Khuda Baksh Chowdhury (born 15 August 1952) [1] is a former Inspector General of Police of Bangladesh Police [2] and Special Assistant (status equivalent to a Minister of State) to the Chief Adviser of the Interim government of Bangladesh. [3] [4]
He also served as the Senior Police Advisor in UNAMA from June 2008 to April 2010. [5] He is a former Director General of Rapid Action Battalion,an elite paramilitary unit.
Chowdhury obtained B.A. (Hons.) in Political Science (enrolled in 1969) and M.A. in Public Administration from University of Dhaka. [6] [7] He was a freedom fighter during the 1971 Liberation War. [8]
Chowdhury joined the Bangladesh Police in 1979. [1]
Chowdhury joined U.N. Administrative Mission UNTAES (United Nations Administration in Eastern Slavonia;part of Croatia now) on May 1996 and served the Mission first as Deputy Sector Chief and later Sector Chief of one of the two Sectors of the Mission. Few years later he joined UNMIBH (United Nations Mission in Bosnia Herzegovina),a Monitoring Mission,at Sarajevo on August 1999 and worked in the Mission as Deputy Regional Commander and Regional Commander,Sarajevo IPTF Region among a group of International Civilian Police Officers. [8] In 2001,he as a superintendent of police,he would be promoted to Inspector General in five years superseding many officers senior than him. [9]
Chowdhury was posted to CID as Additional IGP on January 9,2006. [10] Chowdhury served as the president of Bangladesh Police Service Association (BPSA) in 2006. [1] On 31 October 2006,he was appointed as the DG of Rapid Action Battalion. [10] 2 days later,he was promoted to Inspector General of Police of Bangladesh Police by replacing Anwarul Iqbal. [11] He was posted as O.S.D. in January 2007 after successor neutral Fakhruddin Ahmed led Caretaker Government took office and retired voluntarily in July 2009. [12]
Chowdhury worked as Senior Police Advisor,UNAMA (United Nations Assistance Mission in Afghanistan),as a UN Staff member from June 2008 to April 2010. He was elected as the 1st Chair of Senior Police Advisory Group (SPAG) of International Police Coordination Board (IPCB). [5] On completion of the tenure,UNDP Afghanistan contracted him as an International Consultant.
On 10 November 2024,Chowdhury was appointed as the Special Assistant (status equivalent to a Minister of State) to the Chief Adviser of the Interim Government of Bangladesh. [13] He was given executive power over Ministry of Home Affairs. [14] [15]
In 2007,after the military-backed government assumed office,fresh investigation into the case was launched on the 2004 Dhaka grenade attack. [16] [17]
In July 2008,on completion of investigation CID prosecuted 22 accused and trial began. After Awami League formed government in 2009,prosecution filed a petition to launch further investigation into the incident in June 2009. In July 2011,23 months after further investigation,CID submitted a supplementary chargesheet where Chowdhury,along with two other former inspectors general,was implicated. He appeared before the Metropolitan Magistrate’s Court and the Judge rejected bail prayer. [16] [17]
As Trial of the case resumed,Chowdhury was charged under Section 218 (creating false document) and Section 330 (extorting confession) of Bangladesh Penal Code and granted bail. [18]
Chowdhury was convicted in October 2018 by a Dhaka lower court but High Court stayed the conviction and granted bail in January 2019. [19]
On 1 December 2024,he was acquitted by high court in August 21 grenade attack cases. [20] [21]
Tarique Rahman,also known as Tarique Zia is a Bangladeshi politician and businessman,who is the acting chairman of Bangladesh Nationalist Party (BNP) since February 2018. He is the eldest son of former president Ziaur Rahman and first female Prime Minister of Bangladesh Khaleda Zia. He is widely seen as a powerful figure in BNP and held several high-profile positions within the party,including the post of senior vice chairman.

It plays a crucial role in maintaining peace,and enforcement of law and order within Bangladesh. Though the police are primarily concerned with the maintenance of law and order and security of persons and property of individuals,they also play a big role in the criminal justice system. Hawa Bhaban is the political office of the chairperson of the Bangladesh Nationalist Party,and monitors party affairs on the chair's behalf. It was viewed as an "alternate power house" in Bangladesh when BNP was in power from 2001 to 2006. It became controversial during the 2006–2008 Bangladeshi political crisis when the party joint secretary was Tarique Rahman,son and heir apparent of the chairperson of the Bangladesh Nationalist Party Khaleda Zia. Some government officials maintained regular contact with viya (Tareq) to manipulate administrative matters such as promotion,posting,appointment etc. in different ministries and divisions. This resulted in a parallel government being administered from Hawa Bhaban.
The 2004 Dhaka grenade attack took place at an anti-terrorism rally organised by Awami League on Bangabandhu Avenue on 21 August 2004. The attack left 24 dead and more than 500 injured. The attack was carried out at 5:22 pm after Sheikh Hasina,the leader of opposition had finished addressing a crowd of 20,000 people from the back of a truck. Hasina also sustained some injuries in the attack.
The Criminal Investigation Department is a specialized intelligence and investigation wing of the Bangladesh Police. It is headquartered in Malibagh,Dhaka and maintains a training school named the Detective Training School. Personnel attached to this wing essentially work in plain clothes.
Lutfozzaman Babar is a Bangladeshi politician,who served as the State Minister of Home Affairs in the Khaleda Zia Cabinet from 2001 to 2006,as a member of the Bangladesh Nationalist Party (BNP).
Masud Uddin Chowdhury is a retired lieutenant general of the Bangladesh Army and a politician who belongs to Jatiya Party. He is the former chief coordinator of the National Coordination Committee on Combating Corruption and Crime.
Rezzakul Haider Chowdhury is a retired Bangladesh Army officer who is the former director of the Directorate General of Forces Intelligence and National Security Intelligence.
Abul Harris Chowdhury was a Bangladeshi and politician who served as the Political Secretary of Prime Minister Begum Khaleda Zia. He was the Joint Secretary General of Bangladesh Nationalist Party. Chowdhury was sentenced to 65 years in total and a life term in prison in absentia for allegedly committing multiple crimes. His party alleges the charges were falsely given,along with those against Khaleda Zia's son Tarique Rahman,and many other senior party members.
The Zia Charitable Trust corruption case refers a corruption case in Bangladesh that relates to corruption over the misuse of funds in a charity named after former President Ziaur Rahman. Khaleda Zia,former Prime Minister of Bangladesh was one of the accused in the case. On 27 November 2024,Zia and all the accused were acquitted by the court.
Mohammad Javed Patwary is a Bangladeshi retired police officer and a former Inspector General of Police of Bangladesh Police. Earlier,he served as Additional Inspector General of Police Special Branch (SB). After his retirement in 2020,he was appointed as the ambassador to Saudi Arabia by the Government of Bangladesh.
Ashraful Huda is a former Bangladesh police officer who served as the Inspector General of Police of Bangladesh Police during 2004–2005. Ashraful joined the Pakistani army as a commissioned officer in 1967 and served in Bangladesh army after independence.
Md. Monirul Islam is former additional inspector general of the Bangladesh Police who served as head of the Special Branch.
Shafiqul Islam is a retired police officer who served as the 34th police commissioner of Dhaka Metropolitan Police. He was made the DMP commissioner on 14 September 2019. He previously served as the chief of the Criminal Investigation Department.
Chowdhury Abdullah Al-Mamun He is now in custody. Mamun served as the 31st Inspector general of Bangladesh Police (IGP) who served from 30 September 2022 to 6 August 2024. Previously,he served as director general of Rapid Action Battalion (RAB). He was made the DG of RAB in April 2020. Prior to joining RAB,he was the chief of Criminal Investigation Department (CID).
Munshi Atiqur Rahman is a retired Bangladesh Police officer who served as an Assistant Superintendent of Police in the Criminal Investigation Department. He was charged and convicted for attempting to cover up the 2004 Dhaka grenade attack.
Abdul Kahar Akond was a Bangladeshi police officer who served as the additional DIG of police in the Criminal Investigation Department.

Shamsul Haider Siddique is a former Bangladesh Army officer and former deputy inspector general of prisons of Bangladesh Jail. He was second in command of the prison system and served under brigadier general Mohammad Zakir Hassan. He served during the 2006–2008 Bangladeshi political crisis began as a military backed caretaker government assumed power at the end of October 2006 following the end of term of the Bangladesh Nationalist Party administration during time numerous politicians,including former ministers and two former prime ministers,were jailed.
Shahed Nuruddin is a Justice of the High Court Division of the Bangladesh Supreme Court. He was the trial judge in the 2004 Dhaka grenade attack case.
