Chandigarh is a city and a union territory in the northern part of India that serves as the capital of the states of Punjab and Haryana. As a union territory, the city is ruled directly by the Union Government of India and is not part of either state.
The city of Chandigarh was the first planned city in India post-independence in 1947 and is known internationally for its architecture and urban design. [6]
Normally any place in India has representation at 3 levels: National (Parliament), State (Legislative Assembly) & local (Municipality or Panchayat). Chandigarh being a city-state, and a Union Territory does not have a legislative assembly of its own, even though it hosts the legislative assemblies of two states Punjab & Haryana, being a common capital of both states. It has its own Municipal Corporation (MCC), which acts as the local governing authority of Chandigarh. The MCC is one of the most powerful local authorities in India as it serves both as a regional and local authority.
From 1952 to 1966 (the year Haryana was carved out of Punjab) Chandigarh was the capital of Punjab. Citizens of the city were represented in the state's Legislative Assembly and a Chief Commissioner headed the local administration. While Punjab had remained undivided, Chandigarh, like other large cities of India, fitted into the larger framework of the state administration. When Punjab was divided, both Punjab and Haryana claimed the new city for its capital. Pending resolution of the issue, the Central Government made Chandigarh a Union Territory (under Section 4 of the Punjab Re-organisation Act, 1966, with effect from 1 November 1966) with its administration functioning directly under the Central Government. Under the provisions of this Act, the laws in force in the erstwhile State of Punjab before 1 November 1966, continue to apply to the Union Territory of Chandigarh. [7]
Up to 31 May 1984, the Administrator of the UT was designated as "Chief Commissioner". On 1 June 1984, the Governor of Punjab has been functioning as the Administrator of the Union Territory of Chandigarh and Chief Commissioner was redesignated as "Adviser to the Administrator". Presently the city is represented in Indian Parliament by Manish Tewari of Congress. [9] Before him, Pawan Bansal of Congress was MP from Chandigarh. He became Minister of Railways but had to resign due to corruption charges.
Mrs Raj Bala Malik is the mayor of the city. [10]

Chandigarh is a city and union territory in northern India, serving as the shared capital of the states of Punjab and Haryana. Situated near the foothills of the Himalayas, it borders Haryana to the east and Punjab in the remaining directions. Chandigarh constitutes the bulk of the Chandigarh Capital Region or Greater Chandigarh, which also includes the adjacent satellite cities of Panchkula in Haryana and Mohali in Punjab. It is located 260 km north of New Delhi and 229 km southeast of Amritsar.
India is a federal union comprising 28 states and 8 union territories, for a total of 36 entities. The states and union territories are further subdivided into 806 districts and smaller administrative divisions.

Punjab and Haryana High Court is the common High Court for the Indian states of Punjab and Haryana and the Union Territory of Chandigarh based in Chandigarh, India. Sanctioned strength of Judges of this High Court is 85 consisting of 64 Permanent Judges and 21 Additional Judges including Chief Justice. It is approximately 4 km (2.5 mi) southeast of Chandigarh, 105 km (65 mi) southwest of Shimla, 44 km (27 mi) from Ambala and 259 km (161 mi) northeast of New Delhi, the national capital. It is a part of the Chandigarh capital region or Greater Chandigarh. The Chandigarh-Mohali-Panchkula metropolitan region collectively forms a Chandigarh Tricity, with a combined population of over two million.
Rohtak is a city and the administrative headquarters of the Rohtak district in the Indian state of Haryana. It lies 70 kilometres (43 mi) north-west of New Delhi and 250 kilometres (160 mi) south of the state capital Chandigarh on NH 9. Rohtak forms a part of the National Capital Region (NCR) which helps the city in obtaining cheap loans for infrastructure development from the NCR Planning Board.
East Punjab was a province of India from 1947 until 1950. The Punjab Reorganisation Act was passed by the Indian Parliament on 18 September 1966, separating territory from the state of Punjab, most of which formed the new state of Haryana. Some was transferred to Himachal Pradesh, then a Union territory; while Chandigarh, the capital of Punjab, was made a temporary Union territory to serve as the provisional capital of both Punjab and Haryana. The larger state of Punjab had been formed under the States Reorganisation Act, 1956 by merging East Punjab and PEPSU. The 1966 separation was the result of the Punjabi Suba movement, which agitated for the creation of a Punjabi-speaking state ; in the process a majority Hindi-speaking state was created.
The Municipal Corporation Chandigarh (MCC), also known as Chandigarh Municipal Corporation, is the civic body that governs the city of Chandigarh, the capital of Punjab and Haryana.
The proposed Greater Punjab movement is a regional political demand that includes political activities organised by various individuals, Punjabi organizations and political parties like native Akali Dal party of current Indian Punjab, for expansionism of current Indian Punjab by incorporating the neighboring Punjabi-speaking areas of Haryana, Himachal Pradesh and Union Territory of Chandigarh, within the republic of India, with Chandigarh as its proposed capital. The proposed Greater Punjab state corresponds to the five districts of Haryana, three districts of Himachal Pradesh, two districts of Rajasthan and Chandigarh city as a whole.
