Khuda Baksh Chowdhury (born 15 August 1952) [1] is a former Inspector General of Police of Bangladesh Police [2] and current Special Assistant (status equivalent to a Minister of State) to the Chief Adviser of the Interim Government of Bangladesh. [3] [4] He also served as the Senior Police Advisor in UNAMA (United Nations Assistance Mission in Afghanistan) from June 2008 to April 2010. [5]
Chowdhury obtained B.A. (Hons.) in Political Science (enrolled in 1969) and M.A. in Public Administration from University of Dhaka. [6] [7] He was a freedom fighter during the 1971 Liberation War. [8]
Chowdhury joined the Bangladesh Police in 1979. [1] He was posted to CID as Additional IGP on January 9,2006. [9] On 31 October 2006,he was appointed as the DG of Rapid Action Battalion. [9] 2 days later,he was promoted to Inspector General of Police of Bangladesh Police by replacing Anwarul Iqbal. [10] He was posted as O.S.D. in January 2007 after successor Caretaker Government took office and retired voluntarily in July 2009. [11]
Chowdhury served as the president of Bangladesh Police Service Association (BPSA) in 2006. [1]
United Nations
Chowdhury joined U.N. Administrative Mission UNTAES (United Nations Administration in Eastern Slavonia;part of Croatia now) on May 1996 and served the Mission first as Deputy Sector Chief and later Sector Chief of one of the two Sectors of the Mission. Few years later he joined UNMIBH (United Nations Mission in Bosnia Herzegovina),a Monitoring Mission,at Sarajevo on August 1999 and worked in the Mission as Deputy Regional Commander and Regional Commander,Sarajevo IPTF Region among a group of International Civilian Police Officers. [8]
Chowdhury worked as Senior Police Advisor,UNAMA (United Nations Assistance Mission in Afghanistan),as a UN Staff member from June 2008 to April 2010. He was elected as the 1st Chair of Senior Police Advisory Group (SPAG) of International Police Coordination Board (IPCB). [5] On completion of the tenure,UNDP Afghanistan contracted him as an International Consultant.
On 11 November 2024,he was appointed as the Special Assistant (status equivalent to a Minister of State) to the Chief Adviser of the Interim Government of Bangladesh. [12]
In 2007,after the military-backed government assumed office,fresh investigation into the case was launched on the 2004 Dhaka grenade attack. In July 2008,on completion of investigation CID prosecuted 22 accused and trial began. After Awami League formed government in 2009,prosecution filed a petition to launch further investigation into the incident in June 2009. In July 2011,23 months after further investigation,CID submitted a supplementary chargesheet where Chowdhury,along with two other former inspectors general,was implicated. He appeared before the Metropolitan Magistrate’s Court and the Judge rejected bail prayer. [13] [14] As Trial of the case resumed,Chowdhury was charged under Section 218 (creating false document) and Section 330 (extorting confession) of Bangladesh Penal Code and granted bail. [15]
He was convicted in October 2018 by a Dhaka lower court but High Court stayed the conviction and granted bail in January 2019. [16]
The Bangladesh Police is the national law enforcement agency of Bangladesh,operating under the Ministry of Home Affairs. It plays a crucial role in maintaining peace,and enforcement of law and order within Bangladesh. Though the police are primarily concerned with the maintenance of law and order and security of persons and property of individuals,they also play a big role in the criminal justice system. Bangladesh Police played an important role during the Bangladesh Liberation War.
The 21 August 2004 Dhaka grenade attack took place at an anti-terrorism rally organised by Awami League on Bangabandhu Avenue on 21 August 2004. The attack left 24 dead and more than 500 injured. The attack was carried out at 5:22 pm after Sheikh Hasina,the leader of opposition had finished addressing a crowd of 20,000 people from the back of a truck. Hasina also sustained some injuries in the attack. The involvement of BNP-Jamaat led government is still debated.
The Criminal Investigation Department is a specialized intelligence and investigation wing of the Bangladesh Police. It is headquartered in Malibagh,Dhaka and maintains a training school named the Detective Training School. Personnel attached to this wing essentially work in plain clothes. Mohammad Ali Mia,BPM,PPM is the head of the Criminal Investigation Department.
Hassan Mahmood Khandker is a former Bangladeshi police officer who served as the 26th Inspector General of Bangladesh Police from 31 August 2010 to 30 December 2014. He was the longest serving Inspector General in Bangladesh Police's history. It was during his tenure that Bangladesh Police got Independence Day Award. Moreover,rank badge of the IGP upgraded to 3-star general in his time,earlier IGP was bearing two-star general rank badge since 1983.
Benazir Ahmed is a retired Bangladeshi police officer who served as the 28th inspector general of the Bangladesh Police. Prior to his appointment as IGP,he served as the director general of the Rapid Action Battalion (RAB) from January 2015 to April 2020. He is currently on a US sanctions list due to RAB's alleged role in forcibly disappearing citizens since December 2021.
Mohammad Javed Patwary is a Bangladeshi retired police officer and a former Inspector General of Police of Bangladesh Police. Earlier,he served as Additional Inspector General of Police Special Branch (SB). After his retirement in 2020,he was appointed as the ambassador to Saudi Arabia by the Government of Bangladesh.
The Inspector General of Police (IGP) is the senior-most and highest ranked police officer of Bangladesh and the head of the Bangladesh Police,who oversees all police activities throughout the country. He reports directly to the Ministry of Home Affairs and is appointed by the Government of Bangladesh.
Ashraful Huda is a former Bangladesh police officer who served as the Inspector General of Police of Bangladesh Police during 2004–2005. Ashraful joined the Pakistani army as a commissioned officer in 1967 and served in Bangladesh army after independence.
Abul Hossain Mohammed Shamsuddin Chowdhury Manik is a retired judge of the Appellate Division of Bangladesh. He drew controversy after submitting verdicts in cases after his retirement,making questionable remarks on television as well as criminal misconduct.
Md. Monirul Islam is former additional inspector general of the Bangladesh Police who served as head of the Special Branch.
Asaduzzaman Mia,is a retired Bangladeshi police officer who served as the 33rd Police commissioner of Dhaka Metropolitan Police,the longest serving commissioner and a former chief executive officer of National Security Affairs Cell under the Cabinet Division. During his tenure as DMP Commissioner,Dhaka Metropolitan Police was considered to be at its peak.
Shafiqul Islam is a retired police officer who served as the 34th police commissioner of Dhaka Metropolitan Police. He was made the DMP commissioner on 14 September 2019. He previously served as the chief of the Criminal Investigation Department.
Syed Refaat Ahmed is a Bangladeshi lawyer and jurist who is the current and 25th chief justice of Bangladesh. Before that he was elevated to the Appellate Division and President of Bangladesh appointed him as the chief justice. Chowdhury Abdullah Al-Mamun is a Bangladeshi police officer who was sacked for involvement in mass killing during the Bangladesh student protest. He is now in custody. Mamun served as the 31st Inspector general of Bangladesh Police (IGP) who served from 30 September 2022 to 6 August 2024. Previously,he served as director general of Rapid Action Battalion (RAB). He was made the DG of RAB in April 2020. Prior to joining RAB,he was the chief of Criminal Investigation Department (CID).
