Four teams were drawn into eight groups of two where they each played once in a single-elimination format: the rest of the teams directly passed to the quarter-finals. Belgium withdrew shortly before the draw, while France withdrew after the draw. [1]

It was the fourth time that football was on the Olympic schedule and the tournament was entered by 13 nations, all from Europe: Belgium withdrew two weeks before the draw, while France withdrew a few days after the draw; their opponents, Norway, were awarded a 2–0 victory.
