The Eastern Sabah Security Zone (ESSZONE) is a security zone in the Malaysian state of Sabah that was launched by Malaysian Prime Minister Najib Razak on 25 March 2013 following persistent attacks by pirates and militants from the southern Philippines that occurred in the eastern part of Sabah especially after the 2013 Lahad Datu standoff. [1] It includes the districts of Kudat, Kota Marudu, Pitas, Beluran, Sandakan, Kinabatangan, Lahad Datu, Kunak, Semporna and Tawau (including Kalabakan), which is neighbouring to the Philippines. [1] [2]
The Eastern Sabah Security Command (ESSCOM) is the main enforcement authority for ESSZONE, chaired by Datuk Seri Musa Aman. [3] [4] The Malaysian Government has embarked on a programme to significantly upgrade the land, sea and air defence capabilities of the Malaysian Armed Forces in ESSZONE.
Police Force and Stations: Seven police stations will be established in the zone and five battalions of security forces with a General Operations Force (GOF) brigade will also be placed. [2] [5] [6] The government has also approved an initial allocation of RM200 million to build infrastructure. [7]
Infantry and New Base Camps: In October 2014, the Malaysian Government announced that ESSCOM will be given a budget allocation of RM660 million (USD200 million). Amongst other things, this will fund the addition of one battalion of the General Operations Force (GOF) and one battalion of the army with 1,280 personnel and the construction of two new base camps: the GOF 20th Battalion Camp in Beluran and the Malaysian Armed Forces Camp in Lahad Datu.
Mechanised Infantry: 18 ACV-300 Adnan infantry fighting vehicle have been deployed in Kota Belud and 12 AV8 Gempita armoured fighting vehicle are in Tawau. There are also AV4 Lipanbara armoured personnel carrier stationed in Sabah. [8] [9] Up to 24 M109 howitzer (Paladin) are expected to be sent to Sabah, after a recent agreement with the United States to acquire 30 units of these self-propelled howitzers but this plan has been cancelled. [10]
Mobile Seabases: There are currently 2 mobile sea bases:
Permanent Seabase: A decommissioned oil rig has been retrofitted into a permanent sea base, which is named after the late Tun Sharifah Rodziah, third wife of the late Tunku Abdul Rahman Putra Al-Haj, the first Prime Minister of Malaysia. [15] [16]
Island Forward Operating Bases: Two island forward operating bases are being set up in Pulau Mabul, Semporna and Pulau Banggi, Kudat. Costing RM25 million each, both bases will host quick reaction forces comprising 69 Commandos and UTK special operations force. [17]
Patrol Boats: Thirty new bullet-proof Rigid Hull Fender Boats, costing approximately RM50 million in total, have been in service in ESSZONE since mid-2014. These boats are equipped with advanced specifications and high-end systems, such as forward looking infra red (FLIR) night vision capabilities. [18] [19] The marine police force will acquire a total of 200 boats in stages, with 100 already in service or on order as at September 2015. [20]
Lahad Datu Airport: To provide better air logistical, surveillance and attack capabilities, the runway at the Lahad Datu airport will be upgraded to enable high-capacity aircraft to land. In addition, RM90 million helicopter forward operating base will be built which will have a shelter and apron capable of accommodating 6 helicopters. It will also serve as a transit and operational centre to support the armed forces in their operations, particularly those involving helicopters. [21]
Hawk Fighters: Five Hawk fighter jets have been based in Labuan. [22] [23]
Attack Helicopters: Six armed scout attack helicopters, the MD-530G, will be delivered between Sept 2016 to March 2017. The Malaysian Army's Air Corp will be the launch customer of these new helicopters, which have a top speed of 240 km/h and will be installed with advanced avionics, forward looking infrared sensor, guided and unguided rockets, and inboard .50 caliber machine guns. [24]
Four S-70A Blackhawk helicopters will be transferred from the Royal Brunei Air Force to the Malaysian Armed Forces in November 2016, which Malaysia will update and weaponise before deploying to ESSZONE. [25]
Gatling Guns: 10 sets of M134D Hybrid Gatling Machine Guns will be purchased to arm helicopters. [26] [27] In a January 2015 media statement, the Malaysian Defence Minister announced that five S-61A-4 Nuri helicopters have been fitted with Gatling guns and five Eurocopter EC725 were being fitted with FNMAG 58 7.62 mm general purpose machine guns. [28]
Coastal Surveillance Systems (CSS) - A network of 13 radar coastal surveillance systems is being installed from Pulau Banggi to Tawau, with 8 already in operation. This network is controlled from the Armed Forces' joint base in Tawau. [29] Five state-of-the-art Airbus SPEXER 2000 Coastal radars, with an instrumented range of approximately 250 km, will be installed in 2016. These sophisticated radars are able to track very small and slowly moving objects such as swimmers and also fast objects such as speed boats. [30]
Aerostats - Floating balloon aerostats surveillance systems will be acquired to provide ESSZONE forces with 24/7 maritime domain awareness capability. Equipped with radar and Electro-Optical Infrared (EOIR) day/night cameras, these aerostats will enable the security forces to more quickly detect the small wooden boats used by criminals to travel into Sabah from the Southern Philippines. The Royal Malaysian Navy is the naval arm of the Malaysian Armed Forces. RMN is the main agency responsible for the country's maritime surveillance and defense operations. RMN's area of operation consists of 603,210 square kilometers covering the country's coastal areas and Exclusive Economic Zones (EEZ). RMN also bears the responsibility of controlling the country's main Sea Lines of Communications (SLOC) such as the Straits of Malacca and the Straits of Singapore and also monitors national interests in areas with overlapping claims such as in Spratly.
Lahad Datu is the capital of the Lahad Datu District in the Dent Peninsula on Tawau Division of Sabah, Malaysia. Its population was estimated to be around 27,887 in 2010. The town is surrounded by stretches of cocoa and palm oil plantations. It is also an important timber exporting port. The town has an airport for domestic flights.
Tawau, formerly known as Tawao, is the capital of the Tawau District in Sabah, Malaysia. It is the third-largest city in Sabah, after Kota Kinabalu and Sandakan. It is located on the Semporna Peninsula in the southeast coast of the state in the administrative centre of Tawau Division, which is bordered by the Sulu Sea to the east, the Celebes Sea to the south at Cowie Bay and shares a border with North Kalimantan, Indonesia. The town had an estimated population as of 2010, of 113,809, while the whole municipality area had a population of 397,673. The municipal area had a population of 372,615 at the 2020 Census.
Tawau Division is one of the five administrative sub-divisions of Sabah, Malaysia. It occupies a total of 14,905 square kilometres or 20% of Sabah's territory. The main towns include the capital of Tawau, Lahad Datu, Kunak and Semporna. Tawau division has 26% of Sabah's total population, with the main indigenous groups consisting of the Bajau, Suluk, Ida'an, Tidong, Cocos, Murut, Lun Bawang/Lun Dayeh as well as a minority of mixed ethnic groups. Large numbers of both legal and illegal immigrants from Indonesia such as the Buginese and Torajans, from East Timor the Timorese, from the Philippines the Tausūg and Visayans as well South and West Asian immigrants such as Pakistanis, Indians and Arabs can be found in this area. As with the rest of Sabah, the division also has large numbers of ethnic Chinese.
Semporna is the capital of the Semporna District in the Tawau Division of Sabah, Malaysia. Its population was estimated to be around 35,301 in 2010.
Tawau Airport is an airport located 15 nautical miles north east of Tawau, Sabah, Malaysia. It is one of two airports in Sabah with immigration counters for international flights, the other being Kota Kinabalu International Airport. Tawau Airport serves the districts of Tawau, Kunak and Semporna and is the nearest airport to the diving islands of Sipadan, Mabul and Kapalai, all of which are located in the latter district.
The General Operations Force is the light infantry arm of the Royal Malaysia Police. The General Operations Force was established in 1948 during the Malayan Emergency by the British Administration when Malaya was a colony. The police service was mobilised to the field role, primarily to engaging Communist guerrillas during the emerging Insurgency. When Malaysia was formed in 1963, this law enforcement unit was then known as the Police Field Force. The title was adopted when it dropped the previous handle widely referred to as the Jungle Squad.
Counter-terrorism in Malaysia is a series of measures implemented in Malaysia to detect and prevent terrorism as well as to minimise damages from such terrorist acts should they occur. These measures involve all levels of security services including military, police, border and infrastructure security, civil defence, medical readiness and psychological preparedness. The 2013 Lahad Datu standoff, also known as the Lahad Datu incursion or Operation Daulat, was a military conflict in Lahad Datu, Malaysia. the conflict began on 11 February, when 235 militants arrived in Lahad Datu by boat, and ended on 24 March. The militants, who called themselves the "Royal Security Forces of the Sultanate of Sulu and North Borneo", were sent by a claimant to the throne of the Sultanate of Sulu.
The Eastern Sabah Security Command(ESSCOM) is a Malaysian security area that covers 1,400 km of the east coast of Sabah from Kudat to Tawau. It was established by Malaysian Prime Minister Dato' Seri Najib bin Abdul Razak and announced on 7 March 2013 by Musa Aman, the Sabah State Chief Minister. Its purpose is to strengthen maritime security in the eastern part of Sabah following the persistent attacks by pirates and militants in the southern Philippines especially after the 2013 Lahad Datu standoff, while at the same time ensuring that trade and business activity are not affected. The ESSCOM headquarters and main bases is at Lahad Datu.
The cross border attacks in Sabah are a series of cross border terrorist attacks perpetrated by Moro pirates from Mindanao, Philippines, in the state of Sabah, Malaysia, that began even before the British colonial period. Many civilians have died or suffered during these incidents, causing an increase in anti-Filipino sentiment among the native peoples of Sabah, especially after major attacks in 1985, 2000 and 2013. The attacks were more intense during the presidential terms of Diosdado Macapagal and Ferdinand Marcos, who supported irredentist claims to include eastern Sabah as part of the Philippines territory. In addition, recent infiltration and attacks by militants as well as uncontrolled human migration from Mindanao to Sabah has led to more unease sentiments among the local residents of Sabah, with around 78% of prison inmates that were caught in the state due to involvement in criminal activities and lawlessness issues mainly originating from the southern Philippines.

KA Tun Azizan is an auxiliary ship currently in service with Royal Malaysian Navy (RMN). She was sponsored by local company Petroliam Nasional Berhad (PETRONAS) and transferred from Malaysia International Shipping Corporation Berhad (MISC) to the RMN. Malaysia Marine and Heavy Engineering (MMHE) then change and modify a used cargo vessel to be used as a forward operation base operated by the Royal Malaysian Navy in Sulu Sea, Lahad Datu, Sabah to support the operation of the Eastern Sabah Security Command (ESSCOM). Since its operation in July 2015, KA TAZ operated under the Malaysian International Shipping Corporation (MISC) with the appointment of commanding officers absorbed as member of the RMN Volunteer Reserve Team.
Sabah State Library is a state department under the State Ministry of Education and Innovation Sabah which managing every of the public library branches in Sabah of Malaysia. The headquarters and the main state library is located in Tasik Road, Off Maktab Gaya Road in Luyang of Kota Kinabalu since June 2004.
Gading Marine FIC / FAC is a combat boat made by Malaysian company Gading Marine. Its currently in service with Royal Malaysia Police (RMP) and also ordered by Royal Malaysian Navy (RMN) in 2020.
