Janine Anne Davidson (born April 24,1966) [1] is an American public servant,known for expertise on topics such as military operations,U.S. foreign policy and national security policy [2] as well as higher education leadership.
She served in the United States Air Force and was Under Secretary of the United States Navy from 2016 to 2017. [3] She is the author of Lifting the Fog of Peace:How Americans Learned to Fight Modern War,a study of organizational learning and institutional change within the U.S. military. [4] She became president of Metropolitan State University of Denver on July 24,2017. [5]
Davidson grew up in a Navy family in California and Virginia. Davidson attended the University of Colorado at Boulder and earned a B.S. in Architectural Engineering. She later earned a master's degree and Ph.D. in international studies from the University of South Carolina.
Davidson was commissioned as an Air Force second lieutenant in 1988. She flew combat support,airdrop,and humanitarian air mobility missions in the Pacific,Europe and the Middle East in both the Lockheed C-130 Hercules and the Boeing C-17 Globemaster cargo aircraft,making her the first woman to fly the Air Force's tactical C-130. [6] She also served as an instructor pilot at the United States Air Force Academy and was a distinguished graduate of Air Force Squadron Officers’School. [7]
Following the conclusion of her Air Force career in 1998,Davidson pursued doctoral studies in international affairs at the University of South Carolina. From 2006 to 2008,she served as director of Stability Operations Capabilities within the office of the Assistant Secretary of Defense (Special Operations/Low Intensity Conflict). Davidson was founding director of the Consortium for Complex Operations,later renamed the Center for Complex Operations (CCO),a research center within the National Defense University that studies military and civilian coordination in stability operations. From 2009 to 2012,Davidson served as deputy assistant secretary of defense for plans,where she oversaw the formulation and review of military war plans and global force posture policy. [9] She was recognized with the Secretary of Defense Medal for Outstanding Public Service.
Following her service in the Pentagon,Davidson taught courses on national security policy and civil-military relations at the Graduate School of Public Policy at George Mason University. She has also taught at Davidson College,Georgetown University and various professional military schools. [10]
On January 17,2014,Davidson accepted the position of senior fellow for defense policy at the Council on Foreign Relations. [11] During this time,Davidson also served as a presidentially appointed member of the National Commission on the Structure of the Air Force, [12] which recommended changes to service structure and management policies. She was also a member of the Reserve Forces Policy Board. [13]
In 2019,Davidson was elected as a Fellow of the National Academy of Public Administration. [14]
On September 18,2015,it was announced that Davidson had been nominated by President Barack Obama to become Under Secretary of the United States Navy. [15] She was confirmed by the United States Congress and assumed her post on March 17,2016. [16]
On February 14,2017,Metropolitan State University of Denver announced that Davidson would become the next president of the university,succeeding Stephen M. Jordan,Ph.D. [17]
As the university's ninth president,Davidson has championed the role colleges and universities play in “holding the line on the American Dream." [18] Davidson has supported the DREAM Act and MSU Denver's Deferred Action for Childhood Arrivals students. [19] [20] In 2019,Colorado Gov. Jared Polis signed House Bill 19-1196 in the lobby of the Jordan Student Success Building,allowing eligible undocumented students access to state financial aid. [21]
She was a presenter at TEDx MSU Denver,where she analyzed the value of a college degree as well as the future of higher education. [22]
Davidson is married to David Kilcullen,an author,strategist and counterinsurgency expert.
Davidson serves on the Department of Defense Policy Board,as a National Association of Public Administrators fellow and a life member of the Council on Foreign Relations. She recently served as a presidentially appointed commissioner for the National Commission on Military,National and Public Service. [23]

Ronald Michael "Ron" Sega is an American former astronaut who is professor of systems engineering and Vice President for Energy and the Environment at the Colorado State University Research Foundation,a non-profit advocacy organization supporting CSU. He is also the Vice President and Enterprise Executive for Energy and Environment at Ohio State University. From August 2005 to August 2007,he served as Under Secretary of the Air Force. He is a retired major general in the United States Air Force and a former NASA astronaut. Sega was born in Cleveland,Ohio,he is of Slovene origin. He was married to fellow astronaut Bonnie J. Dunbar. He is now married to Ann Sega and they have two sons. He has lived in both Northfield,Ohio and Colorado Springs.

Auraria Campus is an educational facility located near downtown Denver,Colorado in the United States. The campus houses facilities of three separate universities and colleges:the University of Colorado Denver,Community College of Denver (CCD),and Metropolitan State University of Denver. In 2017,there were approximately 54,812 students between the three schools,with rapid growth projected over the following few years. The Colorado Air National Guard (CO ANG) is the aerial militia of the State of Colorado,United States of America. Michelle Janine Howard is a retired United States Navy four-star admiral who last served as the commander of the United States Naval Forces Europe,United States Naval Forces Africa and Allied Joint Force Command Naples. Ann Elisabeth Rondeau is a retired United States Navy vice admiral. During her tenure in the navy,she received two Defense Distinguished Service Medals,the Navy Distinguished Service Medal,and four Legion of Merit awards. Rondeau was the president of National Defense University and,after serving as the president of the College of DuPage,was chosen by United States Secretary of the Navy Richard V. Spencer to be president of the Naval Postgraduate School in 2019.

Linton Wells II is an American public servant and educator who served a total of 51 years in government service. He served 26 years in the United States Navy as an officer,and then was appointed by the President of the United States as the Principal Deputy Assistant Secretary of Defense,serving through two administrations of both parties,both the Democrat Bill Clinton and the Republican George W. He has also made fundamental contributions to technical areas that have defined network-enabled military capabilities and cyberspace operations. After retiring from public service,he continued to contribute to the international STAR-TIDES network that he had founded in 2007,a consortium of several thousand global nodes comprising agencies,organizations,institutions and individuals in 40+ countries that promote the free exchange of research results on global issues of human security. As of 2024 he is Executive Advisor to the Center for Resilient and Sustainable Communities (C-RASC) at George Mason University and chairs the Advisory Group of the C4I and Cyber Center there. C-RASC has been working with the People-Centered Internet (PCI) on ways to “put humanity at the center of the Internet”and support a variety of revitalization initiatives. He is on the board of PCI,and also the President and CEO of Global Resilience Strategies and Senior Advisor to Resilient Japan. He was listed by Fortune magazine in 2009 as one of the top 16 "Players of Tech".
The Honorable Eric Brien Rosenbach is an American public servant and Harvard professor who served as Pentagon Chief of Staff from July 2015 to January 2017 and as Assistant Secretary of Defense for Homeland Defense and Global Security from September 2014 to September 2015. As Chief of Staff,Rosenbach assisted Secretary Ash Carter on the Department of Defense's major challenges of the time,which included increased Russian aggression,the Syrian Civil War,and North Korean missile tests.
