Power Marketing Administration

The Power Marketing Administration (PMA) is a United States federal agency within the Department of Energy responsible for marketing hydropower, primarily from multiple-purpose water projects operated by the Bureau of Reclamation, the U.S. Army Corps of Engineers, and the International Boundary and Water Commission.

The federal government first assumed a role in power marketing in the early 1900s when power from federal water projects in excess of project needs was sold in order to repay the government's investment in the projects. [1]

The Southeastern Power Administration is the only PMA that doesn't construct and own transmission lines, putting it at a disadvantage with regards to dealing with private utility companies compared to the other three PMAs. The SEPA has to contract with other utilities to provide transmission. [2]

There are four federal PMAs, which market and deliver power in 34 U.S. states:

A fifth PMA, the Alaska Power Administration, existed from 1967 to 1998. In 1995 Congress passed a law authorizing the sale of the two hydroelectric power projects in the APA, the Eklutna Hydroelectric Project and the Snettisham Hydroelectric Project, to private companies. It also authorized the termination of the APA. [3] [4]

The Bonneville Power Administration (BPA) is an American federal agency operating in the Pacific Northwest. BPA was created by an act of Congress in 1937 to market electric power from the Bonneville Dam located on the Columbia River and to construct facilities necessary to transmit that power. Congress has since designated Bonneville to be the marketing agent for power from all of the federally owned hydroelectric projects in the Pacific Northwest. Bonneville is one of four regional Federal power marketing agencies within the U.S. Department of Energy (DOE).

The Federal Power Act is a law appearing in Chapter 12 of Title 16 of the United States Code, entitled "Federal Regulation and Development of Power". Enacted as the Federal Water Power Act on June 10, 1920, and amended many times since, its original purpose was to more effectively coordinate the development of hydroelectric projects in the United States. Representative John J. Esch (R-Wisconsin) was the sponsor.

The Energy Policy Act of 1992, effective October 24, 1992, is a United States government act. It was passed by Congress and set goals, created mandates, and amended utility laws to increase clean energy use and improve overall energy efficiency in the United States. The Act consists of twenty-seven titles detailing various measures designed to lessen the nation's dependence on imported energy, provide incentives for clean and renewable energy, and promote energy conservation in buildings.

The Southeastern Power Administration is a United States Power Marketing Administration with responsibility for marketing hydroelectric power from 22 water projects operated by the U.S. Army Corps of Engineers in the states of West Virginia, Virginia, North Carolina, South Carolina, Georgia, Florida, Alabama, Mississippi, Tennessee and Kentucky.

The Southwestern Power Administration (Southwestern) is an agency of the U.S. Department of Energy. Southwestern's mission was established by Section 5 of the Flood Control Act of 1944. The agency is a power marketing administration responsible for marketing the hydroelectric power produced at 24 United States Army Corps of Engineers multipurpose dams. By law, the power and associated energy are marketed to publicly held entities such as rural electric cooperatives and municipal utilities. Southwestern has over one hundred such "preference" customers which ultimately serve over 10 million end use customers.

As one of the four power marketing administrations within the U.S. Department of Energy, the Western Area Power Administration (WAPA)'s role is to market wholesale hydropower generated at 57 hydroelectric federal dams operated by the Bureau of Reclamation, United States Army Corps of Engineers and the International Boundary and Water Commission. WAPA delivers this power through a more than 17,000-circuit-mile, high-voltage power transmission system to more than 700 preference power customers across the West. Those customers, in turn, provide retail electric service to more than 40 million consumers. WAPA is headquartered in the Denver, Colorado suburb of Lakewood, Colorado.

The Chelan County Public Utility District, or Chelan County PUD, provides electric, water, wastewater public utility and telecommunications services in Chelan County, in north-central Washington, USA.

The United States Senate Energy and Natural Resources Subcommittee on Water and Power is one of four subcommittees of the U.S. Senate Energy and Natural Resources Committee.

<span class="mw-page-title-main">Renewable energy in the United States</span>

According to preliminary data from the US Energy Information Administration, renewable energy accounted for about 12.6% of total primary energy consumption and about 19.8% of the domestically produced electricity in the United States in 2020.

There is a large array of stakeholders that provide services through electricity generation, transmission, distribution and marketing for industrial, commercial, public and residential customers in the United States. It also includes many public institutions that regulate the sector. In 1996, there were 3,195 electric utilities in the United States, of which fewer than 1,000 were engaged in power generation. This leaves a large number of mostly smaller utilities engaged only in power distribution. There were also 65 power marketers. Of all utilities, 2,020 were publicly owned, 932 were rural electric cooperatives, and 243 were investor-owned utilities. The electricity transmission network is controlled by Independent System Operators or Regional Transmission Organizations, which are not-for-profit organizations that are obliged to provide indiscriminate access to various suppliers to promote competition.

Hydroelectricity is, as of 2019, the second-largest renewable source of energy in both generation and nominal capacity in the United States. In 2021, hydroelectric power produced 31.5% of the total renewable electricity, and 6.3% of the total U.S. electricity.

Hydropower policy in the United States includes all the laws, rules, regulations, programs and agencies that govern the national hydroelectric industry. Federal policy concerning waterpower developed over considerable time before the advent of electricity, and at times, has changed considerably, as water uses, available scientific technologies and considerations developed to the present day; over this period the priority of different, pre-existing and competing uses for water, flowing water and its energy, as well as for the water itself and competing available sources of energy have changed. Increased population and commercial demands spurred this developmental growth and many of the changes since, and these affect the technology's use today.

The term Smart Grid describes a next-generation electric power system, that is classified by the increased use of communication and information technology in the generation, delivery, and consumption of electrical energy. For individual consumers, smart grid technology offers more control over electricity consumption. Typically, the goal is overall greater energy efficiency.

<span class="mw-page-title-main">Natural Gas Act of 1938</span>

The Natural Gas Act of 1938 was the first occurrence of the United States federal government regulating the natural gas industry. It was focused on regulating the rates charged by interstate natural gas transmission companies. In the years prior to the passage of the Act, concern arose about the monopolistic tendencies of the transmission companies and the fact that they were charging higher than competitive prices. The passage of the Act gave the Federal Power Commission (FPC) control over the regulation of interstate natural gas sales. Later on, the FPC was dissolved and became the Federal Energy Regulatory Commission (FERC) pursuant to a different act. FERC continues to regulate the natural gas industry to this day.

The U.S. state of Arkansas is a significant producer of natural gas and a minor producer of petroleum.

<span class="mw-page-title-main">Eklutna Dam</span> Dam in Anchorage, Alaska

The Eklutna Dam, also referred to as the New Eklutna Dam or Upper Eklutna Dam, is an embankment dam on the Eklutna River about 30 mi (48 km) northeast of Anchorage in Alaska, United States. The primary purpose of the dam is hydroelectric power generation and it supports a 47 MW power plant. It was first completed in 1929 but was rehabilitated or rebuilt on several occasions over its history. Ownership of the dam and power plant is shared by Chugach Electric and Matanuska Electric.
