The Council of Cabinet Ministers (Malay : Majlis Mesyuarat Menteri-Menteri Kabinet) is the body of high-ranking Brunei officials, consisting of the top leaders of the executive branch of Brunei government. Led by the Sultan himself, who has also been the Prime Minister of Brunei since 1984.
The Council consists of the Prime Minister (the Sultan), the Senior Minister (the Crown Prince), ministers and the second ministers, and deputy ministers of respectives ministries. All of the ministers and deputy ministers are appointed by the Prime Minister-Sultan. The ministers are responsible directly to the Sultan and hold their seats at His Majesty's pleasure, usually reshuffle and nominate every 5 years. [1]
The cabinet was established in 1959. [2] Immediately upon Brunei's independence on 1 January 1984, the following portfolios were introduced as the first cabinet line-up: [3]
On 20 October 1986, after the demise of the late Sultan Omar Ali Saifuddien III, the cabinet was reshuffled which saw the introduction of new ministerial posts, namely the Ministers of Health and Religious Affairs, and Special Adviser in the Prime Minister's Office. [4] The reshuffle saw the cabinet being enlarged to a total of 13 ministerial and 8 deputy ministerial posts. [4]
The cabinet was reshuffled again in 1988, [5] 2005, [6] 2010, [7] 2015, [5] 2018, [8] and 2022. [2] Since 2005, cabinet reshuffle typically happened every five years. [8] However, the 2015 cabinet term lasted less than five years with a "surprise" reshuffle in 2018, with no official reason given, [8] although it was speculated that corruption could be a reason. [9] In contrast to the previous cabinets which served or intended to serve for five years, the 2022 cabinet shall serve for a four-year term. [2]
The State Mufti and Attorney General were included in the cabinet and declared ministry-level positions in the reshuffles of 2005, [10] 2010, [7] 2015, [11] and 2018. [12]
The 2005 cabinet line-up saw the introduction of new ministerial posts, namely Senior Minister in the Prime Minister's Office, Minister of Energy in the Prime Minister's Office, Second Minister of Finance, and Second Minister of Foreign Affairs. [6] Meanwhile, the 2018 cabinet line-up saw the introduction of the new Second Minister of Defence,[ citation needed ] but the position was not renewed in 2022 reshuffle. [2]
The 2010 reshuffle saw the appointment of Adina Othman as the first female deputy minister, holding the Deputy Minister of Culture, Youth and Sports portfolio. [7] Meanwhile, the 2022 reshuffle saw the appointment of Romaizah Mohd Salleh as the first female minister, holding the Minister of Education portfolio. [2] [13]

The Legislative Council of Brunei is a national unicameral legislature of Brunei. The council comprises 36 appointed members, that only has consultative tasks. Under Brunei's 1959 constitution, His Majesty Hassanal Bolkiah is the head of state with full executive authority, including emergency powers since 1962. The Council holds its sitting annually in March at Legislative Council Building in Bandar Seri Begawan.
The prime minister of Brunei is the head of government of Brunei. Concurrently, the title is held by the sultan of Brunei, who as sultan is also the head of state of the country. As the prime minister, the Sultan and Yang Di-Pertuan is the head of both the ministerial cabinet and the Legislative Council of Brunei.
Adanan bin Yusof, sometimes referred to as Pehin Dato Adanan, is a Bruneian nobleman and politician who served as Minister of Home Affairs (MOHA) from 2005 to 2010, and as Minister of Health from 2010 to 2015, and a current member of the Brunei Legislative Council.
The Ministry of Health is a cabinet-level ministry in the government of Brunei which oversees the health system in the country. It is currently led by a minister and the incumbent is Mohd Isham Jaafar, who took office since 1 December 2017. The ministry is headquartered in Bandar Seri Begawan.
Mustappa bin Sirat is a diplomat and politician in the Government of Brunei. He took office as the Minister of Communications from 2015 to 2018 and also as the Deputy Minister of Defence.
Halbi bin Mohammad Yussof ; born 22 June 1956, is a Bruneian nobleman, military officer and politician who currently serves as a Minister at the Prime Minister's Office and Minister of Defence II. He is a former member of the Legislative Council of Brunei, and previously served as the Minister of Defence II from 2018 to 2022, Minister of Culture, Youth and Sports from 2015 to 2018, Commander of the Royal Brunei Armed Forces (RBAF), and Royal Brunei Land Forces (RBLF).
Hayati binti Mohd Salleh is a Bruneian lawyer and the first female Attorney General of Brunei, who served the office from 2009 to 2018. She is also the first female High Court Judge in the Supreme Court of Brunei, as well as the first Bruneian Malay woman to be called to the English Bar.
The Ministry of Home Affairs is a cabinet-level ministry in the government of Brunei which is responsible for the country's administrative divisions, municipal areas, immigration, labour, fire and rescue services, prison and rehabilitation institutions, and national disaster management. It was established immediately upon Brunei's independence on 1 January 1984. It is currently led by a minister and the incumbent is Ahmaddin Rahman, who took office since 7 June 2022. The ministry is headquartered in Bandar Seri Begawan.
The Ministry of Culture, Youth and Sports, Brunei Darussalam is a ministry in the Government of Brunei Darussalam responsible for the policies and development of the country's national culture, youth, and sports. It was established immediately upon Brunei's independence on 1 January 1984. It is led by a minister, and the incumbent is Nazmi Mohamad who has held office since 7 June 2022. The ministry is headquartered in Bandar Seri Begawan, in the Brunei-Muara District of the sultanate of Brunei Darussalam.
The Ministry of Defence Brunei Darussalam, officially abbreviated as MinDef, is a cabinet-level ministry of the Government of Brunei. It is responsible for the country's national security and military forces, the latter collectively known as the Royal Brunei Armed Forces (RBAF); Angkatan Bersenjata Diraja Brunei, (ABDB). It is Brunei's ministry of defence; and was established on 1 January 1984, when Brunei Darussalam achieved independence from the United Kingdom. The Ministry of Defence leadership presently consists of a minister ; its incumbent is the Sultan of Brunei, Hassanal Bolkiah, who is also the Supreme Commander of the RBAF / ABDB. A deputy minister is second-in-command at the MinDef.
The Most Blessed Order of Setia Negara Brunei, also translated as The Most Blessed Order of Loyalty to the State of Brunei, is an order of Brunei. It was established on 29 November 1959 by Sultan Omar Ali Saifuddien III.
The Most Distinguished Order of Paduka Seri Laila Jasa, also translated as The Most Distinguished Order of Merit of Brunei, is an order of Brunei. It was established in February 1964 by Sultan Omar Ali Saifuddien III.
The Most Eminent Order of Islam Brunei, also translated as The Most Illustrious Islamic Religious Order of the State of Brunei, is an order of Brunei. It was established on 1 August 1968 by Sultan Hassanal Bolkiah for service in the propagation, preservation and strengthening of the Islamic religion.
The Ministry of Finance and Economy is a cabinet-level ministry in the government of Brunei which is responsible for the monetary, fiscal and economic policies and development in the country. It was established immediately upon Brunei's independence on 1 January 1984. It is currently led by a minister in which the incumbent is Hassanal Bolkiah, the Sultan of Brunei, as well as a second minister and two deputy ministers.
The Prime Minister's Office is the leading and largest cabinet-level ministry in the government of Brunei. It serves as the immediate office of the country's prime minister, as well as oversees several key government departments. It was established immediately upon Brunei's independence on 1 January 1984, with Hassanal Bolkiah, the current Sultan of Brunei, being the first and only Prime Minister to date. The leadership also consists of a Senior Minister, introduced in 2005 and has since been held by the Crown Prince Al-Muhtadee Billah, a Special Advisor to His Majesty, as well as in-house ministers and deputy ministers.
Ali binApong is a Bruneian politician who serves as the Deputy Minister of Development and for the Prime Minister's Office from 2010 until 2015. He later became the Minister of Primary Resources and Tourism (MPRT) from 2015 until 2022.
Romaizah binti Mohd Salleh is the current Minister of Education (MoE) since 2022, the Chairperson of Universiti Teknologi Brunei (UTB) Council members, Universiti Brunei Darussalam (UBD), and Sultan Sharif Ali Islamic University (UNISSA). She previously holds the position of Deputy minister and Acting Minister of the same Ministry in 2018.
Abu Bakar bin Apong is a Bruneian nobleman and politician whom formerly held the position of Minister of Health (MOH) from 1998 to 2005, Minister of Communications (MOC) from 2005 to 2010, Minister of Education (MOE) from 2010 to 2015, and Minister of Home Affairs (MOHA) from 2015 to 2022. He had served in the government for the second-longest period of time after Pehin Isa Ibrahim.
Abdul Rahman bin Ibrahim is a Bruneian nobleman and politician whom formerly held the position of Minister of Finance II from 2005 to 2018 and Minister at the Prime Minister's Office from 2015 to 2018. Moreover, he is also a member of the board of directors of Brunei Investment Agency (BIA) from 2001 to 2003; deputy chairman of the board of directors of the Sustainability Fund; board member of the Authoriti Monetari Brunei Darussalam (AMBD); board member of the Sultan Haji Hassanal Bolkiah Foundation.
The Privy Council is a formal body of advisers to the monarch of Brunei. When His Majesty appoints people to posts with traditional ranks, titles, and honors, the council provides advice. The council was established in 1959 in accordance with Brunei's constitution and are in charge of advising His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam on the three branches of government which are the executive, judicial, and legislative, even though they have separate powers. This is in keeping with the Malay Islamic Monarchy (MIB) philosophy of the country.
