The Public Accounts Committee (Malay: Jawatankuasa Kira-Kira Wang Negara) (PAC) is a select committee of the House of Representatives in the Parliament of Malaysia. The PAC derives its powers from the Dewan Rakyat which chooses the committee chairperson and deputy chairperson. Based on Standing Order 77(1), the PAC has the power to examine the accounts of the Malaysian government, the accounts of all public authorities, the reports of the auditor-general, and any other matters that "the committee may think fit" or matters referred to the PAC by the Dewan Rakyat.

Since 2018, the PAC has always made decisions by consensus. The PAC is a bi-partisan committee composed of two members from DAP, Bersatu, PAS, and UMNO with one member each from PKR, Amanah, Warisan and PBB. [1]

Mandate

Investigations

The PAC's primary instrument is conducting hearings. The first step is to invite the controlling officer of the government ministry related to the investigation subject. If the officer's explanation suffices, the matter ends there. If not, the PAC will summon the cabinet minister and, if necessary, other witnesses such as the National Audit Department or project contractors. Complicated cases such as the LCS Saga required 10 hearing days and 21 witnesses.

Once the hearings are concluded, the PAC secretariat will begin a three-stage drafting process. Firstly, the secretariat will compile a report based on the Hansard (official parliamentary transcripts) and start writing a draft report. The second stage involves a "housekeeping meeting", where the secretariat will read out the entire report for the PAC's scrutiny. Any amendments will be done at this stage which is why the report takes many days to finalise. Every decision is by consensus. There were no heated arguments because facts and figures are being presented to all members. Everyone has the freedom to air their views. Eventually, the PAC will reach a consensus. Once the final draft is completed, the third stage involves a final verification process where PAC members will be given a chance to go through the entire report one more time before it goes to print. Six months later, Mustapa Mohamed, former minister in the Prime Minister’s Department for Economic Affairs, revealed the government’s plan to revamp the national MPI methodology in response to the study. Mustapha Mohamed officially launched the report on October 2021.

He served as the Deputy Minister of Home Affairs I in the Barisan Nasional (BN) administration under former Prime Minister Najib Razak and former Minister Ahmad Zahid Hamidi from July 2015 to the collapse of the BN administration in May 2018, Member of Parliament (MP) for Pulai from March 2004 to May 2018 and Chairman of the Public Accounts Committee from June 2013 to July 2015. He is a member and Division Chief of Pulai of the United Malays National Organisation (UMNO), a component party of the ruling Barisan Nasional (BN) coalition. He was also the State Deputy Chairman of UMNO of Johor. He is regarded as a vocal critic of Perikatan Nasional (PN) and its Chairman Muhyiddin Yassin.

Datuk Seri Haji Ahmad bin Maslan is a Malaysian politician who has served as the Deputy Minister of Works under Minister Alexander Nanta Linggi since December 2023 and previously served as the Deputy Minister of Finance I from December 2022 to December 2023 in the Unity Government administration under Prime Minister Anwar Ibrahim. He has served as the Member of Parliament (MP) for Pontian since March 2008. He also had served as the Deputy Minister of International Trade and Industry, Deputy Minister of Finance and Deputy Minister in the Prime Minister's Department in the Barisan Nasional (BN) administration under former Prime Minister Najib Razak and former Ministers Nor Mohamed Yakcop, Najib Razak, Ahmad Husni Hanadzlah, Mustapa Mohamed and Ong Ka Chuan from April 2009 to the collapse of the BN administration in May 2018. He is a member of the United Malays National Organisation (UMNO), a component party of the BN coalition. He has also served as State Deputy Chairman of UMNO of Johor and Division Chief of UMNO of Pontian since March 2023. He also served as the Secretary-General of UMNO from March 2020 to March 2023 and also of BN from January 2021 to June 2021 as well as Division Deputy Chief of UMNO of Pontian from 2008 to his promotion to the division chief in March 2023.

Ronald Kiandee is a Malaysian politician. A member of the Malaysian United Indigenous Party (BERSATU) and its Vice President since August 2020 and 2nd State Chairman of Sabah since December 2022, he has served as the Member of Parliament (MP) for Beluran since November 1999. He served as Minister of Agriculture and Food Industries in the Perikatan Nasional (PN) administration under former Prime Minister Muhyiddin Yassin from March 2020 to the collapse of the PN administration in August 2021. He was reappointed to the same post for a second term in the Barisan Nasional (BN) administration under former Prime Minister Ismail Sabri Yaakob from August 2021 until the dissolution of the BN government in November 2022, when BN lost its reelection campaign in the 2022 general election. Prior to serving in the Cabinet, Kiandee was the Chairman of the Public Accounts Committee (PAC) in the Pakatan Harapan (PH) administration from 2018 to 2019 and Deputy Speaker of the Dewan Rakyat in the BN administration from 2008 to 2018. He is presently the sole MP of the Malaysian United Indigenous Party of Sabah and one of the only two Christian MPs of PN alongside Ali Biju.

Datuk Wira Hajah Mas Ermieyati binti Samsudin is a Malaysian politician who has served as Chairperson of the Public Accounts Committee (PAC) since April 2023 and as the Member of Parliament (MP) for Masjid Tanah since May 2013. She served as Deputy Minister in the Prime Minister's Department in charge of Parliament and Law in the Barisan Nasional (BN) administration under former Prime Minister Ismail Sabri Yaakob and former Minister Wan Junaidi from August 2021 to the collapse of BN administration in November 2022, Deputy Minister of Entrepreneur Development and Cooperatives in the Perikatan Nasional (PN) administration under former Prime Minister Muhyiddin Yassin and former Minister Wan Junaidi Tuanku Jaafar from March 2020 to the collapse of the PN administration in August 2021 and the Deputy Minister of Tourism and Culture in the BN administration under former Prime Minister Najib Razak and former Minister Mohamed Nazri Abdul Aziz from July 2015 to the collapse of the BN administration in May 2018. She is a member of the Malaysian United Indigenous Party (BERSATU), a component party of the PN coalition and was a member of United Malays National Organisation (UMNO), a component party of the BN coalition. She has served as the 2nd Deputy Women Chief of BERSATU since August 2020 and the Women Youth Chief of the UMNO from October 2013 to June 2018. After the defeat of BN to the Pakatan Harapan (PH) opposition coalition in the 2018 general election, she resigned from UMNO in 2018 and joined BERSATU in 2019. She is also the second female PAC chairperson after Noraini Ahmad in Malaysian history.

Tan Sri Datuk Seri Panglima Abdul Kadir bin Sheikh Fadzir is a Malaysian politician and former seven-term Member of Parliament (MP) of Malaysia representing Kulim-Bandar Baharu constituency in the state of Kedah. He also formerly served as the Minister of Information (2004–2006), Minister of Culture, Arts and Tourism (1999–2004) in the Cabinet of Malaysia.

Ahmad Fahmi bin Mohamed Fadzil is a Malaysian politician, former actor and writer who has served as the Minister of Communications in the Unity Government administration under Prime Minister Anwar Ibrahim since December 2023 and the Member of Parliament (MP) for Lembah Pantai since May 2018. He served as the Minister of Communications and Digital in the PH administration under Prime Minister Anwar from December 2022 to December 2023. He is a member of the People's Justice Party (PKR), a component party of the PH coalition and the government spokesperson. He has also served as Information Chief of PKR since July 2022 and served as Communications Director of PKR from September 2013 to July 2022.

Latheefa Beebi Koya, often called Kak Lat, is a Malaysian politician, lawyer and human rights activist who was the fifth Chief Commissioner of the Malaysian Anti-Corruption Commission (MACC) from June 2019 to March 2020. She was a member of the People's Justice Party (PKR) and sat on the central executive committee of PKR. She is the first woman and non-malay to assume office as chief-commissioner.

Hasan bin Arifin is a Malaysian politician. He formerly served as Member of Parliament (MP) of Rompin for two terms. Hasan is a member of United Malays National Organisation (UMNO), a major component party of Barisan Nasional (BN) coalition.
