The North American Leaders' Summit (NALS), called the Three Amigos Summit in the English language popular press and Cumbre de Los Tres Amigos in Spanish, [1] [2] [3] [4] is the trilateral summit between the prime minister of Canada, the president of Mexico, and the president of the United States. [5] The summits were initially held as part of the Security and Prosperity Partnership of North America (SPP), a continent-level dialogue between the three countries established in 2005, and continued after SPP became inactive in 2009. [6] [7]
The most recent North American Leaders' Summit was hosted by Mexican president Andrés Manuel López Obrador on January 10, 2023 in Mexico City.
Until 2009, the summits were held as part of the wider Security and Prosperity Partnership of North America. There are no fixed dates for the summits and in some years a summit has not been held for varying reasons. [8] In 2011, the summit was postponed out of respect for the bereavement of the Mexican government after the death of Mexican Interior Minister Francisco Blake Mora, and in 2015, Prime Minister of Canada Stephen Harper cancelled the Three Amigos summit as a political statement to protest U.S. President Barack Obama's push against the Keystone XL oil pipeline. During the First Trump administration from 2017 to 2021, no official summits were held. [11] The leaders of the three countries continued to meet at other events, such as the signing of the United States–Mexico–Canada Agreement during the 2018 G20 Buenos Aires summit.
Canada's long and complex relationship with the United States has had a significant impact on its history, economy, and culture. The two countries consider themselves among the "closest [of] allies". They share the longest border between any two nations in the world, and also have significant military interoperability. Both Americans and Canadians have generally ranked each other as one of their respective "favorite nations". Nonetheless, Canadian peacekeeping is deeply embedded in Canadian culture and is a distinguishing feature that Canadians feel sets their foreign policy apart from the United States. Canadian anti-Americanism has also manifested itself in a variety of ways, ranging from political, to cultural.
The Ogallala Aquifer is a shallow water table aquifer surrounded by sand, silt, clay, and gravel located beneath the Great Plains in the United States. As one of the world's largest aquifers, it underlies an area of approximately 174,000 sq mi (450,000 km2) in portions of eight states. It was named in 1898 by geologist N. H. Darton from its type locality near the town of Ogallala, Nebraska. The aquifer is part of the High Plains Aquifer System, and resides in the Ogallala Formation, which is the principal geologic unit underlying 80% of the High Plains.

The Security and Prosperity Partnership of North America (SPP) was a supra-national level dialogue with the stated purpose of providing greater cooperation on security and economic issues. The Partnership was founded in Waco, Texas, on March 23, 2005, by Prime Minister of Canada Paul Martin, President of Mexico Vicente Fox, and U.S. President George W. Bush. It was the second of such regional-level initiatives involving the United States following the 1997 Partnership for Prosperity and Security in the Caribbean (PPS).
United States energy independence is the concept of eliminating or substantially reducing import of petroleum to satisfy the nation's need for energy. Some proposals for achieving energy independence would permit imports from the neighboring nations of Canada and Mexico, in which case it would be called North American energy independence. Energy independence is espoused by those who want to leave the US unaffected by global energy supply disruptions and would restrict reliance upon politically unstable states for its energy security.
The Keystone Pipeline System is an oil pipeline system in Canada and the United States, commissioned in 2010 and owned by TC Energy and, as of March 2020, the Government of Alberta. It runs from the Western Canadian Sedimentary Basin in Alberta to refineries in Illinois and Texas, and also to oil tank farms and an oil pipeline distribution center in Cushing, Oklahoma.
The nations of Canada and Mexico established formal diplomatic relations in 1944. Initially, ties between the two nations were dormant, but since the 1990s relations between Canada and Mexico have positively developed as both countries brokered NAFTA.
The Fifth Summit of the Americas (VSOA) was held at Port of Spain in Trinidad and Tobago, on April 17–19, 2009.

North American integration is the process of economic and political integration in North America, largely centred on the integration of Canada, Mexico, and the United States.
The sixth Summit of the Americas was held at Cartagena, Colombia, on April 14–15, 2012. The central theme of the summit was "Connecting the Americas: Partners for Prosperity." The main issues at the summit's agenda was the exclusion of Cuba, the legalisation of drugs to fight the War on Drugs and Argentina's sovereignty claims over the Falkland Islands. Additionally, criticism of an expansionist monetary policy was also leveled on the developed economies. A final statement was not forthcoming over the issue of Cuba's inclusion in the next summit which was supported by all states except the United States and Canada. Panama was chosen to host the 7th Summit of the Americas.

The Forward on Climate rally was held at the National Mall in Washington, D.C. on February 17, 2013. The goal of the demonstration was to spur President Barack Obama and Congress to take more action to address global warming. Opposition to the proposed expansion of the Keystone XL Pipeline, that was still pending at the time, was a particular focus of the rally.
The Energy East pipeline was a proposed oil pipeline in Canada. It would have delivered diluted bitumen from Western Canada and North Western United States to Eastern Canada, from receipt points in Alberta, Saskatchewan and North Dakota to refineries and port terminals in New Brunswick and possibly Quebec. The TC PipeLines project would have converted about 3,000 kilometres (1,900 mi) of natural gas pipeline, which currently carries natural gas from Alberta to the Ontario-Quebec border, to diluted bitumen transportation. New pipeline, pump stations, and tank facilities also would have been constructed. The CA$12 billion pipeline would have been the longest in North America when complete.

The United States public policy agenda on issues affecting Native Americans under the Obama administration includes the signing of the Tribal Law and Order Act of 2010, which allowed tribal courts to extend and expand sentences handed down to them in criminal cases, strengthening tribal autonomy. Obama also supported and enforced the Executive Order 13175, which requires the federal government to consult with tribal governments when deliberating over policies and programs that would affect tribal communities. Under the Obama Administration was also the launching of Michelle Obama's program Let's Move In Indian Country, which aims to improve opportunities for physical activity, to increase access to healthy food in tribal communities, and to create collaborations between private and public sectors to build programs that will end childhood obesity in Native communities. Obama also supported tribal communities through certain provisions of the American Recovery and Reinvestment Act of 2009, which allocated $510 million for rehabilitation of Native American housing, and the settlement of the Keepseagle case, a lawsuit against the United States Department of Agriculture for discriminating against tribal communities by not allowing them equal access to the USDA Farm Loan Program. Most recently, Obama signed Executive Order 13592, which seeks to improve educational opportunities for American Indian and Alaska Natives. Obama has been praised by many tribal leaders, including those who claim he has done more for Native Americans than all of his predecessors combined.
APEC Peru 2016 was the XXVIII year-long hosting of Asia-Pacific Economic Cooperation (APEC) meetings in Peru, which was culminate with the XXIV APEC Economic Leaders' Meeting in 19–20 November 2016 in Lima. It marked the second time Peru played host to the APEC, previously hosting in 2008.

"There is no fixed time of year for the three leaders to meet. Dates for the summit have been prone to change. The three countries rotated hosting duties between 2005 and 2009, but in 2010, Canada postponed a meeting that had been scheduled to be held in Wakefield, Que., and then did not host it at all... There was no summit in 2013.

The leaders started holding what is informally known as the Three Amigos summit in 2005 and met most years until 2016. The practice ended when U.S. President Donald Trump took office in January 2017.
