The Penrith District Junior Rugby League (PDJRL) is an Australian amateur rugby league competition for senior and junior rugby league clubs in the Penrith, Blacktown, and Blue Mountains area.
The competition was founded in 1912 and grew gradually as more clubs from the surrounding areas entered the competition. The first Penrith club were the Waratahs and adopted the blue and white colours, playing out of Penrith Showground. When the Parramatta District Rugby League was formed all the teams from the Penrith and surrounding areas affiliated and played in the Parramatta League. During the early-1960s the NSWRL Second Division was formed where a team from Penrith began playing, in 1967 the now Penrith Panthers were promoted to the NSWRL First Grade competition in that year the following clubs were invited to enter the Penrith District Junior Rugby League; Blacktown, Blacktown Workers, Blacktown St Patricks, Emu Plains, Londonderry Mount Druitt, Penrith Waratahs, Riverstone, Rooty Hill, Richmond, Springwood, Windsor, Warragamba, Warrimoo and St Marys.
The number of clubs in the 1970s grew gradually and more than doubled to 32 clubs. During the late-1980s it was decided to reduce number of clubs to 22. Some teams were either merged or became standalone clubs;

The Western Suburbs Magpies is an Australian rugby league football club based in the western suburbs of Sydney, New South Wales. Formed in 1908, Wests, as the club is commonly referred to, was one of the nine foundation clubs of the first New South Wales Rugby League competition in Australia. The club, as a sole entity, departed the top-flight competition in 1999 after forming a 50–50 joint venture with Balmain Tigers to form the Wests Tigers. The club currently fields sides in the NSW State Cup, Ron Massey Cup (Opens), S.G. Ball Cup and Harold Matthews Cup competitions.
The Ron Massey Cup is a semi-professional development level rugby league competition in New South Wales (NSW), Australia, run jointly by the New South Wales Rugby League (NSWRL) and the Country Rugby League of New South Wales (CRL). The competition is run concurrently with the National Rugby League (NRL). It currently comprises 13 teams drawn from the Sydney metropolitan area. The competition is named after Ron Massey, a former rugby league coach. Ron Massey died on 19 September 2016.

The St Marys Saints are an Australian rugby league club who were formed in 1908. They were the founding Member of the Penrith District Rugby League. They have previously competed in the NSWRL Jim Beam Cup, winning three titles in the 1990s and in the NSWRL Premier League/State League as a former joint-venture club with their local rivals, the Penrith Panthers from 2002 until 2007. For a brief time, the Saints were known as the Cougars in the NSWRL Jim Beam Cup. The club has since returned to its original name.

The Balmain Tigers District Junior Rugby League is one of the oldest Junior Rugby league Competitions in Australia. It administers an affiliation of junior rugby league clubs in the inner west and inner north west of Sydney.
Parramatta Junior Rugby League formed in 1946, when, as a result of expanding urban sprawl an influx of residents flocked to the immediate Parramatta area in Sydney, this caused a compacted competition to be formed and the Western Districts and Southern Districts competitions were revamped. In its fledgling years the competitions took in teams from far adrift as Liverpool and St Marys and just about every town on the Cumberland plateau.
