P. Shanmugam is an Indian communist politician from Tamil Nadu. He is currently serving as the secretary of Tamil Nadu unit of Communist Party of India (Marxist). [1] [2] He is also a member of the Central Committee of the party since 10 April 2022. [3] [4]
He studied at Ramasamy Tamil College in Karaikudi,present-day Sivaganga district. At the age of 19,Shanmugam became associated with the CPM by joining its student wing,the Students Federation of India (SFI) and later he held the posts of state president and secretary of SFI Tamil Nadu unit. [5]
Shanmugam gained prominence by founding the TN Tribal People Association in 1992 and advocating for tribal rights. He was the first general secretary of the organisation. [6]
After violence unleashed by the police and forest officials on the tribals in Vachathi,Dharmapuri,during the 1992 search for forest brigand Veerappan,he was the first person to visit the place on 14 July 1992. [7] [8] Three days later he told the incident to CPM Politburo member and Rajya Sabha MP A. Nallasivan who filed petition in Madras High Court on 20 August 1992. [9] Shanmugam continued leading struggles in the court and outside to get justice for the victims. [10] [11] All these efforts drew the nation's attention to the atrocities,and succeeded in bringing about an inquiry by the Central Bureau of Investigation. [12] P. Shanmugam had taken this case to the SC/ST Commission that awarded compensation of Rs 1.25 crore to the victims in 2007. This sum was distributed among 500 villagers. [13]
After the justice was finally delivered by Madras High Court on 29 September 2023,Shanmugam welcomed the verdict and also delivered lecture at the victory celebration seminar organised by the All India Lawyers Union in Chennai on 20 October 2023. [14]
He has written a book named "A War Cry of the Lost:A Heroic Saga of Vaachathi" (original Tamil version :வாச்சாத்திவன்கொடுமை- வழக்கும்தீர்ப்பும்) on this event of Vachathi case and struggles for the justice for its victims. The book was translated into English by V.B. Ganesan. [15] [16]
He was one of the leaders of the tribal people's struggle which led to the enactment of Forest Rights Act,2006 in UPA-I government. [17] [18]
He served as the general secretary of the Tamil Nadu Vivasayigal Sangam (AIKS),a CPM wing,for 13 years. He played a key role in mobilizing support against the BJP-led Union government's farm bills in 2020. [19] [20] He is also the state president of the Farmers Association since 2020. [21]
Shanmugam was also a leader of the protest led by CPIM demanding pattas for people facing forceful removal from government poramboke,dry water bodies,temples,and mutt lands in Tamil Nadu. He led a protest rally in Mayiladuthurai district. [22]
He was first elected to the Central Committee of CPI(M) in the last day of the 23rd Party Congress held at Kannur,Kerala on 10 April,2022.
He was the member of the four-membered panel formed by the CPI(M) for seat sharing discussions with the Dravida Munnetra Kazhagam for 2024 Indian general election. [23]
On 5 January 2025,He was elected as the secretary of Tamil Nadu unit of Communist Party of India (Marxist),succeeding K. Balakrishnan at the party's state conference in Villupuram. He is the first dalit to hold that post. [24]
In recognition of his efforts for the underprivileged,he received the Ambedkar Award 2023 from the Tamil Nadu state government. [25] [26]

On 17-7-1992, the petitioner came to know through P. Shanmugam, the Secretary of the Tamilnadu Tribals Association, who had visited Vachathi on 14-7-1992, about the abovesaid attack and the fact that 200 men and women had been arrested and remanded to judicial custody.
"We used all forms of protest for the Vachathi case. It became a people's movement. That is the reason for the victory," P Shanmugam, former secretary of the Tamil Nadu Tribal Association, instrumental in bringing the case to light, said at the victory celebration seminar organised by the All Inda Lawyers Union (AILU) in Chennai on October 20.

Chief Minister M K Stalin extended his greetings to the newly elected Shanmugam and expressed happiness that he was a recipient of the Ambedkar Award by the Centre for toiling hard for the welfare of the oppressed communities.
