiral C. R. Praveen Nair who took over in January 2024.
Flag Officer Commanding Eastern Fleet (FOCEF) is the title of the Indian Navy Officer who commands the Eastern Fleet, headquartered in Visakhapatnam, Andhra Pradesh. The FOCEF is a Two Star Officer holding the rank of Rear Admiral. The Current FOCEF is Rear Admiral Susheel Menon, who assumed office on 21 August 2024.

He previously served as the Chief of Staff, Eastern Naval Command, as the Deputy Commandant of the National Defence Academy, and as the Flag Officer Commanding Eastern Fleet.
The Deputy Chief of the Naval Staff (DCNS) is a senior appointment in the Indian Navy. The DCNS is a PSO at Naval Headquarters in New Delhi. The office is held by a Three star officer in the rank of Vice Admiral. The current DCNS is Vice Admiral Tarun Sobti who took over Vice Admiral Sanjay Mahindru on 1 October 2023.

He was the commissioning commanding Officer of the Kolkata-class guided missile destroyer INS Kolkata (D63).
Vice Admiral Sandeep Naithani, PVSM, AVSM, VSM is a former Flag officer in the Indian Navy. He last served as the Chief of Materiel. He has earlier served as the Controller Warship Production and Acquisition from 2020 to 2021 and as the Admiral Superintendent Naval Dockyard (Mumbai) in 2018.

He earlier served as the Flag Officer Commanding Eastern Fleet, Commandant of the Naval War College, Goa, Flag Officer Sea Training and commanded the aircraft carrier INS Vikramaditya (R33) from 2019 to 2020.
Flag Officer Commanding Karnataka Naval Area (FOK) is a senior appointment in the Indian Navy. One of the five Area Commanders of the Indian Navy, the FOK is a two star admiral holding the rank of Rear Admiral. The FOK is responsible for the operations and administration of all units and establishments in Karnataka, including the Naval Base Karwar. The Current FOK is Rear Admiral K. M. Ramakrishnan, VSM, who assumed office on 1 April 2023.
