Herman Diederik Tjeenk Willink (born 23 January 1942) is a retired Dutch politician of the Labour Party (PvdA) and jurist. He was granted the honorary title of Minister of State on 21 December 2012.
Tjeenk Willink served as a Member of the Senate from 23 June 1987 until 11 March 1997 and served as President of the Senate from 11 June 1991 until 11 March 1997. He resigned both positions when he was selected as the Vice-President of the Council of State taking office on 1 July 1997 and therefore the most important advisor to Queen Beatrix during that time.

The vice-president of the Council of State is the de facto presiding officer of the Council of State. The monarch serves as the ex officio president of the Council of State but in reality seldom chairs meetings,in his absence,the vice-president serves as pro tempore chair of those meetings. The vice-president is also in charge of the council's organisation and administrative duties. The Constitution of the Netherlands stipulates that if the royal house were to become extinct the vice-president will become the acting head of state. Like the other members of the Council of State the vice president is appointed by the monarch upon nomination by the minister of the interior and kingdom relations. The service of the vice-president is a life tenure appointment but is required by law to enter a mandatory retirement at the age of 70. Alternatively,an early retirement or a forced termination of his tenure can be given by the monarch in a royal decree.

A process of cabinet formation took place in the Netherlands after the Second Kok cabinet offered its resignation on 19 May 1999. The reason for the dismissal was the Night of Wiegel,after which the Democrats 66 (D66) wanted to resign. After discussions led by informateur Herman Tjeenk Willink,D66 was willing to join the cabinet with People's Party for Freedom and Democracy (VVD) and Labour Party (PvdA). The cabinet therefore withdrew his resignation on 8 June.
