The Public Accounts Committee (Malay: Jawatankuasa Kira-Kira Wang Negara) (PAC) is a select committee of the House of Representatives in the Parliament of Malaysia. The PAC derives its powers from the Dewan Rakyat which chooses the committee chairperson and deputy chairperson. Based on Standing Order 77(1), the PAC has the power to examine the accounts of the Malaysian government, the accounts of all public authorities, the reports of the auditor-general, and any other matters that "the committee may think fit" or matters referred to the PAC by the Dewan Rakyat.
Since 2018, the PAC has always made decisions by consensus. The PAC is a bi-partisan committee composed of two members from DAP, Bersatu, PAS, and UMNO with one member each from PKR, Amanah, Warisan and PBB. [1]
The PAC's primary instrument is conducting hearings. The first step is to invite the controlling officer of the government ministry related to the investigation subject. If the officer's explanation suffices, the matter ends there. If not, the PAC will summon the cabinet minister and, if necessary, other witnesses such as the National Audit Department or project contractors. Complicated cases such as the LCS Saga required 10 hearing days and 21 witnesses.
Once the hearings are concluded, the PAC secretariat will begin a three-stage drafting process. Firstly, the secretariat will compile a report based on the Hansard (official parliamentary transcripts) and start writing a draft report. The second stage involves a "housekeeping meeting", where the secretariat will read out the entire report for the PAC's scrutiny. Any amendments will be done at this stage which is why the report takes many days to finalise. Every decision is by consensus. There were no heated arguments because facts and figures are being presented to all members. Everyone has the freedom to air their views. Eventually, the PAC will reach a consensus. Once the final draft is completed, the third stage involves a final verification process where PAC members will be given a chance to go through the entire report one more time before it goes to print. Shahrir bin Abdul Samad is a Malaysian politician who was the Minister of Domestic Trade and Consumer Affairs (2008-2009), a Member of Parliament of Malaysia and the former chairman of the Barisan Nasional Backbenchers Club (BNBBC). He is a member of the United Malays National Organisation (UMNO), the largest political component party in the former ruling Barisan Nasional (BN) coalition. Nurul Izzah binti Anwar is a Malaysian public servant with an extensive history of dedicated service as a legislator, activist, advocate and champion of social change. She also served as Co-chairperson of the Secretariat of the Special Advisory Body to the Minister of Finance (ACFIN) serving Tan Sri Hassan Marican since February 2023. She served as Senior Advisor to the Prime Minister on Economics and Finance briefly before Encik Nurhisham bin Hussein, former EPF Chief Economist, assumed the position in the PMO. She was the Member of Parliament (MP) for Permatang Pauh from May 2018 to November 2022 and for Lembah Pantai from March 2008 to May 2018. She is a member of the People's Justice Party (PKR), a component party of the Pakatan Harapan (PH) and formerly Pakatan Rakyat (PR) opposition coalitions. She has also served as the Vice President of PKR from November 2010 to her resignation in December 2018 and again since July 2022. She served on the Public Accounts Committee from 2018 to 2022 and was the KEADILAN Spokesperson for the Ministry of Women, Family, and Community Development. She was also an active member of the All-Party Parliamentary Group Malaysia for the Reform of All Places of Detention (APPGM). She also served as Chairperson of the Consideration of Bills Select Committee from December 2018 to July 2019. In July 2021, Nurul Izzah, in a collaboration with Prof. Fatimah Kari, published a new report on Multidimensional Poverty Index (MPI). This study calculated the varying dimensions of poverty experienced by 332 B40 households in Permatang Pauh. This index would go beyond economic factors and consider social, political, and environmental aspects to provide a comprehensive assessment. By including dimensions like women's empowerment and environmental sustainability, the index aims to promote a well-rounded approach to rebuilding after conflict, prioritizing the well-being of all individuals, especially women. Six months later, Mustapa Mohamed, former minister in the Prime Minister’s Department for Economic Affairs, revealed the government’s plan to revamp the national MPI methodology in response to the study. Mustapha Mohamed officially launched the report on October 2021.
Anwar bin Ibrahim is a Malaysian politician who is the 10th and current Prime Minister of Malaysia since 2022. He served as the 12th and 16th Leader of the Opposition from 2008 to 2015, and again from 2020 to 2022. He has been the chairman of the Pakatan Harapan (PH) coalition since 2020, the second President of the People's Justice Party (PKR) since 2018 and the Member of Parliament (MP) for Tambun since November 2022. He also served as Deputy Prime Minister and in many other Cabinet positions in the Barisan Nasional (BN) administration under former Prime Minister Mahathir Mohamad from 1982 to his removal in 1998.
Ahmad Husni bin Mohamad Hanadzlah is a former Second Minister of Finance of Malaysia. He was appointed on 10 April 2009 when Najib Razak became Prime Minister. He was also the Member of Parliament for Tambun for five terms from April 1995 to May 2018. He is a member of the United Malays National Organisation (UMNO), a major component party in the Barisan Nasional (BN) coalition.
Kamarudin bin Jaffar is a Malaysian politician who served as the Deputy Minister of Foreign Affairs for the second term in the Barisan Nasional (BN) administration under former Prime Minister Ismail Sabri Yaakob and former Minister Saifuddin Abdullah from August 2021 to the collapse of the BN administration in November 2022 and the first term in the Perikatan Nasional (PN) administration under former Prime Minister Muhyiddin Yassin and former Minister Hishammudin Hussein from March 2020 to the collapse of the PN administration in August 2021, Member of Parliament (MP) for Bandar Tun Razak from May 2018 to November 2022, Deputy Minister of Transport in the Pakatan Harapan (PH) administration under former Prime Minister Mahathir Mohamad and former Minister Anthony Loke Siew Fook from July 2018 to the collapse of the PH administration in February 2020 and MP for Tumpat from November 1999 to May 2018. He is a member of the Malaysian United Indigenous Party (BERSATU), a component party of the PN coalition and was a member of the People's Justice Party (PKR), a component party of the PH coalition, Malaysian Islamic Party (PAS), a former component party of the Pakatan Rakyat (PR) and Barisan Alternatif (BA) coalitions and United Malays National Organisation (UMNO), a component party of the Barisan Nasional (BN) coalition.
Dato' Sri Haji Tajuddin bin Abdul Rahman is a Malaysian politician who served as Member of Parliament (MP) for Pasir Salak from March 2008 to November 2022, Deputy Minister of Agriculture and Agro-based Industry in the Barisan Nasional (BN) administration under former Prime Minister Najib Razak and former Ministers Ismail Sabri Yaakob and Ahmad Shabery Cheek from May 2013 to the collapse of BN administration in May 2018 and Member of the Perak State Legislative Assembly (MLA) for Kampong Gajah from March 2004 to March 2008. He is a member of the United Malays National Organisation (UMNO), a component party of the ruling BN coalition. He also served as member of the supreme council of UMNO before his removal from the position in June 2022.
Dato' Sri Ismail Sabri bin Yaakob is a Malaysian lawyer and politician who served as the ninth Prime Minister of Malaysia from 2021 to 2022. He is both the shortest-serving prime minister, and shortest-serving deputy prime minister. He is also the first prime minister born after the independence of Malaya, the first former Leader of the Opposition to become prime minister, and the only prime minister to serve without a deputy.
Noraini binti Ahmad is a Malaysian politician who has served as Deputy Minister of Women, Family and Community Development in the Unity Government administration under Prime Minister Anwar Ibrahim and Minister Nancy Shukri since December 2023, and the Member of Parliament (MP) for Parit Sulong since March 2008. She served as the Minister of Higher Education for the second term under the Barisan Nasional (BN) administration under former Prime Minister Ismail Sabri Yaakob from August 2021 to the collapse of BN administration in November 2022, the first term in the Perikatan Nasional (PN) administration under former Prime Minister Muhyiddin Yassin from March 2020 to her resignation in August 2021. She is a member of the United Malays National Organisation (UMNO), a component party of the BN coalition. She has also served as the 10th Women Chief of UMNO since June 2018 and 2nd Women Youth Chief of UMNO from 2004 to 2009 and 1st Deputy Women Youth Chief from 2001 to her promotion to women youth chief in 2004. She is formerly a Chairperson of the Rubber Industry Smallholders Development Authority (RISDA) from March 2023 to January 2024. She is also the first female PAC chairperson in Malaysian history. Her appointment as a deputy minister in December 2023 is a rare occurrence in Malaysian politics since she was a former federal minister in the Muhyiddin cabinet and Ismail Sabri cabinet. She is one of the three deputy ministers who were previously a federal minister alongside Shamsul Anuar Nasarah and M. Kulasegaran.
Shahidan bin Kassim is a Malaysian politician who has served as the Member of Parliament (MP) for Arau from August 1986 to April 1995 and again since May 2013. He served as the Minister of Federal Territories in the Barisan Nasional (BN) administration under former Prime Minister Ismail Sabri Yaakob from August 2021 to the collapse of the BN administration in November 2022, President of the Kuala Lumpur City F.C. since August 2022, Chairman of the Perbadanan Perumahan Rakyat 1Malaysia (PR1MA) from March to November 2021, Minister in the Prime Minister's Department in the BN administration under former Prime Minister Najib Razak from May 2013 to May 2018, 7th Menteri Besar of Perlis from May 1995 to March 2008 and Member of the Perlis State Legislative Assembly (MLA) for Tambun Tulang from April 1995 to May 2013. He is a Member of Central Working Committee of the Malaysian Islamic Party (PAS), a component party of the Perikatan Nasional (PN) coalition and was a member of the United Malays National Organisation (UMNO), a component party of the BN coalition. He served as the Chairman of the PN Government Backbenchers Club (PNBBC) from May 2020 to the collapse of the PN government in August 2021. He is also the longest serving Menteri Besar of Perlis and the older brother of Ismail Kassim, former MP for Arau and former MLA for Tambun Tulang.
Datuk Nur Jazlan bin Mohamed is a Malaysian politician who has served as the 15th Deputy President of the Dewan Negara and Senator since June 2023. He served as the Deputy Minister of Home Affairs I in the Barisan Nasional (BN) administration under former Prime Minister Najib Razak and former Minister Ahmad Zahid Hamidi from July 2015 to the collapse of the BN administration in May 2018, Member of Parliament (MP) for Pulai from March 2004 to May 2018 and Chairman of the Public Accounts Committee from June 2013 to July 2015. He is a member and Division Chief of Pulai of the United Malays National Organisation (UMNO), a component party of the ruling Barisan Nasional (BN) coalition. He was also the State Deputy Chairman of UMNO of Johor. He is regarded as a vocal critic of Perikatan Nasional (PN) and its Chairman Muhyiddin Yassin.
Datuk Seri Haji Ahmad bin Maslan is a Malaysian politician who has served as the Deputy Minister of Works under Minister Alexander Nanta Linggi since December 2023 and previously served as the Deputy Minister of Finance I from December 2022 to December 2023 in the Unity Government administration under Prime Minister Anwar Ibrahim. He has served as the Member of Parliament (MP) for Pontian since March 2008. He also had served as the Deputy Minister of International Trade and Industry, Deputy Minister of Finance and Deputy Minister in the Prime Minister's Department in the Barisan Nasional (BN) administration under former Prime Minister Najib Razak and former Ministers Nor Mohamed Yakcop, Najib Razak, Ahmad Husni Hanadzlah, Mustapa Mohamed and Ong Ka Chuan from April 2009 to the collapse of the BN administration in May 2018. He is a member of the United Malays National Organisation (UMNO), a component party of the BN coalition. He has also served as State Deputy Chairman of UMNO of Johor and Division Chief of UMNO of Pontian since March 2023. Ronald Kiandee is a Malaysian politician. A member of the Malaysian United Indigenous Party (BERSATU) and its Vice President since August 2020 and 2nd State Chairman of Sabah since December 2022, he has served as the Member of Parliament (MP) for Beluran since November 1999. He served as Minister of Agriculture and Food Industries in the Perikatan Nasional (PN) administration under former Prime Minister Muhyiddin Yassin from March 2020 to the collapse of the PN administration in August 2021. He was reappointed to the same post for a second term in the Barisan Nasional (BN) administration under former Prime Minister Ismail Sabri Yaakob from August 2021 until the dissolution of the BN government in November 2022, when BN lost its reelection campaign in the 2022 general election. Prior to serving in the Cabinet, Kiandee was the Chairman of the Public Accounts Committee (PAC) in the Pakatan Harapan (PH) administration from 2018 to 2019 and Deputy Speaker of the Dewan Rakyat in the BN administration from 2008 to 2018. He is presently the sole MP of the Malaysian United Indigenous Party of Sabah and one of the only two Christian MPs of PN alongside Ali Biju.

She served as Deputy Minister in the Prime Minister's Department in charge of Parliament and Law in the Barisan Nasional (BN) administration under former Prime Minister Ismail Sabri Yaakob and former Minister Wan Junaidi from August 2021 to the collapse of BN administration in November 2022, Deputy Minister of Entrepreneur Development and Cooperatives in the Perikatan Nasional (PN) administration under former Prime Minister Muhyiddin Yassin and former Minister Wan Junaidi Tuanku Jaafar from March 2020 to the collapse of the PN administration in August 2021 and the Deputy Minister of Tourism and Culture in the BN administration under former Prime Minister Najib Razak and former Minister Mohamed Nazri Abdul Aziz from July 2015 to the collapse of the BN administration in May 2018. She is a member of the Malaysian United Indigenous Party (BERSATU), a component party of the PN coalition and was a member of United Malays National Organisation (UMNO), a component party of the BN coalition. She has served as the 2nd Deputy Women Chief of BERSATU since August 2020 and the Women Youth Chief of the UMNO from October 2013 to June 2018. After the defeat of BN to the Pakatan Harapan (PH) opposition coalition in the 2018 general election, she resigned from UMNO in 2018 and joined BERSATU in 2019. She is also the second female PAC chairperson after Noraini Ahmad in Malaysian history.

Ahmad Fahmi bin Mohamed Fadzil is a Malaysian politician, former actor and writer who has served as the Minister of Communications in the Unity Government administration under Prime Minister Anwar Ibrahim since December 2023 and the Member of Parliament (MP) for Lembah Pantai since May 2018. He served as the Minister of Communications and Digital in the PH administration under Prime Minister Anwar from December 2022 to December 2023. He is a member of the People's Justice Party (PKR), a component party of the PH coalition and the government spokesperson. He has also served as Information Chief of PKR since July 2022 and served as Communications Director of PKR from September 2013 to July 2022.
