Jorge Medina Barra (Spanish: [ˈxoɾxemeˈðina] ; 24 April 1968 – 23 November 2022) was a Bolivian civil rights activist and politician who served as a member of the Chamber of Deputies from La Paz, representing its special indigenous circumscription from 2010 to 2015.
Raised in the Afro-Bolivian community of the tropical Yungas region, Medina became active in the Afro civil rights movement after moving to the city of La Paz. He was a founding member of the Afro-Bolivian Saya Cultural Movement and co-founded the Afro-Bolivian Center for Integral and Community Development, two organizations dedicated to promoting public and state recognition of Afro cultural identity.
Having succeeded in securing the inclusion of Afro-Bolivians in the 2009 Constitution, Medina was later elected to represent La Paz's minority indigenous peoples in the Chamber of Deputies, becoming the first Afro-Bolivian to serve in either chamber of the Bolivian legislature. In parliament, Medina spearhead Bolivia's flagship Law Against Racism and promoted other pro-Afro pieces of legislation. He was not nominated for reelection.
Jorge Medina was born on 24 April 1968 to Paulino Medina and Sergia Barra, an Afro-Bolivian family from the rural community of Chijchipa in the La Paz Department's agricultural Nor Yungas Province. [1] [2] Medina completed his primary schooling in the nearby town of Tocaña before moving with his parents to Caranavi in Alto Beni, where he attended the city's Martín Cárdenas School. After graduating in 1988, Medina moved to the city of La Paz to pursue college education; he studied business administration at the Higher University of San Andrés and took courses in systems engineering at the University of Aquinas. In the ensuing years, Medina worked a number of odd jobs, spending six years as a chauffeur for the Golden Eagle Mining Company before being employed as a mechanic at a local workshop, and later as a laborer for a nearby paper company. He also spent short stints as an employee at YPFB –the state-owned petroleum enterprise –and the Ministry of Labor. [3]
Medina's entry into the Afro-Bolivian civil rights movement was precipitated by his early experiences residing in La Paz, a city "devoid of Afro-Bolivians ... [where] it was not uncommon for other Bolivians to be oblivious to the existence of black people". Recognition of the Afro-Bolivian population was niche, limited in academia to Western scholars studying the African diaspora. Their presence in public often promoted racial discrimination, including physical harassment, due to the superstitious belief that pinching a black person would bring good luck. [4] "It was 'lucky negro'; they surrounded us ... and fought among themselves over who saw us first", Medina recalled. [5]
Starting from the late 1980s, Medina became active in promoting the saya , a style of Afro-Bolivian folk songs mixed with drums, which the Afro movement had begun using to generate cultural visibility. During this time, Medina also distinguished himself as a popular saya composer and performer in his own right, writing the songs "Flor de Alelí", "Ser Líder de un Grupo", and "Guarachera de Cuba", among others. [6] [7] Along with other activists, Medina founded the Afro-Bolivian Saya Cultural Movement (MOCUSABOL) in 1988, which became one of the country's leading Afro-Bolivian civil rights and awareness organizations. [8] [9] He served as vice president and later president of the body for five years between 1999 and 2004. [10]
Despite MOCUSABOL's successes in spreading the saya's popularity, Medina soon grew frustrated with the growing perception that Afro-Bolivians were just "'the negros who dance.' That made me angry because we are not only good at dancing we can do other things", he stated. [11] In 2006, together with Marfa Inofuentes, Medina founded the Afro-Bolivian Center for Integral and Community Development (CADIC), [4] [7] of which he served as executive director. [12] The organization actively worked to advance Afro-Bolivian civil and political rights, taking a leading role in attaining state recognition of the Afro community during the 2006–2007 Constituent Assembly, which was then redrafting the Bolivian constitution. By the end of the process, CADIC was successful in securing the same minority rights for Afro-Bolivians as those granted to the country's indigenous peoples. [13]
With minority groups increasingly encouraged to participate in politics, Medina was nominated to contest a seat in the Chamber of Deputies on behalf of the Movement for Socialism. [14] [α] Given the offer, Medina recalled stating, "Barack Obama is president of the United States; why should an Afro not be able to be in parliament here in Bolivia". [4] He ran to represent the La Paz Department's newly created special rural native indigenous circumscription –an innovation of the 2009 Constitution –a district with constituents comprising the department's Afro-Bolivian, Araona, Kallawaya, Leco, Mosetén, and Tacana peoples. [12] [14] He received one of the highest vote shares of the entire election cycle, winning nearly ninety-two percent of the popular vote, becoming the first Afro-Bolivian in history to serve in either chamber of the Legislative Assembly. As a parliamentarian, Medina was instrumental in drafting what became the Law Against Racism and All Forms of Discrimination. [2] Promulgated by President Evo Morales in October 2010, the new legislation imposed varying penalties for perpetrators of racism and discrimination, identifying Afro-Bolivians as a particularly vulnerable ethnic minority group. [18] In the years following its enactment, the law faced numerous challenges and shortfalls, including difficulty of enforcement and lack of knowledge from both the general public and the judiciary regarding what exactly constitutes a prosecutable offense. [19] According to analyst Henry Stobart, "newspaper reports from 2014 characterized the law as 'not worth the paper it was written on', arguing that there had been no prosecutions, despite the hundreds of complaints received". [20] On the other hand, Professor Sara Busdiecker pointed out that "despite its flaws and limitations to prevent racism outright, [the law] has given people pause to think before acting and speaking in some circumstances", producing a "social 'hesitation' of sorts" because "even if [offenders] do not understand all the details, 'they know there is a law'". [21] For his part, Medina echoed that sentiment, stating that the legislation's intention was never to "fill the prisons with those who discriminate" but rather to promote conciliation. [22]
For the duration of his tenure, Medina continuously worked to promote the recognition of the Afro-Bolivian population. He facilitated the passage of numerous symbolic laws recognizing Afro culture, including one declaring 23 September to be the National Day of the Afro-Bolivian People and another establishing the saya as part of the country's cultural heritage. [23] [24] The 2012 census was held midway through Medina's term, a notable event, as it was the first time the government had ever tabulated the Afro-Bolivian population in its history. [25] Using this data, Medina put forward the concept of creating a majority Afro-Bolivian municipality to give greater electoral representation to its inhabitants, though the concept never got off the ground. [26] Upon the conclusion of his term in 2015, Medina retired from politics and returned to the direction of CADIC. [2]
Medina married Miriam Iriondo, an ethnic Afro-Bolivian saya performer from Chulumani in the Sud Yungas Province. The couple had two children: Adin Dube and Malaika, Swahili names meaning "strength and passion" and "angel", respectively. [13] His relative, Tomasa Medina, also gained notoriety in the Afro-Bolivian community, though as an opponent of the MAS and its efforts to expand its influence over the Yungas-based coca market. [32] Outside of his work at MOCUSABOL and CADIC, Medina was also active in radio, hosting the talk show Raíces Africanas, which began airing in 2001. In film, he starred as a supporting actor in 2005's American Visa . [17] Medina died on 23 November 2022, aged 54. His passing was commemorated by various Afro-Bolivian organizations and by the Chamber of Deputies. [33] [34]

Afro-Bolivians, also known as Black Bolivians, are Bolivians who have predominantly or total Sub-Saharan African ancestry and therefore the descriptive "Afro-Bolivian" may refer to historical or cultural elements in Bolivia thought to emanate from their community. It can also refer to the combining of African and other cultural elements found in Bolivian society such as religion, music, language, the arts, and class culture. The Afro-Bolivians are recognized as one of the constituent ethnic groups of Bolivia by the country's government, and are ceremonially led by a king who traces his descent back to a line of monarchs that reigned in Africa during the medieval period. They numbered 23,000 according to the 2012 census.
Adalberta Mónica Rey Gutiérrez is an Afro-Bolivian cultural leader and activist whose anthropological research helped pass legislation for formal recognition of Afro-Bolivians as an ethnic category in the census of the country. After serving as an educator and cultural activist for many years, she went to work in the government. She is currently a supranational delegate in the Plurinational Legislative Assembly of Bolivia.
Marfa Inofuentes Pérez (1969–2015) was an Afro-Bolivian activist involved in the Constitutional reform movement to recognize black Bolivians as an ethnic minority in the country. After achieving the goal for Afro-Bolivians to be protected under the law, she served as the head the Ministry of Gender and was appointed deputy mayor of the Peripheral Macrodistrict of the Municipality of La Paz.
Severo Aguilar Gabriel is a Bolivian politician and trade unionist who served as a member of the Chamber of Deputies from Potosí, representing circumscription 41 from 2010 to 2015. A member of the Movement for Socialism, he previously served as a member of the Constituent Assembly from Potosí, representing the same circumscription from 2006 to 2007.

Plata's prominent local presence led regional peasant sectors to nominate him as their representative in the Legislative Assembly, with the Movement for Socialism sponsoring his successful candidacy for a seat in the Chamber of Deputies.
Franz Gróver Choque Ulloa is a Bolivian industrial engineer, lawyer, and politician who served as vice minister of employment, civil service, and cooperatives from 2019 to 2020. A member of the Social Democratic Movement, he previously served as a party-list member of the Chamber of Deputies from Oruro from 2010 to 2014 on behalf of the National Convergence alliance and as a member of the Constituent Assembly from Oruro, representing circumscription 32 from 2006 to 2007 on behalf of the Social Democratic Power alliance.
Osney Martínez Daguer is a Bolivian agronomist, politician, and rancher who served as a party-list member of the Chamber of Deputies from Beni from 2010 to 2015. Born to a wealthy family from San Borja with political links to the Revolutionary Nationalist Movement, Martínez spent most of his career in local administration, starting as a substitute member of the city's municipal council before being twice elected to a full seat on the body.
Anghela Mejía Montecinos is a Bolivian economist and politician who served as a substitute party-list member of the Chamber of Deputies under Franz Choque from Oruro from 2010 to 2014. A youth activist in support of departmental autonomy, she fulfilled the remainder of Choque's term from 2014 to 2015. Barred from contesting local public office in the 2015 regional elections, Mejía sought to return to the Chamber of Deputies in the 2020 elections but was unsuccessful.
Carol Mireya Montaño Rocha is a Bolivian lawyer, politician, and trade unionist who served as a member of the Chamber of Deputies from La Paz, representing circumscription 11 from 2015 to 2020. A member of the Movement for Socialism, Montaño entered politics as head of the party's youth wing in El Alto, later serving as secretary of organization of the Federation of Neighborhood Councils. Her party's alliance with El Alto's neighborhood councils facilitated Montaño's entry into the Chamber of Deputies. In 2009, she was elected as a substitute deputy representing La Paz's circumscription 14 and in 2014, she became one of the few ruling party parliamentarians to be presented for reelection, this time for a full seat.
Tito Veizaga Cossío is a Bolivian cocalero activist, politician, and trade unionist who served as a member of the Chamber of Deputies from La Paz, representing circumscription 17 from 2015 to 2020. A member of the Movement for Socialism, Veizaga followed the usual path taken by rural union leaders, scaling the ranks of trade syndicate leadership until reaching the departmental level. In 2004, he was elected to serve as mayor of Cajuata, and though he failed in his attempt at reelection in 2010, he maintained a presence in his party's internal structure. In 2014, Veizaga was elected to represent the Yungas region in the Chamber of Deputies. Though many local cocaleros opposed the government's attempt at regulating their crop, Veizaga held the party line, supporting the passage of the 2017 General Law of Coca. He was not nominated for reelection.
Ancelma Perlacios Peralta is a Bolivian cocalera activist, politician, and trade unionist who served as senator for La Paz from 2015 to 2020.
Celia Andrea Bonilla Gemio is a Bolivian agricultural worker, politician, and trade unionist who served as a party-list member of the Chamber of Deputies from La Paz from 2015 to 2020. An ethnic Afro-Bolivian, Bonilla's career got its start in northern La Paz's agrarian trade unions, where she held positions as an executive and women's representative. Her prominence there aided in her nomination on the Movement for Socialism's 2014 party list, through which she was elected to the Chamber of Deputies. As a legislator, Bonilla holds the distinction of being the first Afro-Bolivian woman in Bolivian parliamentary history to serve in the lower chamber. She is, together with Ancelma Perlacios, one of the first two Afro-Bolivian women in parliament, and is one of just three overall, after Jorge Medina.
