Peter Phillips OJ MP (born 28 December 1949) is a Jamaican politician who has served as the MP for Saint Andrew East Central since 1993.
Phillips is the former president of the People's National Party and former leader of the Opposition in Jamaica. He served as Minister of Finance and Planning of Jamaica from 2012 to 2016. [1] [2] He is member of parliament for East Central St Andrew.
Phillips was born in Kingston to Mico Teachers' College lecturer Aubrey Sylvester Phillips and civil servant Thelma Limonius Phillips. Aubrey was a graduate of Mico,where he had roomed with Howard Cooke,who would later become Governor-General of Jamaica.
He spent some of his infancy in Manchester Parish where both his mother's and father's parents lived. The family returned to Kingston and he started pre-school there before moving to Saint Ann Parish where his father took up a new job as principal of Moneague Teachers' College.
Phillips lived in the United Kingdom between ages six and nine while his father studied for a PhD there,and then returned to Jamaica,where he attended Jamaica College as a boarder. [2]
Phillips holds a bachelor's degree in Economics,a Master's in Government (from The University of the West Indies),and a Doctorate in Sociology from the State University of New York at Binghamton (USA).
Phillips first entered parliament as an appointed senator after the People's National Party won the 1989 general elections. He served as Minister of State in the Office of the Prime Minister until 1991,when he was appointed PNP General Secretary and Minister of Special Projects in the Office of the Prime Minister. He remained in post until 1994,when he was elected to parliament as the member for Saint Andrew East Central. He served as MP for that constituency for the duration of his political career.
Phillips served as minister of health under Prime Minister P.J. Patterson from 1995 to 1997. In 1998,Patterson appointed him minister of transport and works. He was elected a vice president of the PNP in 1999,serving with Portia Simpson Miller. He was subsequently[ when? ] appointed minister of national security.
Phillips twice unsuccessfully ran for President of the PNP in 2006 and 2008. He lost ministerial office when the PNP lost the 2007 elections. However,after the party won the 2011 elections,he was appointed Minister of Finance and Public Service. Simpson-Miller also named him Deputy Prime Minister in an apparent attempt at party unity. [3]
The PNP lost the 2016 elections,after which Simpson Miller stood down as leader and Phillips won the subsequent leadership election in 2017. In 2019 he was challenged for the leadership by Peter Bunting,but was re-elected in the September vote.
In the 2020 Jamaican general election,he was defeated by current Prime Minister,Andrew Holness,by a 49-14 seat margin. However,the turnout at this election was just 37%,probably affected by the coronavirus pandemic. [4] He resigned as Opposition Leader and PNP President after the defeat,triggering the 2020 People's National Party leadership election. [5]

It holds 14 of the 63 seats in the House of Representatives,as 96 of the 227 local government divisions. The party is democratic socialist by constitution.
Percival Noel James Patterson,,popularly known as P.J. Patterson,is a Jamaican former politician who served as the sixth Prime Minister of Jamaica from 1992 to 2006. He served in office for 14 years,making him the longest-serving prime minister in Jamaica's history. He was the leader of the People's National Party from 1992 to 2006.

Orette Bruce Golding is a former Jamaican politician who served as eighth Prime Minister of Jamaica from 11 September 2007 to 23 October 2011. Portia Lucretia Simpson-Miller is a Jamaican former politician. She served as Prime Minister of Jamaica from March 2006 to September 2007 and again from 5 January 2012 to 3 March 2016. She was the leader of the People's National Party from 2005 to 2017 and the Leader of the Opposition twice,from 2007 to 2012 and from 2016 to 2017.
Andrew Michael Holness,is a Jamaican politician who has served as Prime Minister of Jamaica since 3 March 2016,having previously served from 2011 to 2012,and as Leader of the Jamaica Labour Party (JLP) since 2011.
Kenneth Wykeham McNeill,MD,MP,CD is a Jamaican politician and former member of parliament for Westmoreland West,Jamaica. He is a former government minister. He was the Minister of Tourism of Jamaica from 2012 to 2016. He was elected the first vice chair of the Executive Council of the United Nations World Tourism Organization representing Jamaica in 2012 and elected chairman of the Executive council for the 2014-2015 period. McNeill was elected a Vice President of The People's National Party at the Party's annual conference in September 2016.
Sharon Hay-Webster is a Jamaican politician. She was a member of the House of Representatives of the Parliament of Jamaica from 1997 to 2012,representing the People's National Party. She came to international attention after the 2004 Haitian coup d'état,when she escorted Jean-Bertrand Aristide from his temporary exile in the Central African Republic to Jamaica at the invitation of then-Prime Minister of Jamaica P. General elections were held in Jamaica on 29 December 2011. The elections were contested mainly between the nation's two major political parties,the governing Jamaica Labour Party (JLP),led by Andrew Holness,and the Portia Simpson-Miller-led opposition People's National Party (PNP). He began serving as Jamaica's Minister of labor and social security under Prime Minister Portia Simpson-Miller in 2012. He is a dental surgeon. Fenton Ferguson was the MP for Saint Thomas Eastern. His opponent in 2016 was Mr. Delano Seiveright. Ferguson was moved to labor and social security after he remarked that babies who died as a result of the Klebsiella outbreak in 2015 at Victoria Jubilee Hospital are “not babies in the real sense”during his tenure as Minister of Health when many premature babies died from that bacteria.
Professor Floyd Emerson Morris is a former Jamaican politician from the People's National Party. He was the 12th President of the Senate of Jamaica. Morris,who began losing his sight during high school and lost it fully six years later,became the first blind member of the Senate when he was appointed in 1998.
General elections were held in Jamaica on Thursday,3 September 2020 to elect 63 members of Parliament. As the constitution stipulates a five-year parliamentary term,the next elections were not expected until between 25 February and 10 June 2021. However,Prime Minister Andrew Holness called early elections to ensure a united response to the ongoing COVID-19 pandemic. On the advice of Holness,Governor General Patrick Allen dissolved Parliament on 13 August 2020.
Mark Jefferson Golding is a Jamaican politician who has been Opposition Leader of Jamaica and President of the People's National Party since November 2020,following the 2020 general election. Previously an attorney and investment banker,he was a member of the Senate of Jamaica from 2007 to 2017 and served as Minister of Justice from 2012 to 2016. Between 1944 and 2020,a total of 47 women have been elected as members of the House of Representatives. As of September 2020 there are 18 women in the House of Representatives,the highest ever. The 2020 People's National Party (PNP) leadership election was triggered after Peter Phillips announced his intention to resign as Leader of the People's National Party following the party's defeat at the 2020 general election. It was held on November 7,2020. If Hanna was elected,she would have served as the second female President of a Jamaican political party and the second female Leader of the Opposition in Jamaican history. The election was won by Former Minister of Justice and Member of Parliament for St Andrew Southern and Attorney Mark Golding who secured 1,740 or 54.6% of the vote.
