Pengiran Bahrin bin Pengiran Haji Abbas (born 2 July 1946), [1] [2] sometimes spelled Pengiran Bahrin Abas, is a lawyer and politician in the Government of Brunei whom formerly took office as the first Minister of Law from 1984 to 1998, [3] the first Minister of Communications from 1984 to 1986, and the sixth Attorney General of Brunei from 1978 to 1998. [4]
Pengiran Bahrin was educated at Jamalul Alam Malay School and Sultan Omar Ali Saifuddien College in Brunei, Millfield School and later University of Birmingham (LLB with Hons) in 1968, Gray's Inn and the first qualified Bruneian from the University College London (LLM) in 1970. He became a barr-at-law in 1969, Assist Counsel & Deputy Public Prosecutor (DPP) in the Attorney General's Chambers from 1970 to 1975, Deputy Attorney General from 1975 to 1976, and finally Solicitor general from 1976 to 1978. In 1977, Pengiran Bahrin passed the Rang Undang-Undang Perjalanan Udara (Air travel) bill. [5] Sultan Hassanal Bolkiah gave a contribution of B$210,000 to the United Nations International School (UNIS) in 1985. Pengiran Bahrin, the sultan's special envoy, presented the gift to Mr. Refauddin Ahmad, chairman of the board of UNIS, on the occasion of the United Nations' 40th anniversary and the first anniversary of Brunei's membership. [6] He enacted the Legal Profession Act on 1 October 1986, [7] where Sections 3 and 4 of this act must be met for someone to be admitted to the Brunei Bar (law). [8]
On 20 October 1986, when he was appointed as the first and only Minister of Law, and co-currently Minister of Communications. [9] [10] On 3 October 1987, a reception was held in the South Korean Embassy in Bandar Seri Begawan to commemorate National Foundation Day. The Korean ambassador, Kang Sung Ku, was there to greet guests. Pengiran Bahrin, a government representative, attended the event as the main guest. Foreign ambassadors, prominent government officials, and Korean citizens living in the Sultanate were also present during the event. [11]
The long-standing agreements between Brunei and the United Kingdom regarding judicial cooperation and assistance from Hong Kong that had existed since 1963 were officially terminated in 1993, according to Pengiran Bahrin, who spoke at the opening of the Legal Year on 18 January. He added that Brunei would be able to do this without their support as there are enough retired judges who have consented to continue serving directly in the Supreme Court. According to him, efforts are being made to update the Revised Edition of the Laws as soon as is practical in terms of both major and subsidiary laws. [3] He resigned from his post around 24 June 1998. [12] [4]

Pengiran Bahrin married Datin Masni binti Mohd Ali, and together they have two sons and two daughters. [1] A son of theirs is Pengiran Izad Ryan, a counsel and Vice President of Law Society of Brunei Darussalam. [14] [15]
Pengiran Bahrin was bestowed the title of Yang Amat MuliaPengiran Laila Kanun Diraja on 21 March 1978, [1] [16] making him a member of Cheteria. [17] Moreover, he has earned the following honours; [18]
The Pingat Hassanal Bolkiah Sultan is an honorary medal of Brunei. The award is subdivided into two classes: the first class Darjah Pertama and the second class Darjah Kedua.
Pengiran Anak Mohamed Alam was a nobleman, magistrate, and politician who served as the fourth Speaker of the Legislative Council from 1971 to 1974, and as the Chief of Adat Istiadat Negara from 1954 to 1981. A member of the Bruneian royal family, he was the father of Pengiran Anak Saleha, the queen consort of Sultan Hassanal Bolkiah. He was also the maternal grandfather of Al-Muhtadee Billah, the Crown Prince of Brunei.

The Most Esteemed Family Order of Laila Utama is an order of Brunei. It was established on 1 March 1954 by Sultan Omar Ali Saifuddien III. The order carries the post-nominal letters "DK" or "DK I" as well as the title "Dato Laila Utama".
The Cheteria are a group of royal dignitaries within the Sultanate of Brunei whose position ranks below the Wazir (Vizier) but above the Manteri. Each carry specialised tasks and report directly to the Sultan of Brunei. The Cheteria hierarchy is structured around what is known as the Four Fold system which expands up to 32 folds. The title of Cheteria are only bestowed upon the Pengiran, especially to the caste of Pengiran known as the Pengiran Peranakan. The awarding of such titles are held in a ceremony called "mengangkat".
Pengiran Anak Kemaluddin was a nobleman, politician and teacher from Brunei who served as the sixth Speaker of the Legislative Council of Brunei (LegCo), Member of the Privy Council, and the head of the Department of Religious Affairs. He was the founder of several Arabic schools. The institutions included the Seri Begawan Religious Teachers College, the Raja Isteri Pengiran Anak Damit Girls' Secondary Arabic Religious School, and the Hassanal Bolkiah Boys' Arabic Secondary School.
Pengiran Anak Abdul Aziz is a nobleman and formerly a police officer from Brunei who previously served as the Controller of the Royal Customs and Excise of Brunei, member of the Royal Succession Council, member of the Royal Council, and the Chief of Jabatan Adat Istiadat Negara. He was one of the concept contributors for the change in the name of the Police Force to the Royal Brunei Police Force (RBPF) as a Royal Dignitary, a State Dignitary, and a Member of Councils. Notably, he also made changes to the flag, the pattern, and the uniform color of the department's officers and staffs during his tenure as the Controller of the Royal Customs and Excise.
Pengiran Anak Puteh, also referred to as Pengiran Puteh Alam, is a Bruneian nobleman, arbitrator and diplomat as the ambassador of Brunei to the United States from 1997 to 2009, and Japan in 1986. As the permanent secretary at the Ministry of Foreign Affairs, he participated in the formulation of policy regarding matters pertaining to international law, the South China Sea dispute, and the land and marine frontiers of the United Nations Convention on the Law of the Sea. Pengiran Ibnu Basit bin Pengiran Haji Apong, also known as Pengiran Ibnu Ba'asith, is a nobleman, soldier and politician in the Government of Brunei whole formerly took office as the Deputy Minister of Defence from 1986 to 2005, and the first local officer to be the commanding officer of the Boat Sections of the Boats Section AMDB from 1965 to 1966.
Pengiran Umar bin Haji Pengiran Apong, sometimes spelled Pengiran Omar Apong, was a nobleman and police officer who became the second Brunei local to be appointed Brunei's Commissioner of the Royal Brunei Police Force (RBPF) after the Sultanate regained full independence from Great Britain on 1 January 1984, and later a member of the Royal Council.
Pengiran Abu Bakar bin Pengiran Umar was a Bruneian nobleman, civil servant, and politician who served as the fifth Speaker of the Legislative Council of Brunei. He held this position from 1 December 1974 until his retirement on 14 December 1981. Notably, he was the father-in-law of Princess Masna Bolkiah. His son, Pengiran Anak Abdul Aziz, became the prince consort of Princess Masna Bolkiah, who is the daughter of Sultan Omar Ali Saifuddien III.
Pengiran Ismail bin Pengiran Damit is a Bruneian nobleman, architect and politician whom designed the Istana Nurul Iman, and former Minister of Development (MOD) from 1986 to 2001. Additionally, he is also the former President of the Brunei Amateur Football Association (BAFA), and the Sultan Haji Hassanal Bolkiah Foundation (YSHHB). The former Minister of Development was involved in a historic corruption trial came which sentenced him to seven years in prison after finding him guilty of 11 corruption counts.
Pengiran Muda Hashim was a Bruneian nobleman and politician who held several significant positions, including membership in the Privy Council, Legislative Council, and the Brunei Islamic Religious Council. As a member of the Bruneian royal family, he was the husband to Pengiran Anak Puteri (Princess) Besar, the daughter of Sultan Muhammad Jamalul Alam II. He was named Wazir in 1952 and served on the executive committee for the coronation ceremony of Sultan Hassanal Bolkiah, acting as Sultan during the late Sultan's foreign tours.

He is the current Chief of Jabatan Adat Istiadat Negara, a member of the Privy Council of Brunei, and assistant chairman of Adat Istiadat Council, and Yayasan Sultan Haji Hassanal Bolkiah's board of governors.
The Jabatan Adat Istiadat Negara is a government department under the Prime Minister's Office that functions to guarantee the constant maintenance of Royal Customs. It has been translated literally as the Office of State Customs, the Department of the State Customs or the State Department of Customs and Traditions, even though it does not have an English name. In order to guarantee that the practice and implementation, particularly the Istiadat Diraja, are always in accordance with the philosophy of Melayu Islam Beraja, preaching and teaching the public through lectures, briefings, and workshops on Adat Istiadat (Customs) are regularly held.
