Isa bin Haji Ibrahim (born 9 February 1935) is a Bruneian aristocrat and politician, currently serving as Special Adviser to His Majesty the Sultan and Minister at the Prime Minister's Office (PMO) since January 2018. His distinguished career began in 1962, when he started as an assistant legal adviser, later becoming Deputy Menteri Besar of Brunei and General Adviser to the Sultan. Over the years, Pehin Isa has held numerous high-profile positions, including chairman of Royal Brunei Airlines (RBA), member of the Privy Council, and Speaker of the Legislative Council. [1]
Isa was born in Brunei on 9 May 1935, [2] to Pehin Datu Perdana Manteri Dato Laila Utama Haji Ibrahim, an aristocrat who served as Brunei's first Menteri Besar and later as the speaker of the Legislative Council. [3] He had several siblings, each with notable achievements, including his brothers Pehin Orang Kaya Penggawa Laila Bentara Diraja Dato Laila Utama Abbas Al-Sufri, a distinguished civil servant, [4] and Haji Adnin, a successful businessman. [5]
He received his early education at Kilanas Malay School in Brunei Town (now Bandar Seri Begawan) and continued his schooling at Roman Catholic School in Brunei Town. He furthered his studies abroad, attending Stamford School in Penang, Malaysia, Victoria Bridge School in Singapore, Beatty Secondary School in Singapore, and Sevenoaks School in Kent, England. He completed his A-level at Brighton Technical College in Sussex, England, and in July 1961, earned a Bachelor of Arts (Hons) in law from the University of Southampton, England. In February 1962, Isa qualified as a Barrister-at-Law from Middle Temple. [1]
On 21 February 1953, the inaugural Sarawak–North–Borneo–Brunei Conference took place in Kuching. Sultan Omar Ali Saifuddien III, British Resident John Barcroft, and Secretary Isa were present on behalf of Brunei. To assure the Conference's success and validity, the High Commissioners Anthony Abell and Malcom MacDonald personally persuaded the Sultan to join. [6]
In March 1962, Isa began his government service as an assistant legal adviser (assisting counsel) and deputy public prosecutor at the Department of Legal Affairs. Then from April to December 1962, he was attached to the Attorney General's Chambers in Kuala Lumpur as Deputy Public Prosecutor, Federation of Malaya. In February 1963, he was the Secretary to Brunei Delegation at negotiations on merger with Malaysia. [7] In September 1965, he was appointed assistant AG and promoted to deputy AG in January 1968. He served as acting AG multiple times in the absence of the AG. In October 1970, Isa was appointed Deputy Menteri Besar and, in October 1971, General Adviser to His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam. [1]
Isa was also a member of the Adat Istiadat Council and the chairman of RBA's board of directors from its founding in November 1974 to January 1984. [1] [7] He later became Special Adviser to His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam in the PMO, concurrently serving as Minister of Home Affairs from 21 October 1986, to 24 May 2005. At the same time, he served as a member of the Council of Cabinet Ministers from from 21 October 1986 to 24 May 2005, and as a member of the Privy Council until 24 May 2005. [1]
On behalf of Brunei's Government, Isa Ibrahim and on behalf of the Malaysian Government, Mohamed Rahmat signed a Memorandum of understanding (MoU) on Cooperation in the Field of Information and Broadcasting on 14 February 1992. [8] On 10 February 2011, he was appointed as the Legislative Council's speaker. [2] Pehin Isa has taken on the role of Minister at the PMO since 30 January 2018, in which he had remained at post through the 2023 council reappointment. [9]
Married to Seri Laila Pengiring Di-Raja Datin Seri Utama Hajjah Rosnah binti Abdullah, and they have five children; two sons and three daughters. His hobbies include photography and golf. [10] A notable child of his is Ahmad, Attorney General of Brunei. [11] For a period of time, his daughter, Siti Mariam, would be married to Ivica @ Adam Kalebic, [12] founder of Fratini franchise. [13] The former couple would give birth to Anisha Rosnah [14] and Danial Deen Isa-Kalebic, [15] founder of The Potato Habit. [16]
Isa was bestowed by Sultan Hassanal Bolkiah the Manteri title of Pehin Orang Kaya Laila Setia Bakti Di-Raja on 11 May 1968, [7] [17] referred to by Yang Berhormat as honorific.

Omar Ali Saifuddien Sa'adul Khairi Waddien was the 28th Sultan of Brunei, reigning from 1950 until his abdication in 1967 to his oldest son, Hassanal Bolkiah.
Ismail bin Omar Abdul Aziz was a Malaysian aristocrat and politician who became the first State Mufti of Brunei under the Ministry of Religious Affairs office, later State Mufti Office. Ibrahim bin Mohammad Jahfar was an aristocrat and politician who became Brunei's first Menteri Besar, serving from 29 September 1959 to 1 August 1962. He played a key role in advising Sultan Omar Ali Saifuddien III on significant developments, including the National Development Plan and the drafting of Brunei's written constitution. Throughout his career, Ibrahim held several important positions, including private secretary to the Sultan, Speaker of the Legislative Council, member of the Privy Council, and Secretary of State to the British Resident.
Pengiran Muhammad Yusuf bin Pengiran Haji Abdul Rahim, pen name Yura Halim, was a Bruneian nobleman, politician, civil servant, diplomat, and writer. He served as the Menteri Besar of Brunei from 1967 to 1972. He wrote the lyrics for Brunei's national anthem, "Allah Peliharakan Sultan," in 1947. The song was adopted as the country's official national anthem in 1951, when it was still a British protectorate. He was longtime member of the Legislative Council of Brunei, serving on the council until his death in 2016.
The Most Distinguished Order of Paduka Seri Laila Jasa, also translated as The Most Distinguished Order of Merit of Brunei, is an order of Brunei. It was established in February 1964 by Sultan Omar Ali Saifuddien III.
The Most Esteemed Family Order of Laila Utama is an order of Brunei. It was established on 1 March 1954 by Sultan Omar Ali Saifuddien III. The order carries the post-nominal letters "DK" or "DK I" as well as the title "Dato Laila Utama".
The Prime Minister's Office is the leading and largest cabinet-level ministry in the government of Brunei. It serves as the immediate office of the country's prime minister, as well as oversees several key government departments. It was established immediately upon Brunei's independence on 1 January 1984, with Hassanal Bolkiah, the current Sultan of Brunei, being the first and only prime minister to date. In his later years, he was appointed as a member of the Legislative Council, continuing his public service until his passing in 2008.
Mohammad Jamil Al-Sufri bin Umar, pen name Wijaya, was a Bruneian aristocrat, historian and teacher who served as a member of the Royal Council, member of the Royal Succession Council, member of the Islamic Religious Council, and member of the Privy Council. He has also been referred to as the National Historian. He wrote works on the country's history, ancestry, customs and traditions, royal titles, Malay Islamic Monarchy (MIB), education, writings on Brunei heroes, and other topics.
Mohammad bin Haji Daud is a Bruneian aristocrat, military officer and politician who became the 1st Commander of the Royal Brunei Armed Forces (RBAF) from 1985 until 1990, the 3rd Minister of Culture, Youth and Sports (MCYS) from 2005 until 2008, and the Minister of Energy from 2008 until 2010.
Abu Bakar bin Haji Apong is a Bruneian aristocrat and politician whom formerly held the position of Minister of Health (MOH) from 1998 to 2005, Minister of Communications (MOC) from 2005 to 2010, Minister of Education (MOE) from 2010 to 2015, and Minister of Home Affairs (MOHA) from 2015 to 2022. Before to that, he served as the Minister of Communications, the Minister of Education, and the Minister of Health. His last position was as Minister of Education, which he held from 1988 until 24 May 2005. He served in the civil service beginning with his first appointment in 1964 and held a number of roles from that time until Brunei's independence in 1984, including acting Chief Minister.
Mohammad Zain bin Haji Serudin, pen name Shukri Zain, is a Bruneian aristocrat, politician and poet who formerly held the position of Minister of Religious Affairs from 1986 to 2010. He has traveled abroad and made significant literary contributions to Malay-Islamic literature, including Islamic poetry and usage of his own Malay language to convey his poetic ideas. He also was the leader or president of the Brunei Youth Council (BYL), and a member of the Privy Council.
Mohammad Abbas Al-Sufri bin Haji Ibrahim was an aristocrat, civil servant and courtier from Brunei who previously served as the acting personal secretary to Sultan Omar Ali Saifuddien III. He had a career in the government service of Brunei, in which he held a number of important positions such as being a member of the Privy Council of Brunei from 1972 to 2014.
Zakaria bin Haji Sulaiman was a Bruneian aristocrat and politician who took office as the Minister of Communications from 1988 to 2005, and Deputy Minister of Foreign Affairs from 1986 to 1989.
Pengiran Muhammad Ali bin Pengiran Haji Muhammad Daud, commonly known as Pengiran Ali, was a Bruneian nobleman, teacher, and politician. He served as the first Deputy Menteri Besar from 1962 to 1965 and was a member of the Legislative, Executive, and Privy Councils. Pengiran Ali played a pivotal role in Brunei's history, particularly during the 1950s and 1960s. He was the first of the "three M's" feared by the British government, alongside Pengiran Muhammad Yusuf and Marsal Maun. He was also the father-in-law of Princess Amal Nasibah, daughter of Sultan Omar Ali Saifuddien III.
Pengiran Muda Hashim was a Bruneian nobleman and politician who held several significant positions, including membership in the Privy Council, Legislative Council, and the Brunei Islamic Religious Council. As a member of the Bruneian royal family, he was the husband to Pengiran Anak Puteri (Princess) Besar, the daughter of Sultan Muhammad Jamalul Alam II. He was named Wazir in 1952 and served on the executive committee for the coronation ceremony of Sultan Hassanal Bolkiah, acting as Sultan during the late Sultan's foreign tours.

He was also part of Sultan Omar Ali Saifuddien III's entourage during the 1962 hajj pilgrimage.
