Gugile Ernest Nkwinti (born 18 December 1946) [1] is a South African politician,previously serving in the Cabinet of South Africa as the Minister of Water and Sanitation and before as the Minister of Rural Development and Land Reform. [2]
He holds a diploma in nursing (psychiatry) as well as a bachelor's degree in Political Science,Public Administration and Applied Economics at Unisa. From 1972 to 1984,he worked as a professional nurse. From 1984 to 1989,he worked for the UDF,in the Eastern Cape,and he also worked as a research assistant in the department of psychology at Rhodes University. From 1990 to 1991,he served as the UDF and ANC regional secretary in the Eastern Cape. In 1994,he became the speaker of the Eastern Cape Provincial Legislature,and in 1999,he was elected as MEC for housing,local government and traditional affairs in the province. 2004 saw him holding on to his position as MEC for housing and local government,and in 2009,he was appointed as minister of rural development and land reform. Southern African land reform is a contentious issue. He has stated that the funds are unavailable to reach the target of redistributing 30% of arable land back to the black majority by 2014. Rather advocating a partial policy of reforming reclaimed,but unproductive land (up to 90% according to Nkwinti). [5] He has stated that Nationalisation is not an option,but left future land reform policy to future national debate. [6] [7] He has made contentious statements,on the local news,eNCA,that commercial farmers must co-operate or share a fate "worse than Zimbabwe". Drawing critical reactions from the agricultural union,TAU SA,and the Freedom Front Plus and later,calls for clarity from the Democratic Alliance. [8] Has previously suggested a policy of no compensation. [9]
The Democratic Alliance is a South African political party and the official opposition to the ruling African National Congress (ANC). The party is broadly centrist,and has been attributed both centre-left and centre-right policies. It is a member of Liberal International and the Africa Liberal Network. The department fell under the responsibility of the Minister of Rural Development and Land Reform,which for most of the department's existence was Gugile Nkwinti. Land reform in South Africa is the promise of "land restitution" to empower farm workers and reduce inequality. This also refers to aspects such as,property,possibly white-owned businesses. Proponents argue it will allow previously unemployed people to participate in the economy and better the country's economic growth. It also relates to restitution in the form of settling Land Claims of people who were forcefully removed from their homes in urban areas that were declared white,by the apartheid government's segregationist Group Areas Act:such areas include Sophiatown,Fietas,Cato Manor,District Six and Greyville;as well as restitution for people forcibly evicted from rural land because of apartheid policies.

She was Deputy Minister of Small Business Development from May 2019 to August 2021. A member of the African National Congress,she has been a Member of the National Assembly since May 2014. From June 2014 to May 2019,she was the chairperson of the Portfolio Committee on Social Development.
Xolile Edmund Nqatha is a South African politician who has been the Eastern Cape MEC for Transport and Community Safety since 2022. A member of the African National Congress,he has been a member of the Eastern Cape Provincial Legislature since 2009. Nqatha served as the MEC for Rural Development and Agrarian Reform from 2018 to 2019 and as the MEC for Cooperative Governance and Traditional Affairs from 2019 to 2022. He is also the provincial secretary of the South African Communist Party.
