Hampshire County is a county in the U.S. state of West Virginia. As of the 2020 census, the population was 23,093. Its county seat is Romney, West Virginia's oldest town (1762). The county was created by the Virginia General Assembly in 1754, from parts of Frederick and Augusta Counties (Virginia) and is the state's oldest county. The county lies in both West Virginia's Eastern Panhandle and Potomac Highlands regions.

The town was established in 1762 along with Shepherdstown; together, they are the two oldest towns in West Virginia.
The eastern panhandle is one of the two panhandles in the U.S. state of West Virginia; the other is the northern panhandle. It is a small stretch of territory in the northeast of the state, bordering Maryland and Virginia. Some sources and regional associations only identify the eastern panhandle as being composed of Morgan, Berkeley, and Jefferson counties. Berkeley and Jefferson counties are geographically located in the Shenandoah Valley. West Virginia is the only U.S. state with two panhandles.

Indian Mound Cemetery is a cemetery located along the Northwestern Turnpike on a promontory of the "Yellow Banks" overlooking the South Branch Potomac River and Mill Creek Mountain in Romney, West Virginia, United States. The cemetery is centered on a Hopewellian mound, known as the Romney Indian Mound. Indian Mound Cemetery is also the site of Fort Pearsall, the Confederate Memorial, Parsons Bell Tower, and reinterments from Romney's Old Presbyterian Cemetery. The cemetery is currently owned and maintained by the Indian Mound Cemetery Association, Inc.
Capon Chapel, also historically known as Capon Baptist Chapel and Capon Chapel Church, is a mid-19th century United Methodist church located near to the town of Capon Bridge, West Virginia, in the United States. Capon Chapel is one of the oldest existing log churches in Hampshire County, along with Mount Bethel Church and Old Pine Church.
John Jacob Cornwell was a Democratic politician from Romney in Hampshire County, in the U.S. state of West Virginia. Cornwell served as the 15th Governor of West Virginia, from 1917-1921. He also served in the West Virginia Senate from 1899-1905.
John Jeremiah Jacob was a Democratic politician from Green Spring in, in the U.S. state of West Virginia. Jacob served two terms as the fourth governor of West Virginia. He was also elected to the West Virginia House of Delegates from Hampshire County in 1868 and from Ohio County in 1879.
Donaldson is an unincorporated community in Hampshire County in the U.S. state of West Virginia. It is located in Green Spring Valley on Green Spring Road between Green Spring and Springfield. Donaldson was once a thriving railroad community along the South Branch Valley Railroad with its own school and post office in operation.
The West Virginia Schools for the Deaf and the Blind (WVSDB) were established by an Act of the Legislature on March 3, 1870. The School for the Deaf and the School for the Blind offer comprehensive educational programs for hearing impaired and visually impaired students respectively. There is also a unit for deafblind and multihandicapped children. Students are eligible to enroll at the age of three, must be residents of the state of West Virginia and exhibit a hearing or visual loss sufficient to prevent normal progress in the usual public school setting. The West Virginia Schools for the Deaf and Blind are located on a campus in Romney in West Virginia's Eastern Panhandle. Locally, the schools are referred to simply as The state school.

He was the Speaker of the West Virginia House of Delegates during the 1875–1877 legislative session. Monroe also represented Hampshire County in the West Virginia Constitutional Convention of 1872.
