Local elections will be held in Lipa City on May 13, 2013 within the Philippine general election. The voters will elect for the elective local posts in the city: the mayor, vice mayor, and ten councilors.
Lipa, officially the City of Lipa,, or simply known as Lipa City, is a 1st class city in the province of Batangas, Philippines. According to the 2015 census, it has a population of 332,386 people.
Incumbent Mayor Meynardo Sabili decided to run for reelection under the Liberal Party. He was elected as Mayor in 2010 defeating then incumbent Oscar L. Gozos despite his disqualification due to his residency. Sabili is from San Juan, Batangas, but it is stated in his certificate of candidacy that Sabili was a registered voter in Pinagtongulan. His running mate is councilor Eric Africa.
The Liberal Party of the Philippines or LP is a liberal political party in the Philippines, founded by then senators Senate President Manuel Roxas, Senate President Pro-Tempore Elpidio Quirino, and former 9th Senatorial District Senator José Avelino, on January 19, 1946 by a breakaway Liberal wing from the old Nacionalista Party. It was the ruling party from 2010 to 2016 after the election victory of Benigno Aquino III as the President of the Philippines. Today, the Liberals are the opposition and maintain at least five seats in the Senate, and at least 41 of seats in the House of Representatives. Around 50% of governors, 50% of vice governors, and 33% of board members are also Liberals.
One of Sabili's opponents is the outgoing Vice Mayor Lydio Lopez, Jr.(running under the [United Nationalist Alliance])whose running mate is the Chairman of Barangay Antipolo del Sur and incumbent Liga ng mga Barangay President Marlon Luancing. Another opponent is the top councilor of Lipa (from the 2010 Elections), Merlo Silva running with incumbent three-time Lipa City councilor Avior Rocafort both under the party PMP (Pwersa ng Masang Pilipino) centering their platforms on the general masses or the marginalized populace of the city.

Voting is via plurality-at-large voting: Voters vote for ten (10) candidates and the ten candidates with the highest amount of votes are elected.
Plurality-at-large voting, also known as block vote or multiple non-transferable vote (MNTV), is a non-proportional voting system for electing several representatives from a single multimember electoral district using a series of check boxes and tallying votes similar to a plurality election. Multiple winners are elected simultaneously to serve the district. Block voting is not a system for obtaining proportional representation; instead the usual result is that where the candidates divide into definitive parties the most popular party in the district sees its full slate of candidates elected, resulting in a landslide.
