The Legislative Council, or upper house, is one of the two chambers of the Parliament of South Australia. Its central purpose is to act as a house of review for legislation passed through the lower house, the House of Assembly. It sits in Parliament House in the state capital, Adelaide.

He was previously a member of the South Australian Legislative Council, having been elected at the 2014 state election, and was subsequently elected President of the South Australian Legislative Council in May 2018. He resigned as president and member of the Legislative Council in February 2020, to take up the vacant seat in the Senate caused by the resignation of Cory Bernardi.
