The Irrigation District Act of 1916 ('Irrigation Smith Act) authorized the federal government to serve as the guarantor of debt obligations entered into by local governments to finance the acquisition, extension, or operation of irrigation, drainage, and flood control projects or to develop power generation facilities or water resources.
It was sponsored by Senator Hoke Smith, Democrat of Georgia, a former Secretary of the Interior.
States had served localities in a similar fashion and provided the model for the federal legislation. California's Irrigation District Act dated from 1887 [1] and Colorado's from 1905. [2]
Irrigation is the practice of applying controlled amounts of water to land to help grow crops, landscape plants, and lawns. Irrigation has been a key aspect of agriculture for over 5,000 years and has been developed by many cultures around the world. Irrigation helps to grow crops, maintain landscapes, and revegetate disturbed soils in dry areas and during times of below-average rainfall. In addition to these uses, irrigation is also employed to protect crops from frost, suppress weed growth in grain fields, and prevent soil consolidation. It is also used to cool livestock, reduce dust, dispose of sewage, and support mining operations. Drainage, which involves the removal of surface and sub-surface water from a given location, is often studied in conjunction with irrigation.
The Reclamation Act of 1902 is a United States federal law that funded irrigation projects for the arid lands of 20 states in the American West.
The Colorado River is one of the principal rivers in the Southwestern United States and in northern Mexico. The 1,450-mile-long (2,330 km) river, the 5th longest in the United States, drains an expansive, arid watershed that encompasses parts of seven U.S. states and two Mexican states. The name Colorado derives from the Spanish language for "colored reddish" due to its heavy silt load. Starting in the central Rocky Mountains of Colorado, it flows generally southwest across the Colorado Plateau and through the Grand Canyon before reaching Lake Mead on the Arizona–Nevada border, where it turns south toward the international border. After entering Mexico, the Colorado approaches the mostly dry Colorado River Delta at the tip of the Gulf of California between Baja California and Sonora.
The Bureau of Reclamation, formerly the United States Reclamation Service, is a federal agency under the U.S. Department of the Interior, which oversees water resource management, specifically as it applies to the oversight and operation of the diversion, delivery, and storage projects that it has built throughout the western United States for irrigation, water supply, and attendant hydroelectric power generation. It is currently the U.S.'s largest wholesaler of water, bringing water to more than 31 million people, and providing one in five Western farmers with irrigation water for 10 million acres of farmland, which produce 60% of the nation's vegetables and 25% of its fruits and nuts. The Bureau is also the second largest producer of hydroelectric power in the western U.S.
The Salton Sea is a shallow, landlocked, highly saline body of water in Riverside and Imperial counties at the southern end of the U.S. state of California. It lies on the San Andreas Fault within the Salton Trough, which stretches to the Gulf of California in Mexico.
The Central Valley Project (CVP) is a federal power and water management project in the U.S. state of California under the supervision of the United States Bureau of Reclamation (USBR). It was devised in 1933 in order to provide irrigation and municipal water to much of California's Central Valley—by regulating and storing water in reservoirs in the northern half of the state, and transporting it to the water-poor San Joaquin Valley and its surroundings by means of a series of canals, aqueducts and pump plants, some shared with the California State Water Project (SWP). Many CVP water users are represented by the Central Valley Project Water Association.
The Columbia Basin Project in Central Washington, United States, is the irrigation network that the Grand Coulee Dam makes possible. It is the largest water reclamation project in the United States, supplying irrigation water to over 670,000 acres (2,700 km2) of the 1,100,000 acres (4,500 km2) large project area, all of which was originally intended to be supplied and is still classified irrigable and open for the possible enlargement of the system. Water pumped from the Columbia River is carried over 331 miles (533 km) of main canals, stored in a number of reservoirs, then fed into 1,339 miles (2,155 km) of lateral irrigation canals, and out into 3,500 miles (5,600 km) of drains and wasteways. The Grand Coulee Dam, powerplant, and various other parts of the CBP are operated by the Bureau of Reclamation. There are three irrigation districts in the project area, which operate additional local facilities.
The All-American Canal is an 82-mile (132 km) long aqueduct, located in southeastern California. It conveys water from the Colorado River into the Yuma Project, the Imperial Valley, and to nine cities. It is the Imperial Valley's only water source, and replaced the Alamo Canal, which was located mostly in Mexico. The Imperial Dam, about 30 miles (48 km) northeast of Yuma, Arizona on the Colorado River, diverts water into the All-American Canal, which runs to just west of Calexico, California before its last branch heads mostly north into the Imperial Valley. Smaller canals branching off the All-American Canal move water into the Yuma Valley and the Imperial Valley. These canal systems irrigate up to 630,000 acres (250,000 ha) of crop land and have made possible a greatly increased crop yield in this area, originally one of the driest on earth. It is the largest irrigation canal in the world, carrying a maximum of 26,155 cubic feet per second (740.6 m3/s). Agricultural runoff from the All-American Canal drains into the Salton Sea.
As one of the four power marketing administrations within the U.S. Department of Energy, the Western Area Power Administration (WAPA)'s role is to market wholesale hydropower generated at 57 hydroelectric federal dams operated by the Bureau of Reclamation, United States Army Corps of Engineers and the International Boundary and Water Commission. WAPA delivers this power through a more than 17,000-circuit-mile, high-voltage power transmission system to more than 700 preference power customers across the West. Those customers, in turn, provide retail electric service to more than 40 million consumers. WAPA is headquartered in the Denver, Colorado suburb of Lakewood, Colorado.
San Luis Dam is a major earth-filled dam in Merced County, California, which forms San Luis Reservoir, the largest off-stream reservoir in the United States. The dam and reservoir are located in the Diablo Range to the east of Pacheco Pass and about 10 miles (16 km) west of Los Banos. San Luis Dam, a jointly-owned state and federal facility, stores more than 2 million acre feet (2.5 km3) of water for the California State Water Project and the federal Central Valley Project. Although the dam is located in the valley of San Luis Creek, the majority of its water comes from man-made aqueducts which are supplied from other rivers in Northern California.
Elwood Mead was an American professor, government official, and engineer known for heading the United States Bureau of Reclamation (USBR) from 1924 until his death in 1936. During his tenure, he oversaw some of the most complex projects the Bureau of Reclamation has undertaken. These included the Hoover, Grand Coulee and Owyhee dams.
The California State Water Project, commonly known as the SWP, is a state water management project in the U.S. state of California under the supervision of the California Department of Water Resources. The SWP is one of the largest public water and power utilities in the world, providing drinking water for more than 27 million people and generating an average of 6,500 GWh of hydroelectricity annually. However, as it is the largest single consumer of power in the state itself, it has a net usage of 5,100 GWh.
The Imperial Irrigation District (IID) is an irrigation district that serves the Imperial Valley and a large portion of the Coachella Valley in the Colorado Desert region of Southern California. Established under the State Water Code, the IID supplies roughly 500,000 acres (200,000 ha) of Imperial Valley farmland with raw Colorado River water to support irrigation. IID also supplies electrical energy to the Imperial and Coachella valleys.
The Central Utah Project is a US federal water project that was authorized for construction under the Colorado River Storage Project Act of April 11, 1956, as a participating project. In general, the Central Utah Project develops a portion of Utah's share of the yield of the Colorado River, as set out in the Colorado River Compact of 1922.
California's interconnected water system serves almost 40 million people and irrigates over 5,680,000 acres (2,300,000 ha) of farmland. As the world's largest, most productive, and potentially most controversial water system, it manages over 40 million acre-feet (49 km3) of water per year. Use of available water averages 50% environmental, 40% agricultural and 10% urban, though this varies considerably by region and between wet and dry years. In wet years, "environmental" water averages 61%, while in dry years it averages 41%, and can be even lower in critically dry years.
The Alamo Canal was a 14 mi (23 km) long waterway that connected the Colorado River to the head of the Alamo River. The canal was constructed to provide irrigation to the Imperial Valley. A small portion of the canal was located in the United States but the majority of the canal was located in Mexico. The Alamo Canal is also known as the Imperial Canal.
The Yuma Project is a U.S. Bureau of Reclamation project built to irrigate over 68,000 acres (280 km2) of land in Yuma County, Arizona and parts of Imperial County, California. The project is designed to exploit year-round farming conditions and water from the Colorado River. It consists of the Laguna Diversion Dam, pumping plants, a power plant, a 53-mile (85 km) system of canals, 218 miles (351 km) of lateral canals, levees and drains. The project began in 1903 and the majority of the work was completed by 1915. It was the first dam and reclamation project on the Colorado River and workers had to overcome many natural and logistical obstacles to build and maintain it. The Laguna Diversion Dam was replaced by the Imperial Dam as the Project's water source between 1941 and 1948. Today, it serves 275 farms and over 94,000 people.
The Grand Valley Diversion Dam is a diversion dam in the De Beque Canyon of the Colorado River, about 15 miles (24 km) northeast of Grand Junction, Colorado in the United States. It is a 14-foot (4.3 m) high, 546-foot (166 m) long concrete roller dam with six gates, which were the first and largest of their kind to be installed in the United States.
San Diego County Water Authority (SDCWA) is a wholesale supplier of water to the roughly western third of San Diego County, California. The Water Authority was formed in 1944 by the California State Legislature. SDCWA serves 24 member agencies with 36 Board of Director members. In addition to local water sources, water is imported from the Colorado River and Sacramento-San Joaquin River Delta through The Metropolitan Water District of Southern California. SDCWA is the sole recipient of fresh water produced by the Claude "Bud" Lewis Carlsbad Desalination Plant.
The Quantification Settlement Agreement of 2003 is an agreement between the Imperial Irrigation District, the San Diego County Water Authority, and several other federal, local, and state water agencies. Under the terms of the agreement, the Imperial Irrigation District (IID) agreed to transfer large quantities of irrigation water to the San Diego County Water Authority while providing a pathway for the state of California to restore the Salton Sea. According to the IID, "The Quantification Settlement Agreement and Related Agreements are a set of inter-related contracts that settle certain disputes among the United States, the State of California, IID, Metropolitan Water District, Coachella Valley Water District and the San Diego County Water Authority."
