Elinda binti Haji C.A. Mohammad is a retired politician and lawyer from Brunei who previously served as the Deputy Minister at the Prime Minister's Office (PMO) from 2018 to 2020, and Director of Anti-Corruption Bureau (ACB) in the same tenure. [1]
In 1988, Elinda graduated with honours from the University of London in the United Kingdom with an LL.B. in law. In 1988, she began her career in the Anti-Corruption Bureau of the Government of Brunei. Her Certificate in Legal Practice (CLP) was awarded by the University of Malaya in 1995. She was admitted to the Supreme Court of Brunei Darussalam as an advocate and solicitor in 1997, and she continued to practice till 31 December 2005. She began working in the ACB in 2006, where she handled legal and foreign affairs. [1]
She was appointed on 3 November 2012, to serve as a Senior Special Duties Officer (Security, Law, and Welfare) in the Ministry of Home Affairs. [1] She was appointed as the PMO's Permanent Secretary (Law & Welfare) and Director of ACB on 2 November 2017. [2] [3] She was appointed as the Deputy Minister of the PMO, following a cabinet reshuffle on 30 January 2018. [1] [4] The Sultan appointed Elinda and Romaizah, two women, to ministerial posts during the reorganization. Her position as director of the ACB may provide insight into the true cause of the Sultan's unannounced reorganisation. [5]
According to Elinda, Brunei has reaffirmed its unwavering commitment to bolstering extra-regional and regional cooperation in the fight against transnational drug law with other ASEAN members. In her remarks during the 2018 Hanoi, Vietnam, 6th ASEAN Ministerial Meeting on Drug Matters (AMMD), she emphasised Brunei's implementation of a zero-tolerance policy for a drug-free nation, noting that it had yielded positive outcomes. Brunei adopted an approach to drug policy that involved the entire government and the entire country. [6]
During the 62nd Commission of Narcotic Drugs (CND) in Vienna on 14 March 2019, she stated that Brunei has a comprehensive policy that addresses drug usage in particular and encompasses national security, health, and socioeconomic development. The nation recognises the need to bolster regulations in response to the worldwide rise in drug abuse, even as it attempts to retain control over the local drug problem. Public awareness campaigns are part of the approach, with a focus on informing the public about the possible risks associated with herbal products. In line with ASEAN's objective for a Drug-Free ASEAN, Brunei is committed to regional and global collaboration to combat transnational drug offenses. With a concerted effort against illicit drugs for a Drug-Free community at the national, regional, and international levels, the commitment to international collaboration is stressed in order to confront the mounting problems of the global and regional drug situation. This notice complies with Sultan Hassanal Bolkiah's directive and states that, as of 18 January 2020, Elinda's services are no longer needed for her role as director of the ACB or as deputy minister in PMO. [8]

Mohamed Bolkiah ibni Omar Ali Saifuddien III is a member of the royal family of Brunei. He is the second son of Omar Ali Saifuddien III, the 28th Sultan of Brunei, and Raja Isteri (Queen) Pengiran Anak Damit. After Brunei's independence in 1984, he became the country’s first foreign minister, serving from 1 January 1984 until 22 October 2015, alongside the second Minister of Foreign Affairs and Trade, Lim Jock Seng.
Datin Paduka Hajah Salbiah binti Haji Sulaiman is a Bruneian former politician who served as a member of the Legislative Council (LegCo) from 2011 to 2016.
Adanan bin Haji Mohd Yusof is a Bruneian aristocrat, civil servant and politician who serve as a member of the Legislative Council of Brunei (LegCo) since 2023. He has formerly held office as the deputy minister of home affairs from 2002 to 2005, minister of home affairs from 2005 to 2010, and as minister of health from 2010 to 2015.
Adina binti Othman @ Chua is a Bruneian bureaucrat of Chinese descent whom served as the Deputy Minister of Culture, Youth and Sports between 2010 and 2015 and was the first woman in Brunei to hold the position of the deputy minister.
Hayati binti Haji Mohd Salleh is a Bruneian magistrate and the first female Attorney General of Brunei, who served the office from 2009 to 2018. She is also the first female judge in Brunei, as well as the first female High Court Judge in the Supreme Court of Brunei. She is also the first Bruneian Malay woman to be called to the English Bar.
Pengiran Anak Hajah Besar was a member of the royal family as the wife of Pengiran Anak Mohammad Alam and the mother of Pengiran Anak Saleha, the queen consort of Hassanal Bolkiah, the 29th Sultan of Brunei.
Erywan bin Haji Mohd. Yusof is the incumbent 2nd Minister of Foreign Affairs of Brunei and ASEAN's special envoy to Myanmar.
Romaizah binti Haji Mohd Salleh is a Bruneian teacher and education officer that is currently the Minister of Education (MoE) since 2022, the Chairperson of Universiti Teknologi Brunei (UTB) Council members, Universiti Brunei Darussalam (UBD), and Sultan Sharif Ali Islamic University (UNISSA). She previously held the position of Deputy minister and Acting Minister of the same Ministry in 2018.
Mohammad Yasmin bin Haji Umar is a Bruneian aristocrat, politician, and retired military officer who served as minister of energy from 2010 to 2018 and deputy minister of defence from 2005 to 2010.
Abdul Rahman bin Haji Ibrahim is a Bruneian aristocrat, civil servant and politician who serve as a member of the Legislative Council of Brunei (LegCo) since 2023. He has formerly held office as the deputy minister of finance from 2004 to 2005, minister of finance II from 2005 to 2018, and as minister at the Prime Minister's Office (PMO) from 2015 to 2018.
Hazair bin Haji Abdullah @ Hazari is a Bruneian aristocrat and politician who formerly held the position of Deputy Minister of Health (MOH) from 2005 to 2010, and Minister of Culture, Youth and Sports (MCYS) from 2010 to 2015. Abdul Mokti bin Haji Mohd Daud is a Bruneian retired politician and diplomat who served as the Deputy Minister of Religious Affairs (MoRA) from 2015 to 2018, and Minister at the Prime Minister's Office (PMO) from 2018 to 2022.
