The North West Provincial Legislature is the primary legislative body of the South African province of North West. It is unicameral in its composition, and elects the premier and the provincial cabinet from among the members of the leading party or coalition in the parliament.

At the commencement of the 7th provincial legislature on 14 June 2024, the number of seats allocated to the North West Provincial Legislature increased from 33 to 38. [3]

Powers

The North West Provincial Legislature elects the Premier of North West, the head of the province's executive. The legislature, by passing a motion of no confidence, can force the Premier to resign. The legislature may pass a motion of no confidence to compel the Premier to reconfigure the Executive Council, even though the Executive Council members are selected by the Premier. The legislature also appoints North West's delegates to the National Council of Provinces, allocating delegates to parties in proportion to the number of seats each party holds in the legislature.

The legislature has the power to pass legislation in multiple fields, matters such as health, education (except universities), agriculture, housing, environmental protection, and development planning, all mentioned in the national constitution; in some fields the legislative power is shared with the national parliament, while in others it is reserved to the province alone.

The legislature oversees the administration of the North West provincial government, and the Premier and the members of the Executive Council are required to report to the legislature on the performance of their responsibilities. The legislature also manages the financial affairs of the provincial government by way of the appropriation bills which determine the provincial budget.

Election

The Legislature, like all those in South Africa, is chosen via party list proportional representation, for terms of five years, though may be dissolved earlier under certain conditions. The most recent election was held on 29 May 2024. The following table summarises the results.

Pemmy Castelina Pamela Majodina is a South African politician from the Eastern Cape. A member of the African National Congress (ANC), she has been the Minister of Water and Sanitation since July 2024. Between May 2019 and June 2024, she was the Chief Whip of the Majority Party in the National Assembly of South Africa.

Kathleen Dibolelo Mahlatsi is a South African politician who has been a Member of the Free State Executive Council for Public Works and Infrastructure and a Member of the Free State Provincial Legislature since March 2023. She is a former Member of the National Assembly of South Africa from the Free State. Mahlatsi is a member of the African National Congress.

Motlalepula Ziphora Rosho is a South African politician. A member of the African National Congress, she was elected deputy speaker of the North West Provincial Legislature in 2010. In 2012 she was appointed as the Member of the Executive Council (MEC) for Economic Development, Environment, Conservation and Tourism in the North West Provincial Government. Rosho was discharged from the executive council in 2014 and then served in the provincial legislature as a committee chairperson until December 2018, when she returned to the executive as MEC for Local Government and Human Settlement. Rosho was appointed as MEC for Finance after the 2019 elections. After the 2024 election, she became the chief whip of the house in the legislature.

Sebonta Desbo Mohono is a South African politician who is currently serving as the speaker of the North West Provincial Legislature. Since 2009, she has served continuously in the North West Provincial Legislature and the Executive Council of the North West, including as MEC for Tourism from 2014 to 2018 and as the MEC for Agriculture and Rural Development from December 2018 until June 2024.

Lazarus "Lazzy" Mokgosi is a South African politician who has been the eighth Premier of the North West since June 2024 and a Member of the North West Provincial Legislature since December 2022. He is a member of the African National Congress (ANC) and in August 2022 was elected to a four-year term as Deputy Provincial Chairperson of the party's North West branch.

Mmaphefo Lucy "Wendy" Matsemela is a South African politician who was Member of the Executive Council (MEC) for Education in the North West from May 2019 to December 2022. She represented the African National Congress (ANC) in the National Assembly from 2004 to 2009 and in the North West Provincial Legislature from 2009 to 2022. While in the provincial legislature, she served almost continuously in the North West Executive Council, excepting two gaps from 2010 to 2013 and from 2016 to 2018. She resigned from the provincial legislature in December 2022 after Premier Bushy Maape fired her as an MEC.

The North West of South Africa is governed in a parliamentary system in which the people elect the North West Provincial Legislature and the legislature elects the Premier as head of the executive. The Premier leads a cabinet of MECs overseeing various executive departments. The provincial government is subject to the Constitution of South Africa.
