Tortosa is the capital of the comarca of Baix Ebre, in Catalonia, Spain.
Balaguer is the capital of the comarca of Noguera, in the province of Lleida, Catalonia, Spain. It is located by the river Segre, a tributary to the Ebre. The municipality includes an exclave to the east. Balaguer also has a sister city in the western United States, Pacifica, California.

Sant Jaume d'Enveja is a municipality in the comarca of the Montsià in Catalonia, Spain. It is situated in the southern half of the Ebro Delta, on the right bank of the river. The municipality was created in 1978: previously the territory formed part of the municipality of Tortosa. It is linked to Amposta by a local road, and to Deltebre on the opposite bank by a service of barges.
Móra d'Ebre is the capital of the comarca of the Ribera d'Ebre in Catalonia, Spain. It is situated on the right bank of the Ebre river in the Móra Hollow, and is served by the N-420 road to Reus and Gandesa, the N-230 road to Lleida. The RENFE railway line between Tarragona and Saragossa runs along the left bank of the river, with a station at Móra la Nova opposite the urban centre of Móra d'Ebre.
L'Aldea is a municipality in the comarca of the Baix Ebre in Catalonia, Spain. It was created in 1983 from parts of the municipality of Tortosa. It is situated on the left bank of the Ebre at the start of the delta. The town is served by the A-7 autopista and the N-340 road, and has a station on the RENFE railway line between Tarragona and Valencia.
El Perelló is a municipality in the comarca of the Baix Ebre in Catalonia, Spain. It is situated in the north of the comarca, below the Boix and Cabrafeixet ranges. The N-340 road runs around the town, and connects it with the A-7 autopista at l'Ampolla.
