Donald Charles Winter (born June 15,1948) [1] is an American technologist and business leader who served as United States Secretary of the Navy. [2] A former top executive of TRW,Aerospace &Defense,he was nominated in 2005 by President George W. Bush,confirmed by the United States Senate,and took the oath of office on January 3,2006. In January 2009 Defense Secretary Robert Gates requested that Winter remain in office until President Obama picked his successor on March 13,2009. [3] He resigned on March 13. [4]
Winter earned a bachelor's degree (with highest distinction) in physics from the University of Rochester in 1969. He received a master's degree in 1970,and a doctorate in physics in 1972,from the University of Michigan.
He joined the aerospace technology company TRW in 1972,and directed laser physics projects in Redondo Beach,California. By 1978,he was head of the optics department there.
In 1980,Winter received a three-year appointment to the Defense Advanced Research Projects Agency (DARPA),serving under Dr. Bob Cooper during the very early years of research into the Strategic Defense Initiative (SDI) proposed by President Ronald Reagan. Winter's main responsibility was for Talon Gold,an advanced acquisition,tracking,and pointing experiment in space. During that period,he was awarded the Secretary of Defense's Medal for Meritorious Civilian Service.
In 1982,Winter resigned from his DARPA appointment early and returned to TRW,where he held senior systems engineering and program management responsibilities for a variety of space system programs for the next eight years. From 1990 through 1997,as vice president and general manager of the defense systems division of TRW's Space &Electronics (S&E) business,Winter directed space systems activities that supported the national defense effort.
Winter was president and CEO of TRW Systems [5] from January 2000 until its acquisition by Northrop Grumman in December 2002. After the Northrop acquisition,Winter became head of Northrop Grumman Mission Systems [6] until his nomination by President Bush to become the civilian head of the Department of the Navy. He was elected to member of the National Academy of Engineering in 2002. [7]
He is currently Professor of Practice,Department of Naval Architecture and Marine Engineering at the University of Michigan. [8]
In 2015,Winter was appointed to an expert advisory panel on Australia's Future Submarine Program,overseeing the competitive evaluation of bidders. [9] He was appointed chairman of Australia's Naval Shipbuilding Advisory Board by the Turnbull government in 2016. [10] In March 2021,it was reported that he was working as a special advisor to Prime Minister Scott Morrison on shipbuilding. [11]
Newport News Shipbuilding (NNS),a division of Huntington Ingalls Industries,is the sole designer,builder,and refueler of aircraft carriers and one of two providers of submarines for the United States Navy. Founded as the Chesapeake Dry Dock and Construction Co. in 1886,Newport News Shipbuilding has built more than 800 ships,including both naval and commercial ships. The Virginia class,or the SSN-774 class,is the newest class of nuclear-powered cruise missile fast attack submarines in service with the United States Navy. The class is designed for a broad spectrum of open-ocean and littoral missions,including anti-submarine warfare and intelligence gathering operations. They are scheduled to replace older Los Angeles-class submarines,many of which have already been decommissioned. Virginia-class submarines will be acquired through 2043,and are expected to remain in service until at least 2060,with later submarines expected to operate into the 2070s.
Supercavitation is the use of a cavitation bubble to reduce skin friction drag on a submerged object and enable high speeds. Applications include torpedoes and propellers,but in theory,the technique could be extended to an entire underwater vessel.

The Northrop Grumman X-47 is a demonstration unmanned combat aerial vehicle. The X-47 began as part of DARPA's J-UCAS program,and is now part of the United States Navy's UCAS-D program to create a carrier-based unmanned aircraft. Unlike the Boeing X-45,initial Pegasus development was company-funded. The original vehicle carries the designation X-47A Pegasus,while the follow-on naval version is designated X-47B.
The Zumwalt-class destroyer is a class of three United States Navy guided-missile destroyers designed as multi-mission stealth ships with a focus on land attack. The class was designed with a primary role of naval gunfire support and secondary roles of surface warfare and anti-aircraft warfare. The class design emerged from the DD-21 "land attack destroyer" program as "DD(X)" and was intended to take the role of battleships in meeting a congressional mandate for naval fire support. The ship is designed around its two Advanced Gun Systems (AGS),turrets with 920 round magazines,and unique Long Range Land Attack Projectile (LRLAP) ammunition. LRLAP procurement was canceled,rendering the guns unusable,so the Navy re-purposed the ships for surface warfare. Starting in 2023,the Navy will remove the AGS from the ships and replace them with hypersonic missiles.
USS New Mexico (SSN-779) is a Virginia-class nuclear powered fast-attack submarine of the United States Navy. She is the second U.S. warship named for the 47th state,after the early twentieth century super-dreadnought,USS New Mexico (BB-40).

The Advanced SEAL Delivery System (ASDS) was a midget submarine operated by the United States Navy and United States Special Operations Command. It provided stealthy submerged transportation for United States Navy SEALs from the decks of nuclear submarines for use as an insertion platform for covert and clandestine special operations missions. The ASDS was canceled in 2009 due to cost overruns and reliability issues,after the prototype was destroyed in a fire in 2008. As of 2019,the Navy plans to replace the ASDS with the Dry Combat Submersible,a similar midget submarine being developed by Lockheed Martin.
