Russian sanctions against Ukraine were put into effect by the November 1, 2018, Order of the Government of Russia No. 1300 [1] in pursuance of the October 22, 2018 Decree of the President of Russia No. 592. [2]
The decree imposed economic sanctions on 322 Ukrainian citizens and 68 Ukrainian companies. The sanctions affect only the assets of the listed persons and companies within the territory of Russia. [3]
Russia is divided into several types and levels of subdivisions.
Karachay-Cherkessia, officially the Karachay-Cherkess Republic, is a republic of Russia located in the North Caucasus. It is administratively part of the North Caucasian Federal District. Karachay-Cherkessia has a population of 469,865. Cherkessk is the largest city and the capital of the republic.
Lipetsk Oblast is a federal subject of Russia. Its administrative center is the city of Lipetsk. As of the 2021 Census, its population was 1,143,224.
The Yamalo-Nenets Autonomous Okrug or Yamalia is a federal subject of Russia and an autonomous okrug of Tyumen Oblast. Its administrative center is the town of Salekhard, and its largest city is Novy Urengoy. The 2021 Russian Census recorded its population as 510,490.
The PP-93 submachine gun was developed in the 1990s at the KBP Instrument Design Bureau in Tula as a non-folding version of earlier PP-90 clandestine submachine gun, for use by security and law enforcement units. It is operated on blowback principle and has good controllability of full automatic fire.
East Timor–Russia relations are the bilateral relations between East Timor and Russia. Neither country has a resident ambassador. Russia was one of the first countries to recognize East Timor's independence and took part in nearly all UN aid programs, providing food and relief personnel, including civil and transport aviation pilots.

Citizens of countries without such an agreement with Russia must obtain a visa in advance from a Russian diplomatic mission or visa centre.
Evenk Autonomous Okrug, or Evenkia, was a federal subject of Russia. It had been created in 1930. Its administrative center was the urban-type settlement of Tura. As of 2006, at 767,600 km2, it was Russia's seventh largest federal subject, and the country's least populous: 17,697 (2002 Census).

Oleksiy Oleksiyovich Goncharenko is a Ukrainian politician, member of the Ukrainian parliament, member of the Ukrainian delegation to the Parliamentary Assembly of the Council of Europe, President of the PACE Committee on Migration, Refugees and Internally Displaced Persons. In 2014, he was elected to the Verkhovna Rada on the party list of Petro Poroshenko Bloc. In the 2019 Ukrainian parliamentary election Goncharenko was reelected as an independent candidate in single-seat constituency 137 (Podilsk).

Anton Andreyevich Alikhanov is a Russian politician, candidate of economic sciences, and a lawyer. He has served as the governor of Kaliningrad Oblast since 29 September 2017.

Sergey Alimovich Melikov, is a Russian statesman and military leader, who has served as the 5th Head of the Republic of Dagestan since 14 October 2021.
Gennady Valeryevich Zhidko was a colonel general of the Russian Armed Forces. He was awarded the title Hero of the Russian Federation in 2017 for his service as chief of staff of Russian forces deployed to Syria. Following this assignment, Zhidko commanded the Eastern Military District and headed the Main Military-Political Directorate of the Russian Armed Forces.
Andrey Valeryevich Kartapolov is a Russian politician and former army officer of the Russian Army. From 30 July 2018 to October 2021 he served as Deputy Defence Minister, and headed the Main Military-Political Directorate of the Russian Armed Forces. He had commanded the Western Military District from 2015 to 2016, and again from 2017 to 2018. Kartapolov has held the rank of colonel general since 2015. He is currently a member of parliament, a deputy of the State Duma, elected on 19 September 2021.
Martial law in Russia was introduced on 20 October 2022 during the ongoing Russian invasion of Ukraine and a month after the announcement of mobilization. President Vladimir Putin issued two decrees: "On the introduction of martial law in the territories of the DPR, LPR, Zaporozhye and Kherson Oblasts" and "On measures taken in the constituent entities of the Russian Federation in connection with Decree of the President of the Russian Federation dated October 19, 2022 No. 756".
