Progressive Democrats of America (PDA) is a progressive political organization and grassroots political action committee operating primarily within the Democratic Party of the United States. The group has established chapters in 32 states and territories. [1]
The Progressive Democrats of America formed out of the presidential campaigns of Howard Dean and Dennis Kucinich as well as with outside, independent involvement from peace and justice activists. [2]
PDA was founded during the 2004 Democratic National Convention in Roxbury, Massachusetts by Tim Carpenter, [3] [4] [5] [6] Steve Cobble, [7] [8] [9] Kevin Spidel, Mimi Kennedy, [10] Laura Bonham, Joe Libertelli, Bruce Taub, and about two dozen other former staffers and supporters of the Dennis Kucinich for President Campaign—as well as Joel Segal, and other progressive activists who helped organize delegates and activists. [11]
Appearing at the first PDA meeting were leaders, activists, and politicians including Dean and Kucinich, U.S. Representatives John Conyers, Jesse Jackson Jr. and Barbara Lee, Rev. Jesse Jackson, James Zogby, Tom Hayden, Medea Benjamin, John Lauritsen, and the late PDA Executive Director Tim Carpenter.
PDA's mission is to strengthen the voice of progressive ideas inside and outside the Democratic Party by using "inside/outside" and "grassroots fusion" models of working both in the Democratic Party as well as working with other progressive organizations both inside and outside the Party.
In March 2019, PDA endorsed Bernie Sanders' 2020 presidential campaign, with Sanders receiving two-thirds of member votes. [12]
In September 2023, PDA, together with the Rural Urban Bridge Initiative (RUBI), launched the Rural New Deal (RND), a federal policy template to help, in various ways, "rebuild local economies across rural America". [13]
The Progressive Democrats of America opposes wars and occupations. PDA launched a public awareness campaign called Healthcare Not Warfare to emphasize the group's positions. [14]
In February of 2022, the group called on the United States Congress to reject the Abraham Accords, calling the measure "an endorsement of arms sales". [15] The group also called on President Joe Biden to reject escalation of US involvement in the Russo-Ukrainian War following the deployment of more than 3,000 troops to eastern European countries bordering Ukraine. [16]
PDA supports establishing an expanded, improved Medicare for All national healthcare program. The group also supports advocates for the right for states to establish their own health care programs with publicly financed single payer systems. [17]
PDA supports fair trade, which it asserts would protect consumers' and workers' rights as well as the environment while opposing free trade agreements that it believes tend to let multinational corporations exploit labor worldwide. PDA is opposing renewal of fast track authority that allows the White House to enact trade deals without Congressional amendment or full oversight. This especially as regards the Trans-Pacific Partnership, a sweeping agreement which PDA believes would "save substantial negative impact on millions of people in the 12 nations holding talks, including the United States." PDA supports the Employee Free Choice Act, which would make it easier for workers to organize unions. [19]
PDA has endorsed and advocated for legislation to protect voter rights, expand same day voter registration, end prison-based gerrymandering, and establish voting as a Constitutional Right. [20]
PDA supports the following legislation: S. 1135 the FRAC Act aka Fracturing Responsibility and Awareness of Chemicals Act "To amend the Safe Drinking Water Act to repeal a certain exemption for hydraulic fracturing, and for other purposes", [21] H.R. 1175 the FRESHER Act aka Focused Reduction of Effluence and Stormwater runoff through Hydrofracking Environmental Regulation Act "To amend the Federal Water Pollution Control Act and direct the Secretary of the Interior to conduct a study with respect to stormwater runoff from oil and gas operations", [22] H.R. 1154 the BREATHE Act aka Bringing Reductions to Energy's Airborne Toxic Health Effects Act "To amend the Clean Air Act to eliminate the exemption for aggregation of emissions from oil and gas sources", [23] and H.R. 2825 the CLEANER Act aka Closing Loopholes and Ending Arbitrary and Needless Evasion of Regulations Act "To require regulation of wastes associated with the exploration, development, or production of crude oil, natural gas, or geothermal energy under the Solid Waste Disposal Act." PDA supports the reduction of America's dependence on fossil fuels by increasing automobile fuel economy and imposing taxation on carbon dioxide while investing in public transportation, energy conservation technologies, and alternative energy development. [25]
PDA supports legislation including constitutional amendments to protect voting rights, and opposes court decisions, legislation and other efforts to roll back the Voting Rights Act. [26]

Dennis John Kucinich is an American politician. Originally a Democrat, Kucinich served as U.S. Representative from Ohio's 10th congressional district from 1997 to 2013. From 1977 to 1979, he served a term as mayor of Cleveland, where he narrowly survived a recall election and successfully fought an effort to sell the municipal electric utility before losing his reelection contest to George Voinovich.
Michael Makoto Honda is an American politician and former educator. A member of the Democratic Party, he served in Congress from 2001 to 2017.
Lynn Carol Woolsey is an American politician who served in the United States House of Representatives from California from 1993 to 2013. She was a member of the Democratic Party and represented California's 6th congressional district.
David Albert Scott is an American politician and businessman who has served as the U.S. representative for Georgia's 13th congressional district since 2003. Scott's district includes the southern fourth of Atlanta, as well as several of its suburbs to the south and west. Before his election to Congress in 2002, Scott served as a Democratic member of both chambers of the Georgia Legislature and operated a small business. In 2007, the political watchdog group Citizens for Responsibility and Ethics in Washington named Scott one of the 25 most corrupt members of Congress. In 2023, he succeeded Glenn Thompson as ranking member of the House Agriculture Committee.
The Congressional Progressive Caucus (CPC) is a congressional caucus affiliated with the Democratic Party in the United States Congress. The CPC represents the furthest left-leaning faction of the Democratic Party. It was founded in 1991 and has grown since then, becoming the largest Democratic caucus in the House of Representatives.
Peter Anthony DeFazio is an American politician who served as the U.S. representative for Oregon's 4th congressional district from 1987 to 2023. He is a member of the Democratic Party and is a founder of the Congressional Progressive Caucus. A native of Massachusetts and a veteran of the United States Air Force Reserve, he previously served as a county commissioner in Lane County, Oregon. On December 1, 2021, DeFazio announced he would not seek reelection in 2022.
Marcia Carolyn Kaptur is an American politician serving as the U.S. representative from Ohio's 9th congressional district. Now in her 21st term, she has been a member of Congress since 1983.
Yvette Diane Clarke is an American politician serving as the U.S. representative for New York's 9th congressional district since 2013. A member of the Democratic Party, she first entered Congress in 2007, representing New York's 11th congressional district until redistricting. Clarke represented the 40th district in Brooklyn on the New York City Council from 2002 to 2006.
Mark William Pocan is an American politician and businessman serving as the U.S. representative from Wisconsin's 2nd congressional district since 2013. The district is based in the state capital, Madison. A member of the Democratic Party, Pocan is co-chair of the Congressional LGBT Equality Caucus and chair emeritus of the Congressional Progressive Caucus. From 1999 to 2013 he served as a member of the Wisconsin State Assembly, representing the 78th district, succeeding Tammy Baldwin there, whom he also replaced in the House when Baldwin was elected to the U.S. Senate.
Susan Lynn Brooks is an American prosecutor and politician. She is a Republican and the former U.S. Representative for Indiana's 5th congressional district. She was elected in 2012. The district includes the northern fifth of Indianapolis, as well as many of the city's affluent northern and eastern suburbs. Brooks served as the United States Attorney for the Southern District of Indiana from 2001 to 2007.
Matthew Alton Cartwright is an American politician and lawyer serving as the U.S. representative from Pennsylvania's 8th congressional district since 2013. The district, numbered as the 17th district from 2013 through 2019, includes a large swath of northeastern Pennsylvania, anchored by Scranton, Wilkes-Barre, and the Poconos. A member of the Democratic Party, Cartwright defeated 10-term incumbent Tim Holden, the dean of Pennsylvania's congressional delegation, in the Democratic primary on April 24, 2012, 57%–43%. He then defeated Republican nominee Laureen Cummings in the general election on November 6, 2012, 61%–39%. As an attorney, Cartwright previously worked at the law firm of Munley, Munley, and Cartwright.
Daniel Timothy Kildee is an American politician serving as the U.S. representative for Michigan's 8th congressional district since 2013. He is a member of the Democratic Party.
The Fairness for American Families Act is a bill that would "amend the Internal Revenue Code, as amended by the Patient Protection and Affordable Care Act, to delay until 2015 the requirement that individuals maintain minimal essential health care coverage." The bill was introduced into the United States House of Representatives during the 113th United States Congress.
The Keep Your Health Plan Act of 2013 is a bill that would permit insurance companies forced to cancel existing insurance plans that do not meet Affordable Care Act rules to continue offering those plans during 2014. The bill is intended to "make good on President Obama's promise that 'if you like your health plan, you can keep it.'"
The Protecting Access to Medicare Act of 2014 is a law that delayed until March 2015 a pending cut to Medicare physician payment, a cut that had been regularly delayed for over a decade. Because the law only delayed and did not repeal the physician payment cut, it was a source of controversy.
The Research and Development Efficiency Act is a bill that would instruct the Office of Science and Technology Policy to establish a working group under the authority of the National Science and Technology Council to review federal regulations affecting research and research universities and make recommendations on how to streamline them and reduce the regulatory burden on such researchers.
The Employee Health Care Protection Act of 2013 is a bill that would permit a health insurance issuer that has in effect health insurance coverage in the group market on any date during 2013 to continue offering such coverage for sale during 2014 outside of a health care exchange established under the Patient Protection and Affordable Care Act.
