The Migration and Refugee Assistance Act was passed by the 87th United States Congress in 1962 and signed into law President John F. Kennedy to deal with unexpected and urgent needs of refugees, displaced persons, conflict victims, and other persons at risk around the globe. [1]
The Act was brought into force during the Clinton administration in 2001 to deal with the crises in the Balkans and Nepal.
The Act was cited by President Barack Obama in 2009 to authorize money up to $20.3 million related to needs of Palestinian refugees and conflict victims in Gaza.
A refugee, conventionally speaking, is a person who has lost the protection of their country of origin and who cannot or is unwilling to return there due to well-founded fear of persecution. Such a person may be called an asylum seeker until granted refugee status by the contracting state or the United Nations High Commissioner for Refugees (UNHCR) if they formally make a claim for asylum.
The United States Refugee Act of 1980 is an amendment to the earlier Immigration and Nationality Act of 1965 and the Migration and Refugee Assistance Act of 1962, and was created to provide a permanent and systematic procedure for the admission to the United States of refugees of special humanitarian concern to the U.S., and to provide comprehensive and uniform provisions for the effective resettlement and absorption of those refugees who are admitted. The act was completed on March 3, 1980, was signed by President Jimmy Carter on March 17, 1980, and became effective on April 1, 1980. This was the first comprehensive amendment of U.S. general immigration laws designed to face up to the realities of modern refugee situations by stating a clear-cut national policy and providing a flexible mechanism to meet the rapidly shifting developments of today's world policy. The main objectives of the act were to create a new, American definition of refugee based on the one created at the 1951 UN Convention and 1967 Protocol on the Status of Refugees; raise the limitation from 17,400 to 50,000 refugees admitted each fiscal year; provide emergency procedures for when that number exceeds 50,000; require annual consultation between Congress and the President on refugee admissions; and establish the Office of U.S. Coordinator for Refugee Affairs and the Office of Refugee Resettlement. Most importantly, it established explicit procedures on how to deal with refugees in the U.S. by creating a uniform and effective resettlement and absorption policy.
A civilian casualty occurs when a civilian is killed or injured by non-civilians, mostly law enforcement officers, military personnel, rebel group forces, or terrorists. Under the law of war, it refers to civilians who perish or suffer wounds as a result of wartime acts. The term is generally applied to situations in which violence is committed in pursuit of political goals. During periods of armed conflict, there are structures, actors, and processes at a number of levels that affect the likelihood of violence against civilians.
The International Rescue Committee (IRC) is a global humanitarian aid, relief, and development nongovernmental organization. Founded in 1933 as the International Relief Association, at the request of Albert Einstein, and changing its name in 1942 after amalgamating with the similar Emergency Rescue Committee, the IRC provides emergency aid and long-term assistance to refugees and those displaced by war, persecution, or natural disaster. The IRC is currently working in about 40 countries and 26 U.S. cities where it resettles refugees and helps them become self-sufficient. It focuses mainly on health, education, economic wellbeing, power, and safety.
Best interests or best interests of the child is a child rights principle, which derives from Article 3 of the UN Convention on the Rights of the Child, which says that "in all actions concerning children, whether undertaken by public or private social welfare institutions, courts of law, administrative authorities or legislative bodies, the best interests of the child shall be a primary consideration". Assessing the best interests of a child means to evaluate and balance "all the elements necessary to make a decision in a specific situation for a specific individual child or group of children".
An internally displaced person (IDP) is someone who is forced to leave their home but who remains within their country's borders. They are often referred to as refugees, although they do not fall within the legal definitions of a refugee.
Forced displacement is an involuntary or coerced movement of a person or people away from their home or home region. The UNHCR defines 'forced displacement' as follows: displaced "as a result of persecution, conflict, generalized violence or human rights violations".
Refugee law is the branch of international law which deals with the rights and duties states have vis-a-vis refugees. There are differences of opinion among international law scholars as to the relationship between refugee law and international human rights law or humanitarian law.
The United States recognizes the right of asylum for individuals seeking protections from persecution, as specified by international and federal law. People who seek protection while outside the U.S. are termed refugees, while people who seek protection from inside the U.S. are termed asylum seekers. Those who are granted asylum are termed asylees.

VOLAG, sometimes spelled Volag or VolAg, is an abbreviation for "Voluntary Agency". This term refers to any of the nine U.S. private agencies and one state agency that have cooperative agreements with the State Department to provide reception and placement services for refugees arriving in the United States. These agencies use funding from the State Department's Bureau of Population, Refugees, and Migration (PRM) along with self-generated resources to provide refugees with a range of services including sponsorship, initial housing, food and clothing, orientation and counseling. VOLAGs may also contract with the Office of Refugee Resettlement to provide job placement, English language training and other social services. Each of the ten voluntary agencies recognized by the federal government vary significantly in their history, experience, size, denominational affiliation, philosophy, primary clientele, administrative structure, resettlement capacity, and institutionalized resettlement. Of the ten U.S. resettlement agencies, all of them are religiously affiliated or faith-based with the exception of the International Rescue Committee. The tenth VOLAG was added fairly recently in November 2022, when Bethany Christian Services (BCS) was officially designated as its own resettlement agency by the PRM.
Child migration or "children in migration or mobility" is the movement of people ages 3–18 within or across political borders, with or without their parents or a legal guardian, to another country or region. They may travel with or without legal travel documents. They may arrive to the destination country as refugees, asylum seekers, or economic migrants.
The International Organization for Peace, Care and Relief is a non-governmental organization based in Tripoli, Libya. Founded in 1999, the organisation has special Consultative Status with the Economic and Social Council of the United Nations (ECOSOC) and has an independent legal and financial status. The president of the organization is Khaled K. El-Hamedi.
Sudanese refugees are persons originating from the country of Sudan, but seeking refuge outside the borders of their native country. In recent history, Sudan has been the stage for prolonged conflicts and civil wars, as well as environmental changes, namely desertification. These forces have resulted not only in violence and famine but also the forced migration of large numbers of the Sudanese population, both inside and outside the country's borders. Given the expansive geographic territory of Sudan, and the regional and ethnic tensions and conflicts, much of the forced migration in Sudan has been internal. Yet, these populations are not immune to similar issues that typically accompany refugeedom, including economic hardship and providing themselves and their families with sustenance and basic needs. With the creation of a South Sudanese state, questions surrounding southern Sudanese IDPs may become questions of South Sudanese refugees.
The Office of Refugee Resettlement (ORR) is a program of the Administration for Children and Families, an office within the United States Department of Health and Human Services, created with the passing of the United States Refugee Act of 1980. The Office of Refugee Resettlement offers support for refugees seeking safe haven within the United States, including victims of human trafficking, those seeking asylum from persecution, survivors of torture and war, and unaccompanied alien children. The mission and purpose of the Office of Refugee Resettlement is to assist in the relocation process and provide needed services to individuals granted asylum within the United States.
The 2014 American immigration crisis was a surge in unaccompanied children and women from the Northern Triangle of Central America (NTCA) seeking entrance to the United States in 2014. According to U.S. law, an unaccompanied alien child refers to a person under 18 years of age, who has no lawful immigration status in the U.S., and who does not have a legal guardian to provide physical custody and care.
United Nations General Assembly Resolution 48/144 of 20 December 1993 is a resolution in which the General Assembly expressed its concern at the ongoing degradation of the humanitarian situation in Azerbaijan because of the displacement of considerable number of citizens due to Nagorno Karabakh conflict and supporting "emergency international assistance to refugees and displaced persons in Azerbaijan". The resolution is titled “48/114. Emergency international assistance to refugees and displaced persons in Azerbaijan”. It became the fifth United Nations document concerning Nagorno-Karabakh and the first United Nations General Assembly document on humanitarian aid to those affected by this conflict. This resolution was the first international document affirming the number of refugees and displaced persons in Azerbaijan exceeded one million. The document does not make any specific reference to previous UN resolutions on the ongoing conflict, but "its relevant resolutions regarding humanitarian assistance to refugees and displaced persons". The resolution was adopted by consensus without voting.
Turkey's migrant crisis, sometimes referred to as Turkey's refugee crisis, was a period during the 2010s characterised by a high number of people migrating to Turkey. Turkey received the highest number of registered refugees of any country or territory each year from 2014 to 2019, and had the world's largest refugee population according to the United Nations High Commissioner for Refugees (UNHCR). The majority were refugees of the Syrian Civil War, numbering 3.6 million as of June 2020. In 2018, the UNHCR reported that Turkey hosted 63.4% of all "registered Syrian refugees."
