Eldoret is a principal town in the Rift Valley region of Kenya and serves as the capital of Uasin Gishu County. The town is colloquially known as 'Sisibo'. As per the 2019 Kenya Population and Housing Census, Eldoret is the fifth most populated urban area in the country after Nairobi, Mombasa, Nakuru and Ruiru. Lying south of the Cherangani Hills, the local elevation varies from about 2100 meters at the airport to more than 2700 meters in nearby areas (7000–9000 feet). The population was 289,380 in the 2009 Census, and it is currently the fastest growing town in Kenya with 475,716 people according to 2019 National Census.

Charles Keter, a fellow Member of Parliament, described Too as "a very humble, quiet man." The "List of alleged perpetrators" of the 2007/2008 post-electoral violence of the Kenya National Human Rights Commission however lists him among the suspects on place 3 and charges him with "planning, incitement, and financing the violence".

Moi Teaching and Referral Hospital was started in 1916 with a bed capacity of 60 to cater for the Africans Health Needs. It later served as a District Hospital before attaining referral status vide Legal Notice No. 98 of 12 June 1998 of the State Corporations Act. University of Eldoret is one of the 22 public universities in Kenya and situated approximately 9 km along the Eldoret-Ziwa road in Eldoret town, Uasin Gishu County. It was founded in 1946 by the white settlers as a Large Scale Farmers Training Centre. In 1984, it was converted to a teachers’ training college and renamed Moi Teachers’ Training College to offer Diploma Science Teachers Training. Due to the double intake crisis, the college was taken over by Moi University as a campus in 1990, renaming it Chepkoilel Campus. From 1990, the university made it a campus of Natural, Basic and Applied Science programmes.
