Disconnected youth

Disconnected youth is a label in United States public policy debate for NEETs, young people "Not in Education, Employment, or Training". Measure of America's July 2021 report says disconnected youth (defined as aged 16 to 24) number 4.1 million in the United States, about one in nine of the age cohort. [1] Disconnected youth are sometimes referred to as Opportunity Youth. [2]

Emphasis is placed upon this group because the years between the late teens and the mid-twenties are believed to be a critical period during which young people form adult identities and move toward independence. The effects of youth disconnection—limited education, social exclusion, lack of work experience, and fewer opportunities to develop mentors and valuable work connections—can have long-term consequences that snowball across the life course, eventually influencing everything from earnings and self-sufficiency to physical and mental health and marital prospects. Much discussion has been focused on how to reach these young people and connect them with broader social institutions in order to prevent these negative consequences.

Analysis has also examined the economic impact of youth disconnection. According to the Measure of America report, the average disconnected youth costs $37,450 a year in government services with varying levels of successful impact. [3]

Definition

The term has gained increased usage in recent years among policy advocates and social science researchers, particularly after the Great Recession. After a decade of relatively stable rates, the rolls of the disconnected surged by over 800,000 young people between 2007 and 2010. [4] The latest data indicates that the rate of youth disconnection has fallen to 10.7 percent, a significant drop from the 2010 post-recession high of 14.7 percent, or 5.8 million young people. [1] However, data on disconnected youth during the COVID-19 pandemic in the United States has not yet been reported. It is estimated that at the peak the number was at 9 million. [1]

A 2012 study by the Annie E. Casey Foundation found that "the data show that the populations struggling the most to enter the workforce and stay in school today are youth who are less educated, come from low-income families and belong to a racial or ethnic minority." [5]

The United States Department of Education defines disconnected youth as those aged 14 to 24 years old, but relies on calculations done for the 16-24 group by Measure of America. [6] Some researchers have narrowed the definition of youth disconnection to exclude those above an income and education threshold, [7] and those parenting with a connected spouse. [8] [9]

The two surveys commonly used to calculate youth disconnection are the American Community Survey (ACS) and the Current Population Survey (CPS). Each survey has its advantages; the ACS surveys people in "group quarters" and has a larger sample size, which allows demographic and geographic disaggregation of data, while the CPS is an older survey, including data from 1940 on. [9]

The poverty threshold, poverty limit, poverty line, or breadline is the minimum level of income deemed adequate in a particular country. The poverty line is usually calculated by estimating the total cost of one year's worth of necessities for the average adult. The cost of housing, such as the rent for an apartment, usually makes up the largest proportion of this estimate, so economists track the real estate market and other housing cost indicators as a major influence on the poverty line. Individual factors are often used to account for various circumstances, such as whether one is a parent, elderly, a child, married, etc. The poverty threshold may be adjusted annually. In practice, like the definition of poverty, the official or common understanding of the poverty line is significantly higher in developed countries than in developing countries.

Teenage pregnancy, also known as adolescent pregnancy, is pregnancy in a female adolescent or young adult under the age of 20. Worldwide, pregnancy complications are the leading cause of death for women and girls 15 to 19 years old. The definition of teenage pregnancy includes those who are legally considered adults in their country. The WHO defines adolescence as the period between the ages of 10 and 19 years. Pregnancy can occur with sexual intercourse after the start of ovulation, which can happen before the first menstrual period (menarche). In healthy, well-nourished girls, the first period usually takes place between the ages of 12 and 13.

Youth is the time of life when one is young. The word, youth, can also mean the time between childhood and adulthood (maturity), but it can also refer to one's peak, in terms of health or the period of life known as being a young adult. Youth is also defined as "the appearance, freshness, vigor, spirit, etc., characteristic of one, who is young". Its definitions of a specific age range varies, as youth is not defined chronologically as a stage that can be tied to specific age ranges; nor can its end point be linked to specific activities, such as taking unpaid work, or having sexual relations.

The Current Population Survey (CPS) is a monthly survey of about 60,000 U.S. households conducted by the United States Census Bureau for the Bureau of Labor Statistics (BLS). The BLS uses the data to publish reports early each month called the Employment Situation. This report provides estimates of the unemployment rate and the numbers of employed and unemployed people in the United States based on the CPS. A readable Employment Situation Summary is provided monthly. Annual estimates include employment and unemployment in large metropolitan areas. Researchers can use some CPS microdata to investigate these or other topics.

Chicago Public Schools (CPS), officially classified as City of Chicago School District #299 for funding and districting reasons, in Chicago, Illinois, is the fourth-largest school district in the United States, after New York, Los Angeles, and Miami-Dade County. For the 2020–21 school year, CPS reported overseeing 638 schools, including 476 elementary schools and 162 high schools; of which 513 were district-run, 115 were charter schools, 9 were contract schools and 1 was a SAFE school. The district serves 340,658 students. Chicago Public School students attend a particular school based on their area of residence, except for charter, magnet, and selective enrollment schools.

Dropping out refers to leaving high school, college, university or another group for practical reasons, necessities, inability, apathy, or disillusionment with the system from which the individual in question leaves.

Civic engagement or civic participation is any individual or group activity addressing issues of public concern. Civic engagement includes communities working together or individuals working alone in both political and non-political actions to protect public values or make a change in a community. The goal of civic engagement is to address public concerns and promote the quality of the community.

Geographic mobility is the measure of how populations and goods move over time. Geographic mobility, population mobility, or more simply mobility is also a statistic that measures migration within a population. Commonly used in demography and human geography, it may also be used to describe the movement of animals between populations. These moves can be as large scale as international migrations or as small as regional commuting arrangements. Geographic mobility has a large impact on many sociological factors in a community and is a current topic of academic research. It varies between different regions depending on both formal policies and established social norms, and has different effects and responses in different societies. An at-risk student is a term used in the United States to describe a student who requires temporary or ongoing intervention in order to succeed academically. At risk students, sometimes referred to as at-risk youth or at-promise youth, are also adolescents who are less likely to transition successfully into adulthood and achieve economic self-sufficiency. Characteristics of at-risk students include emotional or behavioral problems, truancy, low academic performance, showing a lack of interest for academics, and expressing a disconnection from the school environment. A school's effort to at-risk students is essential. For example, a study showed that 80% to 87% of variables that led to a school's retention are predictable with linear modeling. In January 2020, Governor Newsom of California changed all references to "at-risk" to "at-promise" in the California Penal Codes.

Reservations in the United States, known as Indian reservations, are sovereign Native American territories that are managed by a tribal government in cooperation with the federal Bureau of Indian Affairs, a branch of the Department of the Interior, located in Washington, DC. There are 334 reservations in the United States today. As of 2008, almost a third of Native Americans in the United States live on reservations, totaling approximately 700,000 individuals. About half of all Native Americans living on reservations are concentrated on the ten largest reservations.

In the United States, poverty has both social and political implications. In 2020, there were 37.2 million people in poverty. Some of the many causes include income inequality, inflation, unemployment, debt traps and poor education. The majority of adults living in poverty are employed and have at least a high school education. Although the US is a relatively wealthy country by international standards, it has a persistently high poverty rate compared to other developed countries due in part to a less generous welfare system.

Action civics is a modern and alternative form of civics education in the United States. Action civics is an applied civic education process in which participants learn about government by examining issues in their own community and then select a focus issue for action through a process of debate, research the issue and learn advocacy strategies, develop civic skills such as public speaking, formulate a plan, mobilize, educate, then evaluate, and reflect on their experience. Participants' voices are encouraged, valued and incorporated. Participants learn by doing, with a focus on collective action. Action civics can encompass a number of different actions from community service to electoral engagement and from talking about concerns with public officials to creating peer education campaigns.

Youth unemployment is a special case of unemployment; youth, here, meaning those between the ages of 15 and 24.

Suicide among Native Americans in the United States, both attempted and completed, is more prevalent than in any other racial or ethnic group in the United States. Among American youths specifically, Native American youths also show higher rates of suicide than American youths of other races. Despite making up only 0.9% of the total United States population, American Indians and Alaska Natives (AIANs) are a significantly heterogeneous group, with 560 federally recognized tribes, more than 200 non-federally recognized tribes, more than 300 languages spoken, and one half or more of them living in urban areas. Suicide rates are likewise variable within AIAN communities. Reported rates range from 0 to 150 per 100,000 members of the population for different groups. Native American men are more likely to commit suicide than Native American women, but Native American women show a higher prevalence of suicidal behaviors. Interpersonal relationships, community environment, spirituality, mental healthcare, and alcohol abuse interventions are among subjects of studies about the effectiveness of suicide prevention efforts. David Lester calls attention to the existence and importance of theories of suicide developed by indigenous peoples themselves, and notes that they "can challenge traditional Western theories of suicide." Studies by Olson and Wahab as well as Doll and Brady report that the Indian Health Service has lacked the resources needed to sufficiently address mental health problems in Native American communities. The most complete records of suicide among Native Americans in the United States are reported by the Indian Health Service.

Youth in Africa constituted 19% of the global youth population in 2015, numbering 226 million. The United Nations defines youth as people aged 15 to 24 years. By 2030, it is predicted that the number of youths in Africa will have increased by 42%. Africa's population as a whole is very young, with 60% of the entire continent aged below 25, making it the youngest continent in the world, in relation to its population makeup. All of the world's top 10 youngest countries by median age are in Africa, with Niger in first place with a median age of 15.1 years. There is contention among critics and analysts over what this demographic dividend could mean for African nations; some believe that, with effective governance, the economy could significantly benefit and develop, whilst others have argued that a large, poorly-managed youth population may lead to greater instability and civil conflict.
