The Institute for Security Policy and Law (SPL), formerly known as the Institute for National Security and Counterterrorism (INSCT), [1] is a multidisciplinary research institute based in the Maxwell School of Citizenship and Public Affairs and the Syracuse University College of Law. SPL was established in 2003 by Prof. William C. Banks with the goal of supporting an interdisciplinary approach to national security and counterterrorism law and policy.

Contents

SPL consists of several full-time fellows and graduate research assistants, and dozens of affiliated faculty members at Syracuse University. The Institute publishes analytical policy papers, journal articles, and books; it develops courses and other academic opportunities for graduates (like the certificate of advanced study); and it hosts conferences and seminars at Syracuse University and at its collaborating institutions.

History and mission

The mission of the Institute for Security Policy and Law is to perform interdisciplinary research, teaching, public service, and policy analysis in the fields of national and international security and counterterrorism. [2] It emphasizes collaborating with national and international practice-based institutes in order to advance common research and project goals. It does this by conducting research, policy analysis, and other projects in consultation with government agencies, municipalities, universities, and other public entities that facilitate public service. SPL offers students, from the Maxwell School of Citizenship and Public Affairs and Syracuse University College of Law, educational opportunities through certificates of advanced study, curricular programs, and other law and graduate programs.

SPL alumni have gained employment across the security industry, in organizations such as the Brookings Institution, Combined/Joint Task Force-Afghanistan, DARPA, Deloitte, US Marine Corps, US Military Commissions Prosecutions Unit, US Naval Air Systems Command, the US Department of Defense, the US Department of State, the US Department of Justice, and Homeland Security.

From 2013–2018, SPL, as part of a larger Program on Security in the Middle East, began offering a graduate study abroad fellowship, in collaboration with the International Institute for Counter-Terrorism at Interdisciplinary Center Herzliya in Israel. [3] [4]

Publications

The Journal of National Security Law and Policy is a semi-annual, peer-reviewed journal that SPL originally co-published with the University of the Pacific's McGeorge School of Law, before beginning an editorial collaboration with Georgetown Law in 2011. [17]

Robert Brendan Murrett is an American academic, intelligence officer, and retired Vice Admiral in the United States Navy. He was the fourth Director of the National Geospatial-Intelligence Agency, serving from July 2006 through July 2010. In 2011, Murrett joined the Institute for Security Policy and Law at Syracuse University where he now serves as deputy director. He is also a faculty member at the Maxwell School of Citizenship and Public Affairs, and serves on the Institute for Veterans and Military Families (IVMF) advisory board at Syracuse University.

Walter Doyce Broadnax was an American academic administrator, educator, and university president. He was a Distinguished Professor of Public Administration at the Maxwell School of Citizenship and Public Affairs at Syracuse University, a role he held from 2008 until 2015. Prior to this appointment he served as the second president of Clark Atlanta University in Atlanta, Georgia, retiring after six years in July 2008. He held various roles in the federal government and as a state official.

<span class="mw-page-title-main">Mitchel B. Wallerstein</span>

Mitchel B. Wallerstein is an American educator, philanthropist, policy expert, and former official of the federal government of the United States. He is the President Emeritus of Baruch College of the City University of New York and is currently appointed as a University Professor, teaching courses on international security and public policy. In 2021, he was also appointed as a Non-resident Senior Fellow on U.S. Foreign Policy at the Chicago Council on Global Affairs. From 2003 to 2010, Wallerstein served as dean of the Maxwell School of Citizenship and Public Affairs at Syracuse University, ranked as the nation's leading school of public and international affairs. Throughout his career, he has led important roles within the US government, NATO, and in top universities and think-tanks.

Douglas James "Doug" Holtz-Eakin is an American economist. He was formerly an economics professor at Syracuse University, director of the Congressional Budget Office, and chief economic policy adviser to Senator John McCain's 2008 presidential campaign. Holtz-Eakin is currently president of the American Action Forum policy institute, a conservative think tank.

Erroll G. Southers is an American expert in transportation security and counterterrorism. He is the author of Homegrown Violent Extremism (2013). Southers is a Professor of the Practice in National & Homeland Security, the Director of Homegrown Violent Extremism Studies and the Director of the Safe Communities Institute at the University of Southern California (USC) Sol Price School of Public Policy. He is also the research area leader for Countering Violent Extremism at the DHS National Center for Risk and Economic Analysis of Terrorism Events (CREATE) and managing director, counter-terrorism & infrastructure protection at TAL Global Corporation. He was assistant chief of the Los Angeles World Airports (LAWA) police department's office of homeland security and intelligence. He is a former special agent of the Federal Bureau of Investigation and was deputy director of homeland security under California governor Arnold Schwarzenegger. In 2009 he was nominated by President Barack Obama to become head of the Transportation Security Administration (TSA), but Southers withdrew.

The Fletcher School of Law and Diplomacy is the graduate school of international affairs of Tufts University, in Medford, Massachusetts. Fletcher is one of America's oldest graduate schools of international relations. As of 2017, the student body numbered around 230, of whom 36 percent were international students from 70 countries, and around a quarter were U.S. minorities.

<span class="mw-page-title-main">James E. Baker</span> American judge (born 1960)

James E. Baker is an American attorney, judge, and academic. He is the former Chief Judge of the United States Court of Appeals for the Armed Forces. He was appointed to the Court on September 19, 2000, by President Bill Clinton, and became its Chief Judge upon the expiration of Andrew S. Effron's term on September 30, 2011. He is currently a professor of Law and Public Administration at Syracuse University and Director of the Institute for Security Policy and Law. Baker is a Fellow of the National Academy of Public Administration.

William Charles Banks is an American law professor and legal scholar in constitutional law, national security law, and counterterrorism law. He is a Professor of Law Emeritus at Syracuse University College of Law and Professor of Public Administration and International Affairs Emeritus at SU's Maxwell School of Citizenship and Public Affairs. He is also the current Chair of the American Bar Association's Standing Committee on Law & National Security.

Rosemary O'Leary is Emeritus Distinguished Professor at the Maxwell School of Syracuse University and Emeritus Distinguished Professor at the University of Kansas. Her research focuses on public management, collaboration, conflict resolution, environmental and natural resources management, and public law.

David Michael Van Slyke is an American academic and the Dean of the Maxwell School of Citizenship and Public Affairs at Syracuse University. He is the professor of government and policy affairs and Louis A. Bantle Chair in Business-Government Policy. He previously taught at the Andrew Young School of Policy Studies at Georgia State University.

Margaret G. "Peg" Hermann is an American political psychologist who was the long-time director of the Moynihan Institute of Global Affairs at Syracuse University's Maxwell School of Citizenship and Public Affairs.

William Henry "Harry" Lambright is a professor of Public Administration, International Affairs and Political Science at the Maxwell School of Citizenship and Public Affairs of Syracuse University.

Mary Elizabeth Lovely is a professor emeritus of economics at the Maxwell School of Citizenship and Public Affairs of Syracuse University. She is a senior fellow of the Peterson Institute for International Economics in Washington, D.C. Lovely often appears on national media as an expert on China-US trade, international economic integration, and public economics.
